The mission of the Nebraska Department of Social Services is to help people
maintain and enhance their human dignity and increase their opportunity for
self-sufficiency and independence. The Department further believes that it
is important to be flexible, creative, and actively responsive to the needs
of those it serves. In an effort to provide for those low-income
vulnerable adults that do not have friends or relatives capable or willing
to serve as guardian, conservator, or payes, this project will provide
trained volunteers to serve in this capacity.
6. Identify the problem(s) described in SECTION II to which assignment relates.
The purpose of the VISTA project is to assist communities in developing
guardian, conservator or payee services to low-income vulnerable adults in
need of legal, personal. or financial representation. These persons have
no family or friends capable or willing to serve as guardian, conservator.
or payee. VISTA volunteers will develop a community-based program and
ongoing community support for the continuance of the program. In the
eight-county service area, the overall population was 470,211 in 1980 with
percent of the population in poverty ranging from 9.81Z to 17.58Z. The
percent of aged in poverty ranges from 11.9% to 24.22%. VISTA volunteers
will establish multi-agency committees to recruit and train guardian
conservator or payee volunteers. In communities where a committee has
already been formed, the VISTA will recruit and train volunteers. They
will also coordinate public relations to disseminate information about the
program. The low-income people will benefit from these services because
existing services are often accessible only to those with substantial
financial resources.

of those it serves. The VISTA project will enhance families' understanding
of the benefits of preventative health care. Early diagnosis and
intervention of medical problems will result in more effective treatment,
better prognosis end healthy children.
6. Identify the problem(s) described in SECTION II to which assignment relates.
The Medicaid population of persons under 21 years of age in the target area
is 31,694. 1990 Health Check tracking statistics for the three-district
area indicate 30,887 children are eligible for health care screenings with
13,904 participating or 45.89% usage of the program. 16,983 children have
not been served indicating u need to better promote the benefits of
obtaining and maintaining medical care and also a need to gather more
information about barriers that may exist. These children will be the
target population of this VISTA project. Our goal is to increase the
overall participation rate to 55% in the three districts, which will be
identified by medical providers on billing for services.
Traditionally. people do not seek medical care until there is a problem.
If parents and youth adults are in the habit of routine maintenance of
health care, then areas such as drug/alcohol, eating disorders, poor
emotional health, can be addressed early to prevent a large population of
ill individuals. Many of our parents are teens which increases the risks
for themselves and their children.

Child Protective Services serves families where there are identified
breakdowns within the family system, specifically where parents have
engaged in various types of maltreatment of one or more of their children.
If rehabilitation of the family is to occur, contact between children and
parents needs to take place even though children may continue to be at risk
for abuse and neglect by their parents. The site will provide for an
opportunity for families to come together AND provide an appropriate level
of supervision to assure the safety of at risk, abused and neglected
children. This will be accomplished through the utilization of volunteers
trained in crisis intervention, child development, dynamics of abuse and
neglect and accepted parenting practices.

of the 534 low-income CPS children in Lancaster County, 163 require
supervised vistations. Visitation is often limited or totally halted due
to lack of an appropriate visitation site and/or people to supervise
visits. This is especially true for low-income families when parents are
homeless or reside in housing which is below minimal standards and who lack
financial resources to take their children to places where fees are
charged.

needs of those it serves.
Respite will become a part of the continuum of care in which children are
placed in the least restrictive appropriate placement and enhance the
ability to keep children with their families when possible. The purpose of
respite care is to provide temporary (48 hours maximum) child
care/supervision relief to families with children/youth who are at risk of
abuse/neglect or out-cf-home placement. Respite care can be provided in
the home of the child or of the respite provider. The intent is that
respite care will be planned and act as a preventive service before a
crisis is reached. However, the services will also attempt to meet the
needs of a family when & crisis occurs.

There are currently 744 families (1,327 children) served by Child
Protective Services in the Lincoln/Lancaster and Northeast Districts. of
these. about 60% are low-income. Of those being served by CPS it is
estimated that 30% (223 families) would benefit from respite services.
Many low-income households are single parent, have no extended family.
and/or have no nearby support system to assist them with their children.
When families with lack of support systems and financial resources are
experiencing stress their children are at risk of abuse/neglect. Respite
care provides & break for the parents and a safe place for the children.
The communities lack adequate respite care resources. Although there is
funding for families with disabled children there are no funds to pay for
respite care for low income families whose children are not disabled. Nor
do programs exist which recruit providers for respite care for this
population.
