Dear Jimmy:
Thank you for your letter on NATO's military
campaign in Serbia and Kosovo. I appreciate
your candid expression of concern about
injuries and deaths among innocent civilians
resulting from the Alliance's air operations.
NATO has flown more than 32,000 sorties since
the beginning of the air campaign, and only a
handful of incidents where the ordnance dropped
has been mistargeted or has missed its intended
target. The bombing of the Chinese embassy was -=
a deeply regrettable mistake and I have said
so. I can assure you that NATO is taking
extraordinary measures to reduce the risk of
such mistakes in the future and any attendant
civilian casualties.
Jimmy, any civilian casualties are tragic and
regrettable, but I hope you agree there is no
doubt about the origins of this conflict: in
his horrendous campaign of ethnic cleansing,
Slobodan Milosevic is making innocent civilians
the object of his campaigns rather than
minimizing harm to them. Ethnic hatred has
caused too much death and suffering in this
century; we cannot allow so massive an
onslaught to go unchallenged on the eve of the
next.
The objective of our ongoing engagement is and
remains straightforward: to create the
conditions for the refugees to return to their

homes with security and self-government. These
conditions will be met when Milosevic withdraws
his forces, allows the refugees to return
unconditionally, and permits the deployment of
an international security force to protect all
Kosovars, both ethnic Albanian and Serb. Our
military operations, and our diplomatic
initiatives, are all aimed at achieving this
end.
I firmly believe that NATO's air campaign is
not only justified, it is demanded, and it is
working. I ask for your support as we and our
NATO allies seek to counter this moral outrage.

I have noticed that collateral damage (the death of innocent ci-
vilians) in Serbia and Kosovo continues to grow, which is an indication
that targeting for our weapons has expanded beyond the destruction of
Milosovic's military capabilities. The mistaken strike against the Chi-
nese embassy is just an indication of increased aggression.
Of special concern to me is the use of cluster bombs on inhabited
areas. I urge you to cancel the order to use this literally inhuman
weapon, specifically designed to kill as many people as possible.
