P.02 AMERICOS is UNITED STATES * DEPARTMENT OF agriculture August 27, 1996 TO: Pat Paul, AmeriCorps Project Director, NRCS, Virginia FROM: Joel Berg, USDA Director of National Service DB SUBJECT: Year-to-Date Data on Objectives and Member Forms Attached is a "year-to-date" progress report showing accomplishments on objectives through the third quarter report. This data, plus the fourth quarter data, will be provided to members of Congress representing your state and to your agency leaders. It is imperative that the information reflected in this report be as accurate as possible. The report also shows the degree to which you have accomplished your objectives which were agreed to at the beginning of this program year. I ask that you carefully review this report. Review each objective with the following items in mind: 1. Accuracy of the data. This information will be shared with many different groups, and it is important to be accurate in our reporting as well as getting credit for all the great work you have done during the year. 2. Completion of community service objectives. One way to determine the successful completion of objectives is to measure accomplishments against the target quantity measurement which you established at the beginning of the year. The table below gives you a snapshot picture of your accomplishments through the third quarter. The last five columns reflects your work measured against the target quantity. Also ensure that the volunteer numbers you have been providing to us each quarter is for the quarter only, not cumulative for the year. Your assistance in this reporting enables us to meet our legal obligations as well as providing us with the necessary information to promote our USDA AmeriCorps program to all interested parties. Providing this data in an accurate and timely manner is one of your most important duties as an AmeriCorps Project Director. Member Forms A review of the Corporation's records reveals your member Patrice Clancy as "Pending". What is his status, our database shows him as active. Please let Dee know what about his status. Also include any End of Term forms for members who have now completed their term of service. If we are to have all our records in order and insure that those AmeriCorps Members who are entitled to benefits receive them and that those who are not entitled to benefits do not receive them, all forms must be submitted to this office. If you have previously submitted the forms requested above, please send in a copy of that form. If you have any questions or problems, please contact Dee DiFiore at (202) 690-3051 or Ron DeMunbrun at (202) 690-3894. Thank you for your cooperation on this matter. Community Service: Y51A - Stream blockages and eroding streambanks were impairing water quality in the Sugarland Run Watershed. By stabilizing 3400 feet of streambank, removing debris, and reseeding an emergency spillway in Loudoun County in a joint effort with the Homeowners Association, USDA-NRCS and the Virginia Department of Forestry, we were able to significantly reduce water pollution. Y51B - While collecting resource data in the Piankatank Watershed, I have talked with hundreds of residents, students, and community leaders about water quality issues. I discussed ways to reduce pollution from nutrients, chemicals and erosion. More residents are now aware of what they can do to help protect water quality and several want to become actively involved in local water quality projects. Y51B - A two-year project to turn a dangerous and unusuable schoolyard into a safe, esthetically pleasing, multipurpose recreation and learning area was completed at King and Queen Elementary School. School officials, teachers, students, parents, and AmeriCorps members joined together to grade, seed, mulch, and landscape a playground that was previously filled with gullies several feet deep. Using donated materials we created a garden where students could apply the knowledge they learned in the classroom. Y51C - In rural South Boston, three town parks were in a state of disrepair and little utilized by local residents. An AmeriCorps member worked with residents to inventory resources and prepare landscape designs to improve recreation resources. Fundraising and community events to increase citizen involvement have brought residents together in a grass roots effort to implement park construction and have increased a sense of community pride. Y51C - Working with historical groups, local businesses, and community leaders, an AmeriCorps member helped expand tourism and improve the economy of small communities in South Central Virginia. By providing research on landmarks, creating signs, brochures, and information for visitor centers, this member helped attract thousands of visitors to the 110-mile route of Lee's Retreat and Staunton River Battlefield State Park. Y51D - AmeriCorps and a local organization known as the Grassroots Conservancy, joined forces to transform a devastated area along the Holston River into a scenic greenway and outdoor learning lab in the Town of Marion. A sewer line installed along the river left eroding streambanks and contributed to the decline of fish habitat in what had been one of the area's best trout streams. A trail including handicap access was 10-21-1996 15:03 804 2871737 SCS STATE CONSVT. P.17 Virginia Cont'd. - 2 constructed, trees were identified and marked, and a self-guided tour was developed. Today, local residents and 350 school students and teachers from nearby schools use the trail for recreational activities and environmental education. Best of all, this year the stream has been deemed clean enough to be restocked with trout by the state's Department of Game and Inland Fisheries. Y51E - Educating young people and farmers to water quality issues and pollution prevention has been a major focus in southwest Virginia. School programs were used to reach more than 2500 hundred students with information on what they can do to protect water quality. 