Dear Peter:
Thank you very much for your letter on our relations with Vietnam
in which you expressed your deep concern over the POW/MIA issue.
I am firmly committed to the goal of achieving the fullest
accounting possible for our POW/MIA's. Any change in our policy
toward Vietnam depends on progress toward this goal. To advance
this objective, I set forth in July four areas upon which further
steps in relations between our two nations depend: obtaining
additional remains, resolution of discrepancy cases, trilateral
investigation with the Lao and access to POW/MIA-related
documents. Some progress in each of these areas has been made in
recent months, although it falls short of what we believe needs
to be done.
On September 13, I announced my decision to maintain our trade
embargo against Vietnam with an adjustment pertaining to
international financial institution projects. This action
recognizes concrete results from Vietnamese efforts, while
encouraging further progress. It makes clear that more must be
done to ensure we ultimately achieve the fullest possible
accounting of our POW/MIA's. Any changes in the embargo or our
relations with Vietnam will depend on further progress toward
that goal.
As you know, I declared September 10 to be National POW/MIA
Recognition Day. I asked Secretary of Defense Aspin to deliver
an address expressing our commitment to the fullest possible
accounting of our POW/MIAs from the Vietnam War. Secretary Aspin
and my National Security Advisor, Anthony Lake, who also attended
the ceremony, were gratified at the large turnout of veterans,
"gold-star" mothers who lost sons in World War II, as well as
families whose loved ones did not come home from Vietnam.
I salute you and your colleagues for your resolution supporting
National POW/MIA Recognition Day.

Purpose
To respond to a letter from Representative Barca which argued
against lifting the Vietnam trade embargo and asked you to sign
Senate Joint Resolution 126 declaring September 10 "National
POW/MIA Recognition Day. " (Barca's letter was written after
September 10 by which time you had already signed the Joint
Resolution.)
Background
Barca is among the minority in Congress that opposes lifting the
trade embargo on Vietnam. He, along with others, supported a
resolution asking you to declare September 10 to be National
POW/MIA Recognition Day. Such a resolution has been proposed
every year since 1982, and every President, including you, has
responded with the requested declaration. This year, Les Aspin
spoke at the Pentagon's ceremony on September 10, which was
heavily attended by veterans and POW/MIA families from several
wars.

On September 14 Representative Barca wrote a letter to the
President asking him to sign Senate Joint Resolution 126,
declaring September 10, 1993 "National POW/MIA Recognition Day,"
(which by that time had of course already been signed and the
date past) and arguing against the September 13 decision, which
renewed, but adjusted, our Vietnam trade embargo.
At Tab A is a proposed letter from the President to Barca which
notes that the President enthusiastically declared September 10
as POW/MIA Recognition Day, and makes clear the President's
unwavering commitment to achieve the fullest possible accounting
of our POW/MIAs.

Dear Mr. President:
I would like to add my support to two initiatives, currently before
you, which affect our courageous servicemembers whose fates are
undetermined from the Vietnam conflict.
First, for reasons outlined by Representative Susan Molinari and
the coalition of sixty Members of Congress, and presented to you
on Tuesday, September 14, 1993, I request that you do not lift the
trade embargo on Vietnam.
I must reiterate the concern presented by the coalition that
permitting U.S. firms to compete for internationally funded
development projects in Vietnam would leave the Socialist Republic
of Vietnam (SVR) with no incentive to provide us with detailed
information on the status of those soldiers Missing in Action
(MIA)/Prisoners of War (POW) who were known to have been living but
not repatriated during Operation Homecoming in 1973. The United
States must maintain the trade embargo, so as to insure future
cooperation.
Second, I would ask that you sign Senate Joint Resolution 126,
declaring September 10, 1993 "National POW/MIA Recognition Day"
which passed the House on September 9, 1993 and was presented to
you on September 10, 1993.
