Difficulties Faced the Also by Program: see attached member Report iTem 32 From each member Noted Problems: 1. This program was developed by T. Allan Comp of the Southwest Pennsylvania Heritage Commission in conjunction with Penns Corner RC&D, and Fay-Penn Economic Development Council. The original objectives were developed and accepted prior to RECD involvement in the program. The objectives have been changed since the original objectives were listed. RECD in Pennsylvania is not being kept informed by either RECD National or the AmeriCorps Supervisor. This makes this very difficult to "supervise" the operations of this project. 2. Many of the objectives are not easily measured. Examples: Objectives 4, 5, 6, 8, 10, 12, 13, 14, 15, 16. Some of the project's work will not result in an immediate measured result as the objective is written. Obj 4 - number of taverns nominated for listing on the National Register of Historical Places do not immediately result in historic preservation or enhancements that may be finished within the remaining term of the project. Therefore the success measurement-Percentage of inventories later used for enhancing or preserving the site. When is later? How can this be measured if it falls after the project period ends? Doe all this good effort go uncounted? Shouldn't the measurement be "the number of owners that have made a commitment to enhance their taverns to preserve the historical value of the property"? Obj 5 - same as number four. Obj 6 - Shouldn't this measurement read "completion of building rehabilitation plans and commitment to develop the Auto-Era National Road visitor center"? Obj 8 - Shouldn't this measurement read "the number of people of the target number that have received the low-interest loans for National Road"? Obj 10 - Shouldn't this measurement read "the number of people of the target number that have received a loan commitment for their home repair"? Obj 12 - I can not find this success measurement standard and it does not give a very good method of measurement. Obj 13 - Shouldn't this measurement read "the number of tons of junk removed, and the number of trees planted"? Obj 14 - Shouldn't this measurement read "the number of volunteers involved"? Obj 15 - Shouldn't this measurement read "the number of miles of trail researched"? Obj 16 - Shouldn't this measurement read "the number of people that have joined the association"? 3. I understand that the success measurements listed in the PGM code list describe long term success measures, but these can not be accomplished unless the short term success measures are completed. The long term success measurement will occur, in most cases, after the end of the project in Pennsylvania. 4. The communication method of this program is by fax machine. We do not receive all of the faxes that are sent. If the fax is longer than one page, we do not receive the other pages. We do not know who is on the distribution list of the faxes that have been sent. This has created additional duplications and telecommunication costs. 5. Unique Successes or Great Stories: Briefly describe a unique and/or exceptional success, program highlight, or a 'great story' about your project or partnerships you formed with other people and/or organizations. I have been working closely with the Frazier School District and I am organizing a clean-up that will be held on Saturday, April 20, 1996. The clean-up will be held at the George Washington Grist Mill and pand the future site of the Youghiogheny River Trail. The goal of the clean-up is not only to remove debris from both of these sites, but to encourage students to take pride in their community and their environment. The students will be cleaning up areas that are in the school district. An assembly will be held for the student two weeks before the clean-up to show them what the sites look like. PA Cleanways and the Regional Trail Corporation are also working closely with me on this project. We hope to secure 90 people to sign-up for the clean-up, and to create a public relations campaign around the clean-up. SECTION IV - CHALLENGES 32. Use this section to report on any problems you may have encountered in your program this period. These can be about obstacles to achieving your objectives, significant causes of delay, administrative problems, or any other expectations, events or incidents that have caused you concern. Unfortunately, after spending weeks organizing the educational summit, I decided to postpone the summit until next school year. Many obstacles prevented the summit from occurring in March. Over the past winter, all the schools in Fayette County had to cancel school many times because of flooding and heavy snow. Therefore, schools had no days to spare to release teachers for a day for the summit and many of the schools could not pay the substitutes that would be required. Unique Successes or Great Stories: Briefly describe an unique and/or exceptional success, program highlight, or a 'great story' about your project or partnerships you formed with other people and/or organizations. I was pleasantly surprised with the enthusiastic response of the Fayette County Area Vocational- Technical School. The teachers are eager to begin the project and we are working together to get the necessary materials to get started. Another pleasant surprise to come out of this project