Language on Section 1104 came from Justice OLC in Justice's views letter --
section 1104 in title XI (Ind employ and training...) would require the Secs of Interior, Labor, and HHS,
along wiht the tribes and organizations participation in the integration initiative, to submit a report to the
relevant House and Senate committees within one year of the bill's enactment. Among other things, this
report "shall identify programs or activities which might be integrated and make recommendations fro the
removal of any statutory or other barriers to such integration." this provision raises constitutional
concerns under the Recommendations Clause of the Constitutions. the the extent that the bill could be
read to require the President or his subordinates to make legislative recommendations
