Under provisions that are unique to that Act, federal agencies are
empowered to compete against each other in a competitive grant process to
obtain funds from CNCS. The White House announced today that, as a result of
the first year of this process, CNCS had awarded USDA 1,200 AmeriCorps slots
and $2.6 million in operating funds. Funds for the Department's program will
also be provided from existing USDA programs and from non-profit organizations
that serve as partners at individual sites.
The USDA AmeriCorps projects reflect a new emphasis on cooperation among
USDA agencies. USDA's Agricultural Research Service, Agricultural
Stabilization and Conservation Service, Farmers Home Administration, Food and
Nutrition Service, Forest Service, Rural Development Administration, Rural
Electrification Administration, and Soil Conservation Service will play
significant roles in managing this program.
The Anti-Hunger projects will be at five sites--two rural and three
urban--with high levels of hunger and poverty. The projects will work to
reduce the number of citizens suffering from hunger and improve the
nutritional content of family diets. This program has been designed, and is
to run, as a unique partnership between USDA, youth service corps and local
anti-hunger groups.
The environmental projects will occur at 32 rural and urban sites in 21
states. The goals of the projects are to help solve local environmental
problems, protect local watersheds, repair and upgrade community facilities,
promote sustainable agriculture, conduct environmental education seminars, and
preserve and restore national forests.
The rural development projects will engage generally older participants,
who are college graduates and professional school graduates, in work in 10
pilot regions throughout America. Participants are to help communities protect
watersheds, improve housing, promote economic development, boost sustainable
agriculture, and aid the Clinton Administration's Empowerment Zone and
Enterprise Community initiative. Special disaster-relief projects will also be
run in the eight Midwest states most impacted by last summer's record
flooding.

nutrition education, food program outreach, earthquake relief, and
community garden expansion. AmeriCorps Members will hold promotional
campaigns throughout Los Angeles public schools to increase School
Breakfast and Summer Food Service Program participation by 10%. The
project will also establish three farmers markets to provide healthy
and inexpensive food to low-income residents on a regular basis.

increase the availability of School Breakfast Program sites by 5%
statewide, and increase participation in the Women, Infants, and

Description of AmeriCorps program:
The Public Lands and Environment Team is one of the three AmeriCorps
programs that the United States Department of Agriculture will start
at pilot sites across the country in September of 1994; the other two
programs are an Anti-Hunger Team and a Rural Development Team. The
Public Lands and Environment Team will run pilot projects at 32 rural
and urban sites in 21 states. The Team will engage a socio-economic
mix of AmeriCorps Members in helping solve local environmental
problems, repairing and upgrading community facilities, promoting
sustainable farming, conducting environmental education seminars, and
preserving and restoring national forests.
Description of Project Work:
AmeriCorps Members will engage in a wide variety of flood relief
work. They will inspect river systems by canoe and stream walks to
prepare damage assessment plans on 25 miles of streams. They will
also restore wetlands in 84 damaged areas to their original
condition, benefiting 420 landowners. Additionally, they will
restore flood control facilities according to the already established
plans in 49 counties.

The Public Lands and Environment Team is one of the three AmeriCorps
programs that the United States Department of Agriculture will start
at pilot sites across the country in September of 1994; the other two
programs are an Anti-Hunger Team and a Rural Development Team. The
Public Lands and Environment Team will run pilot projects at 32 rural
and urban sites in 21 states. The Team will engage a socio-economic
mix of AmeriCorps Members in helping solve local environmental
problems, repairing and upgrading community facilities, promoting
sustainable farming, conducting environmental education seminars, and
preserving and restoring national forests.
Description of Project Work:
AmeriCorps Members will engage in a wide variety of flood relief
work. They will inspect river systems by canoe and stream walks to
prepare damage assessment plans on 25 miles of streams. They will
also restore wetlands in 84 damaged areas to their original
condition, benefiting 420 landowners. Additionally, they will
restore flood control facilities according to the already established
plans in 49 counties.

