THE PRESIDENT ANNOUNCES HIS INTENT TO APPOINT WILLIAM A. BIBLE,
ROBERT WAYNE LOESCHER AND RICHARD CARL LEONE TO THE NATIONAL
GAMBLING IMPACT STUDY COMMISSION
Today the President announced his intent to appoint William A. Bible, Robert Wayne
Loescher, and Richard Carl Leone as Members of the National Gambling Impact Study
Commission.
William A. Bible, of Carson City, Nevada, is Chairman of the State Gaming Control Board
for the State of Nevada and is responsible for the direction and administration of the Board and its
staff. The Gaming Control Board ensures compliance with gaming statutes and regulations by
some 2,300 licensees throughout Nevada. Mr. Bible was appointed Chairman in 1988,
reappointed for additional four-year terms in 1993 and 1997. Prior to serving in this position, Mr.
Bible served as Director of Nevada's Administration Department. From 1983 to 1988, Mr. Bible
prepared and presented the biennial budget for all state programs and employees to the Nevada
State Legislature. Mr. Bible holds a B.A. from Stanford University and an M.B.A. from the
University of Nevada, Reno.
Robert Wayne Loescher, of Juneau, Alaska, is a Member of the Tlingit Tribe of Alaska
and is the Executive Vice President of Natural Resources Management of Sealaska Corporation,
where he has served since 1978. Mr. Loescher has executive authority over Sealaska
Corporation's Natural Resource Department. In this position, he was responsible for the
management of corporate natural resource assets which include 330,000 acres of tribal land and
600,000 acres of tribal subsurface estate. From 1972 to 1978, Mr. Loescher served as Executive
Director of the Tlingit-Haida Regional Housing Authority. Mr. Loescher also served as an
elected tribal judge, a Councilman on the Juneau City Council and an Assemblyman for the
Unified City and Borough of Juneau. Mr. Loescher holds a B.A. from Fort Lewis College.
Richard C. Leone, of New Jersey, is the President of the Twentieth Century Fund, a non-
profit public policy research institution. Mr. Leone served as Commissioner and later as
Chairman of the Port Authority of New York and New Jersey from 1988 to 1994. During the
1980s, Mr. Leone was President of the New York Merchantile Exchange and subsequently a
Managing Director of Dillon Read and Co., Inc. During the 1970s, he served as the State
Treasurer of New Jersey and was a member of the faculty at Princeton University. Mr. Leone
holds an A.B. from the University of Rochester and he received his M.P.A. and Ph.D. from
