Letter from Representative Minge
Purpose
To reply to Representative Minge, who wrote you concerning the
need to follow-up on evidence of distress signals from POWs in
Vietnam picked up by aerial imagery.
Background
The Senate Select Committee on POW/MIAs studied the issue of
distress signals at great length and concluded that the evidence
was not definitive. Your reply informs Representative Minge
about the Select Committee's finding, but assures him that the
Administration will continue to give high priority to
investigating any aerial imagery that appears to be a distress
signal.
RECOMMENDATION
That you sign the letter at Tab A.

Dear David:
Thank you for your recent letter concerning the
need to follow-up on evidence of distress
signals from POWs in Vietnam picked up by aerial
imagery.
I would like to assure you that the
Administration is not ignoring evidence of such
distress signals. The problem is that the
"evidence" is not definitive, as the Senate
Select Committee on POW/MIAs concluded after
exhaustive study.
Nevertheless, my Administration will, of course,
continue to look into this matter and will give
high priority to investigating any aerial
imagery that comes into our possession that
appears to be a distress signal.

Dear Mr. President:
During your Presidency you have indicated your personal commitment
to securing the fullest possible accounting of those still missing
and unaccounted for from the Vietnam conflict.
Mr. President, as you are aware, satellite imagery detailed a
prison facility revealing distress signals. The distress signals
revealed secret codes provided to missing military personnel
immediately before debarking on their last mission. Also, the last
names of two missing pilots were verified in proper coding
sequence. These facts cannot be explained as coincidence, nor can
these evidence be ignored.
I feel that a complete review of all satellite imagery of Southeast
Asia is in the best interests of all concerned. We must make every
effort to determine the true fate of our missing. Our brave
servicemen and their family members deserve no less.
Thank you for your continued efforts on behalf of our POW/MIAs. I
look forward to working with you on this important issue.
