You will address the 1,500 participants in two groups of 750 each
in an auditorium. The topic is National Service: The Way
Forward.
You will speak on:
1) What is national service;
2) What is the President's vision;
3) How is it implemented; and
4) The progress of legislation.
Phil suggests you speak on the following points:

National Service is about building and improving upon what
exists, i.e. locally based programs with control at the
grassroots level. (Note: Phil strongly urges you to
emphasize the power of these local programs.)
*
Genesis of Summer of Service and our recent history:
Rutgers speech, New Orleans speech, introduction of
legislation, hearings, successful mark-ups, floor time
scheduled for this month, bill signed into law by late
summer. (Note: Phil urges you to only give a broad picture
of the legislation.)
*
Corporation for National Service includes ACTION, VISTA and
CNCS. 25,000 participants in first year, roll out is
expected next spring.

national service. This will be very small and conversational
and you do not need any prepared remarks. The group leader
will facilitate the discussion.

I am writing to invite you and your family to a
celebration of Independence Day at the Export-Import
Bank of the United States. As you know, the 4th of
July celebration in Washington, D.C. is capped off by a
spectacular fireworks display on the Mall. The Export-
Import Bank of the United States just happens to have a
terrific view of the festivities.
I would be delighted if you and your family could
join us at Eximbank for a casual picnic and to watch
the fireworks. The fireworks are expected to begin at
9:15 p.m., but the streets downtown will be closed by
6:00 p.m., and our picnic will start at 5:30 p.m. You
are welcome to arrive any time up to 9:00 p.m.
Parking in the building will be provided and the Metro
(McPherson Square Station) is located just across the
street.
We will have to clear the guest list with the
Secret Service and need time to mail your
building/parking pass, so if you plan to attend please

Corpsmembers introduce the concept of community service

developing peer support groups, assist them in job searches,
in English conversation classes, etc.

As we discussed yesterday, I am excited that you and/or Eli Segal will hopefully be
able to join us on June 23 to open our annual Public Interest Roundtable held at the
National Association of Law Placement's national conference in Seattle.
The overview that I perceive to be of most pressing concern to the over 100 Deans
and career advisers who will be gathered at the Roundtable would be an update of President
Clinton's public service initiative and the Office of National Service. This would include
your recent legislative initiative and the Summer of Service Program. Key questions that I
anticipate the group would hope that you could address include:
Will young lawyers upon graduation, as well as law students during their
summers, be able to participate in these programs?
Will there be seed money under these programs of which we should be aware
that might operate in conjunction with law schools?
Has thought been given to programs targeting young professionals, such as
graduating law students?
How you think this pending legislation and this new "Season of Service"
movement may impact on next generation of young lawyers.
How we can best keep our students and respective law schools updated on
developments in national service.
