for normalizing economic relations with
Vietnam. My decision to grant a Jackson-Vanik
waiver will facilitate Vietnamese participation
in U.S. export promotion and investment support
programs, including those associated with
Export-Import Bank, the Overseas Private
Investment Corporation and the Maritime
Administration. The waiver also will provide
an incentive for the Vietnamese government to
be more cooperative on a wide range of issues,
including POW/MIA accounting, the negotiation
of a bilateral trade agreement, emigration, and
human rights.
I am confident this comprehensive strategy will
help us move more rapidly toward normalization
of overall relations between the United States
and Vietnam, and I look forward to working with
you toward that goal.

Dear Mr. President:
The U.S. Chamber of Commerce, American Chamber of Commerce in Vietnam, and
Asia-Pacific Council of American Chambers of Commerce support full economic
normalization with Vietnam. We urge the Administration to act immediately to waive
application of Section 402 of Title IV of the Trade Act of 1974 (the Jackson-Vanik
amendment), which will pave the way for the Export-Import Bank and Overseas Private
Investment Corporation to begin support of U.S. projects in Vietnam.
We supported and applauded the Administration when you lifted the trade embargo in
February 1994, and when you established diplomatic relations with Vietnam in July
1995. The growing links between our nations have not only fostered commercial activity,
but also strengthened Vietnamese cooperation on a range of other issues, including the
question of MIAs. The arrival of Ambassador Pete Peterson and the ongoing negotiations
for a bilateral trade agreement have been important steps in furthering economic relations
with Vietnam. But more needs to be done.
While many U.S. companies have opened up offices in Vietnam since the embargo was
lifted in 1995, those companies are at a serious disadvantage compared to European and
Asian competitors whose governments provide more direct assistance to Vietnam in
addition to standard trade and investment programs which we still lack. American
companies operate without the support of many crucial government export promotion
programs. This support is critical in a number of major procurement decisions being
made by Vietnam.
We urge you to fully support the continuation of the ongoing trade agreement
negotiations, which we hope will lead expeditiously to market access for U.S. companies
and reciprocal MFN status. We further ask that you support Ambassador Peterson's
efforts to make the new consulate in Ho Chi Minh City fully operational, which will
benefit the many U.S. companies and citizens based there.
We stand committed to supporting you in your effort to normalize economic relations
with Vietnam. Thank you for your consideration of our views.
