I.
PURPOSE
You will visit two Boys and Girls Clubs that are part of the Newark Summer
of Service program. The Broadway club will be your first stop. Ray Chambers
and Jim Mustacchia, Newark SOS program director, will accompany you.
II. BACKGROUND
About 10 SOS participants are working at the Broadway and Central Ward
Boys and Girls Clubs. Their activities include tutoring and teaching swimming
and drama. At one of the clubs they have begun to develop a library. The visit
will consist of watching the corps members in action. No "roundtable
discussions" are planned (Susan suggested that it would valuable for you to
primarily focus on observing the participants).

As impressive as these individual stories are, they are also
representative of thousands of other efforts in the face of this
disaster. Together, they reflect our new commitment to the old
values of national renewal and community change.
The pioneers of the national service movement have been
critical to relief efforts: Even before this Bill became law,
the Commission on National and Community Service made emergency
relief grants to state and local service corps efforts in the
various states effected by flooding.
Similarly, volunteers from VISTA and the Older American
Volunteer Programs are coordinating the efforts of hundreds of
temporary volunteers staffing emergency shelters and food
distribution centers, sandbagging and now helping the clean-up
efforts -- channelling the individual impulses to help out one's
neighbors that we have honored today.
Now, through this Bill, these efforts will expand. A
significant portion of our flood relief will flow through service
activities, both federally-operated programs and local
initiatives. They will represent models of the types of
community assistance national service can provide.
That is why our national service program is so important.
The Senate is scheduled to provide the program's final approval
when they return from recess in a few weeks, finally unleashing
the creative energy and talent of tens of thousands of Americans
on the full range of challenges our country confronts.
This year, the Midwest faced devastating floods; last year,
the Southeast was flattened by hurricanes. Nature's power
challenges us all at regular intervals. And when it does,
national service can help us rise to the challenge. I want to
see a Rapid Relief Response Corps, perhaps jointly sponsored by
the Red Cross, FEMA and a group of local fire departments. In
quieter times, trained young people could help with hiker rescues
in our parklands, or assist paramedics in our inner city
emergency rooms, or support volunteer fire departments. And when
a major disaster struck, they could rapidly be deployed at the
site of trouble, to coordinate the efforts of less-trained but
vitally needed volunteers.

PURPOSE
The purpose of this meeting is to discuss several offers of assistance Ray has
made regarding 1) creation of a trust for the Corporation, 2) developing a business plan.
and 3) a marketing plan.
II.
BACKGROUND
On the return trip from New Orleans, Ray had a long conversation with Susan
Stroud about several of the business aspects of the Corporation. He offered to help in a
variety of ways: 1) Ray is willing to look at any business plan produced and make
suggestions: 2) He is excited about the endowment idea and believes that doing it as an
"PRI" would "absolutely work." He also liked the idea of the national stamp and has
some other ideas. He would bring in a "blue ribbon" team of investment managers to
help us with it; 3) He also offered to help with the creation of a marketing strategy. He
has brought onto his staff a "brilliant, creative" young guy who is bored doing a Proctor
and Gamble account. He talked about being willing to lend him to us for a few months.
Generally, Ray is of the opinion that we should not try to do all of this thinking
and planning internally - that we figure out what we need and then get the best possible
people to help us out. Remember, this is the White House - we can and should get the
best. This frees us to do more of the strategic planning, etc.