is the Mayor of Uniontown's desire to help out with the project. The Mayor has been very supportive and has offered to provide the necessary transportation for the vo-tech students. Additionally, the Mayor is supportive of our "Community Volunteer Day" scheduled for May 11, and he has promised to help provide publicity for that event. SECTION IV - CHALLENGES 32. Use this section to report on any problems you may have encountered in your program this period. These can be about obstacles to achieving your objectives, significant causes of delay, administrative problems, or any other expectations, events or incidents that have caused you concern. The greatest challenge I have found is obtaining all the necessary funds and/or materials to successfully complete all of these projects. I was surprised at the lack of businesses willing to donate anything, on the other hand those businesses that are willing to donate have been most generous. On a personal note, I have felt challenged by the enormity of the tasks set before me. During this second period of my work here I feel that I have learned a lot about tackling large problems by taking small steps, one at a time. This has made AmeriCorps has been a very positive learning experience for me thus far. Name Amy Myers 9 SECTION IV - SUCCESS STORIES 31. Unique Successes or Great Stories: Briefly describe an unique and/or exceptional success, program highlight, or a 'great story' about your project or partnerships you formed with other people and/or organizations. I have had the ability as the team coordinator to assist with overyone's projects. This has proved to be very interesting and rewarding to provide assistance to everyone's work and to learn about the various projects. By coordinating the team, I see what everyone is doing and can recognize ways in which the team can combine or sometimes discontinue efforts. The partnerships I have formed between team members and local community groups has proven to be successful. Similarly, my acting as a liaison between the Pittsburgh to Washington DC trail group and the Pennsylvania Chapter of Rails-to-Trails has enable the two groups to resolve their differences and conflicts that stemmed from a lack of communication - because the two are separated by many miles. They did not recognize the differences and similarities in their priorities until I was able to act as the liaison. I am much appreciated by both. SECTION IV - CHALLENGES 32. These can be about obstacles to achieving your objectives, significant causes of delay, administrative problems, or any other expectations, events or incidents that have caused you concern. It has been a challenge to concentrate my time on my specific objectives when there are many other projects going on where I have interest and the ability to assist. Because there is much that can be done to improve Fayette County during our term here, it difficult to prioritize actions and to make a real impression of the AmeriCorps team. We have are very spread-out in goals and organizational levels and many project outcomes have not yet been visible. The team is anxious to see the projects come to fruition and for the community members to benefit from our efforts. Unique Successes or Great Stories: Briefly describe an unique and/or exceptional success, program highlight, or a 'great story' about your project or partnerships you formed with other people and/or organizations. When the AmeriCorps team first arrived in Fayette County with the mission to promote appropriate tourism-related heritage development along the National Road and Youghiogheny River corridors, we toured both to obtain initial impressions and potential courses of action. One of the most glaring needs I identified was some form of financial assistance for private property owners to rehabilitate their homes and businesses. Without a significant investment of this sort, the economically-induced neglect of the past several years would prevent the region from becoming a viable tourism destination. To address this issue, I began to work toward developing a partnership with private financial institutions to provide low-interest loans to private property owners (see objective #8). A meeting in late January with the vice president of Fayette Bank yielded the first $100,000 commitment toward this initiative. Subsequently I have obtained a second $100,000 from Integra Bank. With these contributions, negotiations with other institutions have become much easier and my goal of $400,000 for this program seems realistic. Additionally, the western regional office of the Pennsylvania Department of Community Affairs has taken an interest in the developing program and may contribute additional moneys to further lower or eliminate interest payments on the loans. The money from this program should start reaching directly into the community by the end of the summer. SECTION IV - CHALLENGES 32. These can be about obstacles to achieving your objectives, significant causes of delay, administrative problems, or any other expectations, events or incidents that have caused you concern. The only major challenges I have experienced have been administrative in nature. In part due to the fact that this is a new site, we have had significant problems with establishing our health insurance, filling out appropriate enrollment and reporting forms, as