Purpose
Respond to concerns raised by Prime Minister Guterres about the
U.S. policy on East Timor.
Background
Prime Minister Guterres today summoned Ambassador McGowan to
express serious concerns about U.S. policy on East Timor.
Guterres' concerns were based in part on the misleading story in
today's New York Times. Your proposed response clarifies U.S.
policy, drawing on points you made to the press as you departed
for the APEC Summit in New Zealand.
RECOMMENDATION
That you approve the message at Tab A.
