I am\npleased to note that your views coincide with those of all\nof the active and retired military personnel with whom I\nhave discussed the matter. I shall make your views known to\nthese individuals.\nOn another matter, that of National Service, let me say that\nI support the idea. However, it should not be a volunteer\nactivity, but an obligation imposed on ALL youth at age 18.\nThe President's plan is flawed in that it asks only for\nvolunteers -- people looking for college tuition assistance.\nIt will have little attraction for those people who can\nalready afford college tuition, or who will get academic or\nathletic scholarships. The \"volunteers\" will be primarily\nthose who are \"volunteered\" by virtue of their economic\ncondition. Furthermore, consider the impact which such a\nprogram will have on military recruitment.\nAt this time we ask an individual to serve three or four\nyears, during which time he agrees to place his life on the\nline, in return for an opportunity to make financial\ncontributions toward a post-service college program. The\nPresident's plan asks for one year of service, with no\nfinancial contribution, in positions no more dangerous than\nwhat the person faces in a National Park or inner-city\nhealth clinic.\nLet me suggest an alternative. Reward those who volunteer\nfor the more arduous and dangerous service -- military life.\nLet those who serve at home do so for the privilege of\nliving in this great land, and compensate them with a\nbeautiful Certificate of Appreciation at the conclusion of\ntheir service. I served as a paratrooper for 31 years in\nthree wars. I have retired from the Army but still serve as\na volunteer with the American Red Cross. No one had to offer\nme anything to get me to volunteer for either the Army or\nthe Red Cross. I am happy to have been able to serve, and I\nbelieve that all Americans should enjoy the same opportunity\nand experience.\nThanks for your attention.
