The focus would not be the Middle East but on broader contours of U.S. foreign policy in light of the Balkan situation. We don't know why they decided to send this so late but they know the changes of having Mr. Berger do this are pretty slim. NESA does not feel Mr. Berger needs to accept this -- especially given all that is going on -- but did want him to know of the invitation in case they should call you directly or in case he's looking for a venue for a Kosovo speech.
