SUBJECT:
Our plan is based on our past experience as well as partnership with our State
Commission Together, we will efficiently and effectively market this
program and recruit twenty volunteers. All items listed below have been
initiated. However, as soon as our budget is confirmed, we will hire a project
director and follow-up on each of these In meantime, names and addresses
are being collected and entered into a database at our main office.
Please see the next page for the State Commission's plan, which we are
intimately involved in.
Vermont Public Lands and Environment Recruitment Plan:
1. Use existing 800# donated by Long Distance North. This number is
available to all Vermonters and is on all Youth Corps materials. It was
donated specifically for recruitment purposes.
2. Weekly press releases through a variety of state, local and internal
newsletters and papers.
3. Announcement and invitation to apply sent to all 800 Youth Corps
Alumni.
4. Coordinate closely with Vermont State Commission and other
AmeriCorps programs, such as the Anti-Hunger program, also run by the
USDA.
5. Press release to all Vermont universities as well as other Youth contacts.
6. Use of national pool of applicants and 800#.
7. All interested persons are entered into our database. In addition, these
names will be shared with the Vermont commission.

After our conversation, I reviewed the Vermont list in greater depth. All but one
of their Members are either college graduates, professional school graduates, or
currently in college (mostly in elite private schools). Only one Member is in a
community college. The one Member who apparently did not attend college at all is
a former Vermont Youth Conservation Corps crew Member. It doesn't seem like they
put a whole lot of effort into recruiting high school drop-outs, high school graduates,
community college students, or technical school graduates.
You may want to refer Vermont to the statement on page 36 of the manual:
"All projects should seek people with a diverse mix of educational levels, ranging form
high school drop-outs to technical school and college graduates."
You may also want to refer them to the statement, "For instance a program in
Vermont should have a diverse mix of Anglo-Americans and Americans of French
descent." Very few of the names on the list they provided seem to be French-
American.
While I agree we can't and shouldn't "unhire" the Members, I do believe there
should be some sort of sanction against our staff or sub-contractors who seem to
blatantly violate the vision of AmeriCorps. I would like to discuss with you further
what we can do about this problem. Perhaps you could stress the following to
Vermont:
1) We are highly disappointed with their lack of educational diversity.
2) If vacancies occur, great effort should be put into obtaining Members with diverse
educational levels for those slots.
3) If the program does not present a concrete plan for obtaining educational diversity
next year, their renewal may be jeopardized.
4) Their Members still need to spend the bulk of their year in team-based, direct
service on forest land, not serving as quasi- Rural Development Team Members and
not serving as interns or staff in Forest service offices.

Here Le what you have been waiting for!! This is a document synopsis
of experience/edudation levels for each member. You will be amazed at
the knowledge of our crew!! The Youth Corps and GMNF will be working
on a plan to seperate crews, so that we can utilize their skills on

of the 1994 Vermont Governor's award for Youth Employment and Training

All AmeriCorps members have recently been certified in Wilderness First Aid and
Team Building excercises.
Please note that this is just a brief synopsis of the experience level for our
AmeriCorps crew members and that their interest areas are not indicative of
their only job desires. They would like to work most any project and do not
have a total understanding, at this time, of all the different kinds of work we
do on the forest. If you have a project that you need help with or would like
to set them up on consider it NOW! The Youth Corps and GMNF are putting
together a plan to separate the crews for a portion of time each month so they
can broaden theiy experience levels and also help us with our work load. These
folks are bursting at the seams to work on individual projects! We still plan
on having them work as crews on other forest projects, this will just be a perk
for them and ourselves.

The Vermont Youth Conservation Corps (VYCC), and the Green Mountain National
Forest have be working hard! Keith Hughes is the full time AmeriCorps director
working for VYCC.
Recruitment is occurring through VYCC alumni (300 people), NASCC mass mailing,
Vermont State Commissions (300-400 people), info from Katherine Gibney, news
releases to Burlington, Bennington, Rutland and Battleboro Vermont papers. Also
info sent to Boston Mass. papers.
We are working on recruitment of 2 full time crew leader positions. First round
interviews will start 10/17/94 with 2nd round into the first part of Nov. The
two crew leader positions to be filled by Nov. 14, 1994. Recruitment news
releases (for members and crew leaders) have gone out for 3 weeks with
anticipated interest for the leader positions to be 2 to 4 dozen highly
qualified people. Member interviews, first round to start 12/5-9 and second
round 12/12-16, 1994.
Special news releases going out for information leading to a quality camp site.
Anti-Hunger Vt. using this approach with great success.
Working on getting any surplus items that will support our team. Also working
on internal meetings, getting details to crew work projects.

The White Mountain National Forest, in partnership with the New Hampshire
Conservation Corps (NHCC), has been recruiting for its 32-member Americorps to
begin in January 1995.
We have sent out about 150 applications to date with requests still coming in.
We are recruiting throughout New England and to names received from the
Americorps national pool. We have also outreached to Boston-area schools
through our Project Learning Tree connections, and to Native American
organizations in New Hampshire and Maine. Over the next few weeks we will
concentrate our efforts on local communities adjacent to the forest.
On October 27 and 28 we will be assisting NHCC with interviews for the Camp
Director position and hope to have someone on board as soon as possible.
There has been a lot of interest by highly qualified people for the camp
director and crew supervisor positions.
Over the next few weeks we will also be detailing projects and making
logistical arrangements for the residential camp with the Maine National Guard,
who currently operate the facility under a special use permit.
