Poles have been observing the tragic development of the Kosovo situation with great
distress. We had placed great hopes in the peace talks, expecting that the political dialogue
would make it possible to find a compromise solution to that conflict and put an end to the
tragedy for the civilian population. In view of the failure of the negotiations and the continuing
military operations of the Yugoslav army against the civilian populations, world public opinion
and the governments of democratic countries could not remain indifferent.
I fully share your view that violation of basic human rights can no longer be tolerated. At
the same time, I am deeply convinced that the critical decision to begin air strikes will not close
the door to further negotiations and that the parties to the conflict will return to the negotiating
table.

The Poles are a people who have experienced a great deal during this century, and we
shall do our utmost to help resolve the conflict in Yugoslav territory as soon as possible. At the
same time, I would like to assure you of our readiness to stand by as loyal allies. Our recent
accession to the North Atlantic Treaty Alliance is a source of great strength to our nation, but it
also entails obligations that we are committed to meet.
I am convinced that in the present situation we should endeavor to give particularly
strong support to democratic forces in Ukraine and the entire post-Soviet region. We cannot
allow the justified action in Kosovo to strengthen forces hostile to the principles of democracy
and human rights.

Polacy z wielkim bólem obserwowali tragiczny rozwój sytuacji W Kosowie.
Wielkie nadzieje wiazaliśmy z rozmowami pokojowymi, liczac na to, te
polityczny dialog pozwoli znalezć kompromisowe rozwiazanie dla tego
konfliktu i zakończyć dramat cywilnej ludności. Wobec flaska rozmów i
kontynuowania przez armie jugostowiańska dziatan zbrojnych wobec
ludności cywilnej światowa opinia publiczna i rzady demokratycznych
państw nie mogly pozostac obojętne.
W pełni podzielam Pańska opinię, iż nie można diużej zezwalać na gwałcenie
elementarnych praw ludzkich. Jednocześnie jestem gięboko przekonany, ze
dramatyczna decyzja o rozpoczęciu nalotów nie zamyka drogi dla dalszych
negocjacji i strony konfliktu powróca do stołu negocjacyjnego.

Polacy sa narodem, który wiele doświadczył W tym stuleciu i bedziemy robić
wszystko, aby konflikt na terenie Jugoslawii został jak najszybciej
zażegnany. Jednoczesnie jednak chciałbym Pana jeszcze raz zapewnić o
naszej gotowości sojuszniczej. Osiagniete niedawno członkostwo W Pakcie
Północnoatlantyckim jest dla naszego kraju wielkim wzmocnieniem ale i
zobowiązaniem, z którego się wywiążemy.
Jestem przekonany, ze obecna sytuacja stawia przed nami zadanie
udzielenia szczególnie silnego wsparcia silom demokratycznym na Ukrainie i
W całym obszarze postsowieckim. Nie możemy pozwolic, by uzasadniona
akcja W Kosowie stala się powodem wzmocnienia tych sił, którym obce sa
pojęcia demokracji i praw człowieka.

Dear Mr. President,
Poles have observed the tragic developments in the Kosovo situation with great distress. We had
attached high hopes to the peace talks, expecting that the political dialogue would make it
possible to find a compromise solution to that conflict and to put an end to the tragedy for the
civilian population. In view of the failure of the negotiations and the continuing military action of
the Yugoslav army against the civilian population, world public opinion and the governments of
democratic states could not remain indifferent.
I fully share your view that it is no longer possible to tolerate the violation of basic human rights.
At the same time, I am deeply convinced that the critical decision to start the air raids will not
close the door to further negotiations and that all parties of the conflict will return to the
negotiating table.
The Poles are a nation that has experienced a great deal during this century, and we shall do the
utmost to help end the conflict on Yugoslav territory as soon as possible. At the same time, I
would like to assure you once again of our determination to stand by as loyal allies. Our recent
accession to the North Atlantic Treaty Organization is a source of great strength for our nation,
but it also brings obligations which we are committed to meet.
I am convinced that the present situation behooves us to give particularly strong support to the
democratic forces in Ukraine and the entire post-Soviet region. We cannot allow the justified
action in Kosovo to strengthen forces hostile to the principles of democracy and human rights.
