I am arranging for a visit from a delegation of South Africans for April 26-30, which I
want all of you to know about and be a part of if you are interested. They will spend the
week in Washington meeting with a variety of people about national service, including
members of Congress, the Commission staff, our office, several of the Departments, etc.
The group includes:
Hylton Appelbaum, Executive Trustee of the largest foundation in South Africa;
seriously interested in national service)
Sheila Sisulu, Director, Joint Education Project (widely regarded as South Africa's most
effective advocate for children), also representing the South African Council of Churches
and the Southern African Catholic Bishops' Conference
Shaheed Rajie, National Development Forum and ANC
Nkuluieko Sowazi, Kagiso Trust (the most important development organization)
David Everett, Deputy Director, Community Agency for Social Enquiry, University of
Witswatersrand (progressive research organization)
This is a high level delegation, strongly connected to the ANC. They are exploring
national service as a program to be instituted when the Mandela government assumes
office as a program that will 1) engage the 6 to 7 million "marginalized" youth in
"nation building" activities that need to be accomplished, and 2) serve as a vehicle for
helping people to be invested in a new future for South Africa.
I think it would be interesting for you to meet with them - USIA might have some interest
or possibility to encourage this. Is it possible to have them to tea in your office on April
29?

Background Information for South African Delegation Visit
A high level delegation that is interested in ideas for vehicles, including national service,
that would assist with the 6-7 million "marginalized" South African youth and involve
them in "nation building" activities, will be in DC from April 26-30.
The group of South Africans that is visiting to explore the possibilities for national
service includes:
Hylton Appelbaum, Executive Trustee, Liberty Life Foundation (second largest
foundation in South Africa; seriously interested in national service)
Sheila Sisulu, Director, Joint Education Project (widely regarded as South Africa's most
effective advocate for children), also representing the South African Council of Churches
and the Southern African Catholic Bishops' Conference
Shaheed Rajie, National Development Forum and ANC
Nkuluieko Sowazi, Kagiso Trust (the most important development organization)
David Everett, Deputy Director, Community Agency for Social Enquiry, University of
Witswatersrand (progressive research organization)

Here is the itinerary as it now stands. I talked with Steve
Mokwena this morning and all systems are "go" for the trip, It
will be a big help if you can arrange escorts for Wednesday and

June 21, Monday 7:30 am: Arrive JFK. Fly to Washington, DC to
arrive about 11 am.
Monday, about 11 am: Arrive in Washington and proceed by
taxi to DuPont Plaza Hotel at DuPont Circle (202-483-6000).
Confirmation numbers are 72551 and 72552. The daily charge
is $97 each from Monday to Thursday and $75 each from Friday
to Sunday.
Monday, 12:00 noon: Meet Don Eberly in hotel lounge. We
will have lunch and review your itinerary. Then we'll get
some money at the bank.

both national headquarters and a local YouthBuild project.
June 29, Tuesday, 8:20 am: Arrive at City Hall Plaza, where about
75 City Year Summer of Service young people will be doing
calisthenics. (You can take a taxi or subway from the hotel.)
Ask for Joy Grier, the staff member who is arranging your visit.
She will then take you to City Year headquarters and probably on
a site visit. (City Year address 18 11 Stillings St., Boston,
and telephone is 617-451-0699.)
June 30, Wednesday, 8:30 am: You will be picked up at the
Chandler Inn by someone from the Grafton Job Corps Center in
Grafton. The contact people are Andrea Carp at 617-565-3665 and

some residential and some non-residential.
