(May 4, 1995) - House Speaker Newt Gingrich (R-GA) today sent letter to President Clinton expressing his serious concern that the Administration is in a violation of the Mexican Debt Disclosure Act, which the President signed into Law on April 10. Gingrich said Congress enacted the legislation after the Administration failed to respond to a resolution of inquiry, passed on March 1, requesting documents relating to the White House policy on Mexico's economic crisis within 14 days. "Your violation of the Act's disclosure requirements means that the Administration's current expenditures on the Mexican assistance program. including the 53 billion medium-term loan that you extended to Mexico subsequent to your signing of the legislation, are a direct violation of federal law," Gingrich wrote in the letter. Gingrich said the letter he received from White House Counsel Abner Mikva, dated April 14, not only "failed to satisfy the requirements of the law, but proposed withholding documents from legitimate congressional oversight under any circumstances. The carefully drafted provisions of the law give ample protection to classified and other sensitive information," Gingrich added. "If Congress allows the President to sign a bill into law and then blatantly violate that law, it's hardly worth the paper it's written on. The President has a responsibility to the American people to uphold the law of the land and respond fully to the disclosure requirements outlined by the act."