Description of Project Work:
This project will renovate windbreaks originally planted by the
Roosevelt-era Civilian Conservation Corps (CCC). AmeriCorps Members
will renovate on 40 miles of existing windbreaks in a 22-county area.
They will aim to plant 12,000 trees and shrubs and renovate existing
windbreaks by widening, partial replanting, and removing/replacing
selected trees and shrubs. The program will control wind erosion,
lengthen the beneficial life span of the windbreaks, add biodiversity
and aesthetics, and reduce energy needs. AmeriCorps Members will
also carry out an educational program to inform land users of the
benefits of windbreak renovation.

schools by helping schools construct outdoor sites and with hands-on
educational activities for students. Additionally, they will
renovate 2,000 square feet of the United States Arboretum by removing
weedy plants, pruning, replanting, sowing grass seed, and mulching.

AmeriCorps Members will enhance the habitat of the Red-Cockaded
Woodpecker in 80% of 91 colonies at sites selected by the forest
wildlife biologist. They will also reroute and retread the
Bienville Scenic Pine Trail, on a 1.8 mile section, meeting regional
trails standards for hikers and handicapped forest visitors,
including proper directional and informative signs. Additionally,
they will recondition 23 miles of the Shockaloe Trail.

visitor contacts and evening interpretative presentations at least
twice weekly, utilizing a nationally approved interpretative program,
while providing at least 480 staff days in the campgrounds.

AmeriCorps Members will revitalize neighborhoods by identifying and
eliminating environmental hazards and by creating and maintaining
recreation areas and green spaces. AmeriCorps Members will clean up
25 vacant lots and renovate 10 greenspace parcels. They will also
test soils at 300 vacant parcels to determine levels of lead and
other public health hazards in soils, to test water quality, and to
trace nonpoint source water pollutants through 50 storm drain
systems. Additionally, they will translate materials about this
project into Spanish, Vietnamese or various Creoles for non-English
speaking citizens.

watersheds complete an inventory and prioritized their water quality
problems by the end of the first project year.

residential neighborhoods. They will also clean up and beautify 5-10
acres at State Community College and renovate the greenhouse at East
St. Louis Service High School through the service recipients' urban
clean-up (environmental renewal) activities. Additionally, they will
restore 5-10 athletic fields, several floral gardens, a lagoon and
a stream channel selected by the East St. Louis City Park District.

Description of AmeriCorps program:
The Public Lands and Environment Team is one of the three AmeriCorps
programs that the United States Department of Agriculture will start
at pilot sites across the country in September of 1994; the other two
programs are an Anti-Hunger Team and a Rural Development Team. The
Public Lands and Environment Team will run pilot projects at 32 rural
and urban sites in 21 states. The Team will engage a socio-economic
mix of AmeriCorps Members in helping solve local environmental
problems, repairing and upgrading community facilities, promoting
sustainable farming, conducting environmental education seminars, and
preserving and restoring national forests.
Description of Project Work:
AmeriCorps Members will build upon the USDA Summer of Safety program
by recruiting 500 volunteers to help create sites that combine urban
agriculture and public safety at two additional public housing
developments and at two empty lots.
They will also provide
environmental and urban agriculture education to 1,000 students in
Chicago public schools. Additionally, they will provide 11,000
hours of tree planting, water quality monitoring, and urban greening
service under the direction of the Urban Resources Partnership.

The Public Lands and Environment Team is one of the three AmeriCorps

Description of Project Work:
AmeriCorps Members will engage in a wide variety of flood relief
work. They will inspect river systems by canoe and stream walks to
prepare damage assessment plans on 25 miles of streams. They will
also restore wetlands in 84 damaged areas to their original
condition, benefiting 420 landowners. Additionally, they will
restore flood control facilities according to the already established
plans in 49 counties.

AmeriCorps Members will replace 10 trail bridges at 10 specific
stream crossings on the Rogue River National Forest. They will also
maintain 100 miles of hiking trails at high elevation sites
determined to be priority maintenance locations, meeting regional
hiking trail standards. Additionally, they will enhance spotted owl
ecosystems at 10 locations in the forest.

