Subject: Student Literacy Corps
I spoke with Dick Scarfo who is the Acting Deputy Assistant
Secretary for Higher Education Programs at the DOE. He gave me
bits of information over the phone and will send more information
tomorrow about the Student Literacy Corps.
$$$: The literacy corps was appropriated $4.9 million for
FY '93. There is a new resolution to reduce the funding to
$1 million for '93 because of a shortage of applications.
Only $1 million is appropriated for FY '94.
Changes: 1) In '93 the education department added the
mentoring corps. 2) The grants are now available for four
years instead of just two, still at $25,000 per year.
Evaluation: There is an evaluation underway which will be
completed this fall.
Awards: The applications have been read for FY '93 and will
be announced in 30 days. The number of awards will depend on
the final decision made concerning the resolution to lower
the appropriation from $4.9 million to $1 million.

May 24 of the upcoming competition for funds under the Student
Literacy Corps and Student Mentoring Corps Program. The original
notice published in the Federal Register dated March 16, 1993,
stated that the project period could be up to 48 months.
However, the instructions in the application stated that an
applicant could request funds under this competition for a
maximum of 24 months only. A project period of up to 48 months
is correct.
This supplementary packet contains the replacement pages to be
substituted for the current pages in the original application

DESCRIPTION OF PROGRAMS
STUDENT LITERACY CORPS AND STUDENT MENTORING CORPS PROGRAM
GENERAL INFORMATION
The Secretary of Education will make four-year renewable grants
to eligible institutions of higher education (IHE) to support
Student Literacy Corps and Student Mentoring Corps projects at
public community agency facilities.
No grant to any one institution of higher education may exceed
$100,000 in each fiscal year and no institution of higher
education may expend more than $35,000 in the first year in which
the institution receives such a grant. The federal share of
carrying out a Student Literacy Corps or Student Mentoring Corps
program shall not be more than 100 percent for an initial grant
to an institution of higher education and not be more than 75
percent for a renewed grant. Grants are renewable upon
application in accordance with Section 1144. The non-federal
share of carrying out a Student Literacy Corps or Student
Mentoring Corps project may be paid from any non-federal sources.
SPECIFIC INFORMATION
STUDENT LITERACY CORPS
NOTE: Institutions of higher education currently and previously
funded under the old Student Literacy Corps Program are eligible
to apply for additional funding. See "Questions and Answers"
section in booklet for further details.
To be eligible to receive a grant, an THE must demonstrate that
it has previously engaged in community service activities
including the conduct of a cooperative education program. For
the purposes of this program Cooperative Education means the
provision of alternating or parallel periods of acadmic study and
public or private employment in order to give students work
experiences related to their academic or occupational objectives
and an opportunity to earn the funds necessary for continuing and
completing their education.

QUESTIONS AND ANSWERS
STUDENT LITERACY CORPS AND STUDENT MENTORING CORPS PROGRAM
Q: I am currently funded under the "old" Title I, Part D,
Student Literacy Corps Program, am I eligible to apply for
the "new" Student Literacy Corps and Student Mentoring Corps
Program?
A: Yes! If you are currently or previously funded under the
Title I, Part D, Student Literacy Corps (SLC) Program you
are eligible to apply for a four-year renewable grant not to
exceed $100,000. The federal grant may not exceed 75
percent of the cost of carrying out the second four-year SLC
grant project.
Yes! A currently or previously funded SLC grantee is
eligible to apply for a Student Mentoring Corps (SMC)
Program grant. All applicants to the SMC program are
eligible to apply for a four-year renewable grant not to
exceed $100,000. The federal grant may not exceed 75
percent of the cost of carrying out the second four-year SMC
grant project.
Q: May an applicant apply to both programs?
A: Yes! However, if an applicant submits two (2) successful
proposals and both are recommended for funding, an applicant
may only accept one (1) grant in a given fiscal year.

May an applicant alternate between programs, that is, may an
applicant conduct a SLC program for four years and then
conduct a SMC program for four years?
A: Yes! Remember, the second four-year grant requires cost
sharing.

The first year of my ongoing two-year SLC grant project
(which expires in fiscal year 1994) will end in fiscal year
1993. May I request a four-year grant in the upcoming (FY
1993) competition? If yes, what am I eligible to receive?
A:
Yes! You are eligible for a four-year grant not to exceed
$100,000 (not to exceed $35,000 in the first year). Grants
for the same project activities may not overlap.

What may applicants use the money for in addition to
personnel, travel, and supplies?
A:
Applicants may purchase equipment, i.e., computers,
typewriters, video equipment, etc., provided proper
justification is provided (see "Part III - Budget
Instructions"). They may purchase software, books, and
commercial literacy tutoring and mentoring materials.

However, they should list the names of such materials and
their unit costs in their budget narrative. Three to six
thousand dollars in materials requests, with no detail, will
not persuade panelists that they know what is required to do
the job.
Other typical budget requests: tutor/mentor travel, pay for
coordinators and or project directors, student coordinators,
secretarial support, supplies, travel to one national
conference for one or two staff person(s), and an indirect
cost limited to 8% of the total direct costs. Applicants may
waive the indirect cost if they wish.
Q: Is there a required cost-share (non-federal funding)?
A: Yes! The federal share to carry out a four-year SLC or SMC
project in the first grant is 100 percent. The required
cost-share in the first grant is zero. The federal share
for the second four-year grant is not to exceed 75 percent,
which would require the grantee to provide a 25 percent
cost-share. The required cost-share of a SLC or SMC grant
is calculated accordingly:

Q: Does the tutoring and mentoring have to take place off
campus?
A: Yes. Tutoring and mentoring services must take place at the
community agency. There are a few exceptions, occasionally
safety is one of them, but on the whole the overwhelming
majority of the tutoring and mentoring should take place in
the community agency.
