"Bounced check fee" is not a term that is used, but banks mix and match terms such as "insufficient funds charge," "uncollected item fee," "Overdraft/Non-Sufficient Funds," "Special handling fees," "Returned Check (NSF) or Check paid into Overdraft." EGREGIOUS BANK FEE PRACTICES Banks are increasing the number and types of fees they charge. The following are illustrative examples from the survey. Read brochures carefully. Human Teller Fee First Chicago (IL) gained notoriety this spring with its announcement of a $3 human teller transaction fee. First Chicago deserves credit for broadening an existing concept. Its human teller fee is imposed in the following circumstances: The $3.00 fee applies to banking transactions including withdrawals, deposits and transfers, anytime an accountholder's balance falls below the minimum balance requirements and an alternative non-human method could have been used. (ATM, Quick Drop or Express Service box or with automated Bank-By-Phone). The minimum balance requirement for a regular checking account is violated "if the lowest account balance on any day during the month is below $250." However, the brochure also footnotes other confusing transaction limitations that make it difficult to decipher when an accountholder will be charged this $3.00 fee. In response to the bad publicity, First Chicago has recently modified the way the fee is imposed for savings account customers. Numerous other banks have ATM only accounts, with human teller fees. Among them are the following: Wells Fargo Bank offers an ATM checking account that charges a $6.00 monthly fee and stipulates, "If one or more in-branch teller transactions are made, a $5.00 additional charge will apply per monthly statement period." Wells Fargo also offers 24 hour customer service that allows the privilege of speaking to an "Express Agent" over the phone for $1.50 in excess of 3 calls a month. Fees apply even when minimum balance requirements are met. Nations Bank (TX) lists a $2.00 per inquiry fee in excess of two per month when accountholders talk with a human being at the banking center or over the phone with the customer service center. Comerica Bank (CA) lists a $5.00 fee "for teller-assisted transactions conducted at a branch when the ATM is operating." This is in addition to a $3.95 monthly fee.
