Dear Mr. President:
I write in strong support of the effort to designate a portion of the debt repayment by Vietnam for use in a
Vietnam Education Foundation to fund educational exchanges. The proposal which was forwarded to you
earlier today by Senators John Kerry, John McCain and others is one I have helped to develop and whose
implementation would be a major contribution to improved future relationships between the two countries.
As the Senate letter notes, the United States established comparable programs with respect to China with
respect to the Boxer indemnity bond and Japan with respect to payments related to the return of
Okinawa. As Vietnam is paying off $145 million in debts owed by the Republic of Vietnam, and given the
renewed diplomatic and economic relationship we now have with Vietnam, it would be wholly appropriate
that these funds be directed towards improving educational opportunities between our countries.
I visited Vietnam last year and was able to discuss the benefits of expanded higher education programs
with participants in the Fulbright program in Ho Chi Minh City. Young Vietnamese men and women
clearly have a great interest in the high level education in the United States that greater numbers could be
afforded through the creation of the Vietnam Education Foundation, and even more Vietnamese would
benefit through the exchange of American educators who would teach in Vietnam.
I would hope that you could give very serious consideration to this proposal as the legislative session
concludes in hopes that an opportunity arises whereby it could be implemented prior to your own visit to
Vietnam later this year.

Representative Miller
Representative Miller wrote to the President before his Vietnam
trip to bring to his attention a new educational exchange
program opportunity with Vietnam. Senator John Kerry initiated
the legislation to establish a Vietnam Education Foundation.
Representative Miller sought the President's serious
consideration of the legislation and hoped it could be
implemented before his visit.
The response to Representative Miller thanks him for bringing
this issue to the President's attention and for his forward-
looking approach to Vietnamese-U.S. relations.
The NSC received the incoming correspondence on October 19,
2000. The delay in response is attributable to the press of
business prior to the President's travel and anticipation that
Senator Kerry would succeed in passing the legislation before
the end of the session.