AmeriCorps Members will restore and enhance the aquatic habitat,
riparian zone, and neighboring uplands of the Whitaker Pond Area to
former natural conditions. AmeriCorps Members will also remove pest
plants and solid waste, plant over six acres with native vegetation,
and enhance two urban ponds totaling over 16 acres for warm water
fishery establishment. Additionally, participants will enhance two 16
acre urban ponds and wetlands and one mile of the adjacent Columbia
Slough to provide a habitat for warm water fishery development and an
outdoor laboratory for environmental education.

AmeriCorps Members will inventory, monitor, and rehabilitate five
impaired streams in the Atlanta metropolitan area to reduce erosion
and improve water quality. They will place new native plants along
the full length of the streams, thereby improving the aesthetic
qualities of the streams and decreasing maintenance on storm drains,
bridges, and abutments.

AmeriCorps Members will work to reduce shoreline erosion by 25% along
one mile of the Texas gulf coast by establishing wave barriers
intended to protect this unique and fragile ecosystem. The goal is to
create more permanent vegetation and an increase in the fin fish
population of the area.

AmeriCorps Members will enhance campgrounds, picnic areas and other
developed recreation sites at 12 specific sites in the Green Mountain
National Forest. They will also replace 50 campfire rings and
construct 25 picnic tables to meet current standards for
accessibility and resource protection at recreational sites.
Additionally, they will enhance wildlife habitat throughout the
forest, making wildlife habitat improvements on 300 acres of forest
land, monitoring 30 wildlife plots, and participating in collecting
and identification of small mammals.

on campgrounds, picnic areas and other developed recreation
facilities on fifteen sites in the Olympic National Forest.
Additionally, participants will construct 10 "front country" (non-
wilderness) horse camps.

to running water by facilitating community applications for USDA

improvement Best Management Practices (BMP) ; will establish riparian
corridor buffer strips. AmeriCorps Members in Michigan will provide
FARM"A"SYST evaluations to local landowners to help identify and
eliminate risks to drinking water supplies.

producing environmental educational materials for teachers; and
developing arboretums for on-site assistance to teachers with

Description of Project Work:
AmeriCorps Members will develop an ecosystem -- "whole watershed" --
approach to managing forest and watersheds in small, private
ownerships while protecting watersheds and individual species. They
will supervise tree planting and erosion control projects completed
meeting compliance with plans and specifications. They will repair
burned watersheds and protect them from further damage from wildfire
and erosion. AmeriCorps Members will also clean debris, install
protective measures, and prepare designs.

counties in southwest Mississippi; assisting elderly and limited
resource farmers with routine animal husbandry practices; writing and
producing environmental educational materials for teachers; and
developing arboretums for on-site assistance to teachers with
environmental education.

Description of AmeriCorps program:
The Rural Development Team is one of the three AmeriCorps programs
that the United States Department of Agriculture will start at pilot
sites across the country in September of 1994; the other two programs
are an Anti-Hunger Team and a Public Lands and Environment Team. The
Rural Development Team will place a socio-economic mix of college
graduates and professional school graduates in 11 pilot regions in
rural areas throughout America. AmeriCorps Members will help
communities protect watersheds, improve housing, promote economic
development, boost sustainable agriculture, respond to disasters, and
aid the Clinton Administration's Empowerment Zone initiative.
Description of Project Work:
AmeriCorps Members will work on a wide variety of economic
development and environmental protection projects. Some examples
include: determining the actual potential to create collaborative
regional tourism based economic and community development in
Claiborne, Grainger, Hancock, Hawkins and Union Counties, Tennessee;
contacting all 800-plus landowners in the Bent Creek Watershed of
Tennessee to explain how to participate in the variety of programs
aimed at helping conserve natural resources; converting abandoned
railroad line in Southern Virginia to a recreational trail for use by
thousands of local citizens; and providing in-field technical
assistance to help West Virginia farmers protect water quality.

Description of Project Work:
AmeriCorps Members will work on a wide variety of flood relief,
economic development, and environmental protection projects. Some
examples include: determining and delineating 200 wetlands and
incorporating this information into the flood-relief planning
process; directly explaining the impact of the wetlands delineation
to a minimum of 200 affected landowners; creating 420 wetlands plans
to restore farmable areas back to original wetlands conditions; and
planning and implementing the improvement of 420 animal waste systems
in order to reduce groundwater pollution.
