Re: Gov's. Conference Call
Thanks for agreeing to this afternoon's conference call with the
Democratic Governors. Those confirmed as of noon today are Govs.
Roy Romer (Colo.), Howard Dean (Vt.), Mel Carnahan (Mo.), Tony
Knowles (Alaska), Mike Lowry (Wash.), and Lawton Chiles (Fla.).
We will have a complete list at call time.
The general purpose of this call is to continue an on-going
dialogue with the Dem. Govs., who want to be as helpful to us as
their Republican counterparts are apparently being to Gingrich &
Co. The specific purpose is for you to brief them on our
strategy with respect to the rescission package and the budget.
Gov. Carnahan (DGA Chair) will open up the call, and welcome you
(you might ask him about the status of the Missouri flooding,
which has been all over the news). He will turn it over to you.
You should open by thanking them for their help; remind them that
this is part of our on-going coordination, to be followed by the
June 2nd meeting here (two weeks from today) with the POTUS, and
the DGA Aspen weekend June 9-11. Then, describe where we are on
the rescission bill and the budget resolution; what our strategy
is; and what lines we are prepared to draw. Ask them how they
think the issue is playing out in the states, and enlist their
assistance in amplifying our message.
They may want to get into welfare reform and medicaid cuts.
Bruce Reed and Chris Jennings will have one pagers for you on
those subjects, and will be present for the call.
The call should go for 30 minutes. Gov. Carnahan will cut it off
if needed.
