Dear Mr. President:
Three weeks ago, we wrote to urge you to seek immediate agreement within NATO to take direct action
against those forces in Kosovo which are attacking civilian populations. Since that time, the situation has worsened
significantly, and the humanitarian catastrophe about which we expressed concern seems increasingly likely to occur
this winter. We therefore urge you to raise Russia's stand against NATO action forcefully with Russian President
Boris Yeltsin during next week's summit and seek his agreement not to veto any United Nations Security Council
resolution that may be needed to bring all NATO member states into accord that such action is urgently necessary.
We are aware of the steps now being taken by the United States and the international community to provide
assistance to the hundreds of thousands that are already in desperate need, but nothing could do more to help these
people than to stop the fighting now. This will prevent more people from being added to the ranks of the displaced
and allow those already chased from their homes to return and rebuild. Only when Slobodan Milosevic's ability to
terrorize Kosovar Albanians through his security forces is curtailed will the Yugoslav President engage in a meaningful
negotiation on Kosovo's future.
Russia's opposition to NATO action now serves as an excuse for NATO's inaction. This must end. We
hope you will tell President Yeltsin that a Russia committed to democratic development and international stability must
not base its policies on unwarranted geopolitical concerns or claimed historical affinities to allow additional, innocent
people in Kosovo to be slaughtered. Yugoslav and Serbian forces are clearly in gross violation of Helsinki principles,
likely in violation of international law, and countries committed to upholding these principles and the rule of law must
respond. Moreover, we hope you will tell President Yeltsin that the United States and its partners intend to act soon.
Only when confronted with your expressed resolve to end the violence in Kosovo by any means necessary will
Russian officials either cooperate with us or convince their Yugoslav and Serbian counterparts to cease their attacks.
We hope the upcoming summit will be successful, and wish you the best in that regard.

various Members of Congress. Since these letters address
national security issues, we would appreciate your assistance in
drafting the responses.

The following is a brief description of the letters:

Sen. Alfonse D'Amato (R-NY), regarding the recent
summit with President Yeltsin and the pending tariff
reduction decree concerning foreign investments in
Russia;

Sen. Alfonse D'Amato (R-NY) and Christopher H. Smith
(R-NJ), following up on a prior letter requesting that
the President take direct action against those forces
in Kosovo that are attacking civilian populations;

about the ongoing political and economic crisis in
Indonesia;
6)
Rep. Nick Lampson (D-TX), regarding the recent summit
with President Yeltsin and the issue of continued
Russian funding for the International Space Station;
and,
7)
Rep. James T. Walsh (R-NY), regarding the
President's trip to Ireland and TV3, Ireland's first
and only domestic private television network.
