THE WHITE HOUSE WASHINGTON 4 October 1995 MEMORANDUM FOR THE PRESIDENT CC: LEON PANETTA DON BAER FROM: HAROLD ICKES JENNIFER O'CONNOR SUBJECT: SECRETARY JESSE BROWN REQUEST During the course of a meeting yesterday with Secretary Jesse Brown, he asked that I discuss with you the importance of adding veterans issues to your message on a regular basis, especially in the context of discussions of Republican budget cuts. He cited as an example the opportunity for you to mention, when in California, that you don't appreciate the Republicans rejecting your proposal to build a new Veterans Affairs hospital there. Or, as an alternate example, he stressed the importance of having a strong veto message should you veto the VA/HUD appropriations bill; he urges that the veto message include a discussion of veterans and the pain the bill would cause them.
