Dear Mr. Segal:
I am a member of the American Federation of Teachers, Local 212,
employed as an accounting instructor at Milwaukee Area Technical
College (MATC). I write on behalf of myself and my colleagues to
request information on possible pilot programs for the National
Service Plan.
MATC, I believe, is an excellent site for a pilot plan for a
number of reasons. We are a large, urban institution with four
campuses and a number of regional centers enrolling 66,445
students in our four-county district with a population of
1,432,149. Many in our student body are underemployed,
unemployed, or financially needy and could realize immediate
benefits from a program offering educational benefits in return
for service. Our metropolitan, midwestern location would also
assure a high level of visibility for a pilot program.
But perhaps the strongest argument for locating a pilot program
at an institution like MATC is that we have longstanding
traditions of providing the local economy with skilled workers
and of offering various services to our community. We have in
place programs for skilled workers in such fields as accounting,
automative technology, dental hygiene, nursing, physical therapy,
child care, and construction trades. Such training could be used
for a Volunteer Service Plan in ways such as:
revitalizing decaying inner city housing
maintaining and providing transportation for unemployed or
underemployed inner city residents to new jobs in the
western suburbs of Milwaukee
providing transportation and other assisted living services
to the elderly that would allow greater numbers of senior
citizens to live independently and reduce health care costs
coordinating a large scale basic skills tutoring program in
the schools for younger children and on-site at MATC for
high school students.

The college already has a number of service projects that would
fit naturally into a National Service Plan. Our Business
Division, for example, provides practical experience for its
students and service to the community with its Volunteer Income
Tax Assistance (VITA) program and with a Business Outreach
Program offering training to businesses.
In these and many other ways, I believe that MATC provides a
significant opportunity for experimentation with a service
program.