well as establishing and quantifying objectives in the proper format. Improving communication among the various national, state, and team representatives will help this as will time and experience. Additionally, these problems will hopefully be resolved in Jackson. Name Adam Baacke 14 Purpose The National Road Heritage Park project was established to foster economic and community development through the promotion of heritage tourism in the National Road corridor. The purpose of the National Road LILP is to encourage the rehabilitation of historic properties and enhancement of commercial activity in the National Road Heritage Park Corridor, thereby increasing the desirability and viability of the National Road as a tourist destination. Eligible Properties Existing commercial and historic residential properties in the National Road corridor are eligible to apply for this program. For purposes of this program, the National Road corridor is defined as one-quarter mile from the center line of the National Road in both directions (one-half mile total). The present U.S. Route 40 follows the National Road through Somerset, Fayette, and Washington Counties with some exceptions, in bypassed areas, the old National Road defines the corridor. Additionally, historic properties within five miles of the National Road which are listed on or eligible for the National Register of Historic Places individually or as contributing resources in a district are eligible for this program. Eligible Activities Residential: 1. Exterior and site rehabilitation in compliance with the Secretary of the Interior's Standards for Rehabilitation of Historic Resources.* 2. Correction of code deficiencies. Commercial: 1. Exterior and site rehabilitation in compliance with the Secretary of the Interior's Standards for Rehabilitation of Historic Resources.* 2. Funding would be provided in the form of a loan, secured by a mortgage, at an interest rate of two percent (2%) below the National Prime Interest Rate (with a minimum rate of 5%). The applicant would be required to provide 20% of the project costs. Other loan terms and guidelines would be determined by the individual lending institution according to established procedures. Procedure Application would be made to the National Road Heritage Park. Completed applications would be reviewed by a committee of qualified professionals, established by the National Road Heritage Park board. This review committee would establish the projects eligibility in accordance with program guidelines, the Secretary of the Interior's Standards, and local code and ordinances. The committee would pay particular attention to the eligibility criteria designated with a *** above. Financial eligibility would not be determined by this committee. Following notification of approval by the National Road, the applicant would choose one of the participating lending institutions. All application materials would then be forwarded to the selected bank for determination of financial eligibility and approval. Loans would then be made according to the institution's standard lending procedures with the terms outlined above. The Tri-Town Historical Society, consisting of Dawson, Vanderbilt, and East Liberty, has been a great help in my efforts with the historic sites survey. 20 members were in attendance the night I spoke. One person from the society has taken me to Pittsburgh and introduced me to several contacts in the area. He also opened many doors for me in the small town of Dawson which otherwise might not have been opened to a stranger. The society is also involved in community activities other than history. For the first time in many years a doctor has agreed to open a limited practice in the tri-town area and the historical society has volunteered the use of its resources to promote the doctor and to help him in any way they can. The society has been supportive of my efforts to bring the RUS in for a town meeting. I acquired a copy of the Sewage Facility Act from a member of the society and was given general information about what happened in the past with regards to a sewage facility. Co nity Service Objectives Narrative The only USDA AmeriCorps team currently located in Pennsylvania is a five-member team based in Fayette County. The introduction to the approved objectives for this team identified the development of rail-trails and heritage corridors into attractive destinations for heritage-based tourism as a primary aspect of a large-scale community and economic recovery program for this severely depressed rural county. The RECD AmeriCorps team is a significant part of this strategy and their objectives directly reflect this agenda. Due in part to the fact that this approach to rural economic and community development differs from the majority of USDA AmeriCorps teams the approved objectives were initially fairly broad and did not easily fit into existing coded categories. For this reason we have recrafted the team's objectives. Question 14 illustrates the team's specific project- oriented objectives which have developed from the original ones. Unfortunately some remain difficult to categorize specifically within the existing four-digit program codes; wherever possible, the most appropriate category was selected, in other cases that block was left blank pending future determination of new categories.
