The staff of Congressman Robert K. Dornan has requested from the Department of
Defense an updated report of statistics on HIV positive service members. The updated statistics
are at TAB A and the request is at TAB B. The report of statistics was originally provided on
March 22, 1995, by the Assistant Secretary of Defense for Health Affairs (TAR O.
Advice is requested as to whether there is any objection to the submission of the attached
report to Congressman Dornan. The National Security Counsel has asked to - the report.

Active Duty HIV-1 Positive Status
Provalence rates for active duty personnel are reported by age group, race, sex,
matical status, and rank for the total DUD active duty population. These rates reflect the
total number of positive tests for the entire tested force on active duty on December 15.
1995. of the 1041 members will: positive HIV-1 status, 359 were in the Army, 507 were
in the Navy, 76 in the Marine Corps, and 99 in the Air Force, The rate per thousand
column is important because it is a measurement that gan be used to compare year to year
findings without being skewed by the changing denominators. Since testing began in
1985, 9549 DoD members have tested HIV +.

as HIV positive mailitary members. The cumulative numbers. as will as the success
prevalence ease. as of December 1994, are included in the report.
It is 201 possible to provide definitive information on the mode of transmission for
each CBSC Ow databases do not capare this information and our sphiemiological
investigations, interviews. and contact tracing related to sexually transmitted diseases are
patient-confidental communications.
Surveys of self-seported behavior. whether in HIV-Infaced or non-infected
individuals are not likely to accurately reflect the mode of infection of individuals. because
of small sample size, possible stufts is the population affected over time, and of sourse.
individual locatives to mis- state disapproved or inegal behaviors.

Senators Nunn and Kennedy have requested information from the Department of Defense
on HIV-positive service members. The HTV information report is attached next under at TABs
A, B, and C. and the request for it is at TAB D. The HIV information report also contains
statistics on the number of HIV-positive service members who have dependent children. This
information can bc used to satisfy Congressman Doman's request for the same data.
Advice is requested as to whether there is any objection to the submission of the attached
report to Senators Nunn and Kennedy. The National Security Council has asked to see the
report.

HIV INFORMATION REQUEST
Request from Mr. Gordon Bendick, NSC, for Senator Kennedy.
1. Number of HIV positive personnel who will be discharged, what states do they live in,
what bases are they assigned, and number of dependents (include same demographics for
dependents)
TOTAL NUMBER OF HIV POSITIVE PERSONNEL: 1019
WHAT STATES DO THEY LIVE IN: TAB A indicates the number of HIV positive
members (active duty) and the total number of active duty service members for each
state. It also shows the percentage of the total active duty population for each state
that is HIV positive. The product identified 13 HIV positive members with
incomplete data in the system.
WHAT BASES ARE THEY ASSIGNED TO: TAB B shows the hases by state that
our HIV positive service members (active duty) are administratively assigned to.
Because some members are assigned to units in one state with duty in another state,
the numbers might be different from the total numbers by state at Tab A. The
product identified 66 members with unit of assignment unknown due to incomplete
data. Two of the unknowns are the members assigned with duty in Guam and
Puerto Rico which is reflected in the product at Tab A.
NUMBER OF DEPENDENTS: 1222
452 of the HIV positive service members are married, they have 755 children and 15
other dependents.
WHAT CITIES / STATES DO THEY LIVE IN: TAB C shows where the
dependents of HIV positive members (active duty) are living and the number at each
location. Because of incomplete data, the system identified 77 unknowns.

(1) Number of HIV + personnel who will be discharged, what states do they live in, what bases are they
assigned to, and number of dependents (include same demographics for dependents)
(2) Number of total non-deployables and reasons for non-depioyability
(3) Time between determination of non-deployable status and ultimate discharge (If the person is over
discharged) If the pesonnal is not discharged, 80 state.
(4) What diseases do other non-deployables suffer from? Numbers of each, 9.8., diabates, heart
problems,pregnanciss. am
Kennedy may be planning 1 forum that Includes DOD. For example, he may ask ADM Watkins. ADM
Boords, Barry Goldwater, an HIV sufferer, Members of Congress, etc. We'll get to you on this If It looks
like it may occur.