16. Community Building Objectives Y51A - Working with Loudoun County Youth Project provided a unique opportunity to work with young adults from disadvantaged backgrounds. Although these young adults had gotten into trouble and came from some type of disadvantaged predicament, each one tried to cope with their situation in a positive way. They were an asset to me and to Loudoun County for the work they performed in streambank restoration efforts and reseeding the emergency spillway. Y51B - The school planting project brought together many people -- parents, local businesses and serve groups. Interested citizens provided professional expertise and school faculty brought their students to help prepare, plant and maintain the project for future classes to enjoy. Y51B - A cooperative relationship has been formed among NRCS, the Virginia Institute of Marine Science, and the Peninsula Planning Districts which will bring together sources of resource information for the benefit of local residents. Y51C - AmeriCorps has been an unique partner working with citizen groups, state, local and federal agencies, and private organizations using a regional approach to promote tourism and recreation. Both Lee's Retreat and Virginia Retreat have become a model for other communities to use in developing this regional approach. Counties have seen how they can look beyond political boundaries to find common resources for economic development. Y51C - AmeriCorps has helped use recreational park creation/renovation projects to mobilize community residents toward a common goal. This project has built new relationships among various segments of the community to raise funds, prioritize needs and concerns, and to build something tangible. The corresponding relationships and self-empowerment within the community will last long after the AmeriCorps term ends. 10-21-1996 15:03 804 2871737 SCS STATE CONSVT. P.18 Virginia Cont'd - 3 Y51D - Through environmental education and outreach to local residents, the community is better informed to make decisions concerning their surrounding environment. Education has empowered the community to solve their own problems and search for the best answer for themselves and their neighbors. The Mation Riverwalk has been instrumental in involving and educating citizens in the area, and we are working on serving the entire county of Smyth. Once other areas were able to see and learn about Riverwalk, they initiated their own environmental labs on school property. These outdoor labs are lasting structures the community will have to learn from and enjoy beyond the AmeriCorps program. Y51E - Among the successful events I was part of were: *cleaning up more than 47 bags of trash and an illegal dumpsite along the Clinch Powell River; *working with 20 volunteers to build two pedestrian timber bridges using underutilized trees to demonstrate possible economic development opportunities and increase recreational areas; *working with 30 volunteers and a Boy Scout troop to pick up a truckload of trash along the Riverwalk. *working with multi-organization team to restore 3/4 mile of river area and an incorporated wetland. 17. AmeriCorps Member Development: Y51A - This position has strengthened my commitment to perform public service for the benefit of my country. The training I received from NRCS and the local Soil and Water Conservation districts was invaluable. It increased my knowledge in conservation practices; working with different government agencies and businesses; speaking and writing. Y51B - AmeriCorps has given me the opportunity to come straight out of college and use the knowledge I was trained for and also earn money for continuing study. My writing and researching skills have improve immensely. I have gained more confidence in myself and my abilities. My pride for this community has grown. Y51B - I have enjoyed working with the rural communities in ways not possible on my own and have learned a great deal in the process. The career experience alone was extremely valuable. Additionally, I have been exposed to the dynamics of mediating between groups of people with very different perspectives and agendas for the purpose of achieving a common goal. 10-21-1996 15:04 804 2871737 SCS STATE CONSVT. P.19 Virgnia Cont'd. - 4 Y51C - The AmeriCorps program has been instrumental in teaching me new skills and enhancing existing skills. In addition, I have had the opportunity to develop individually while serving others. The most important thing I have learned during my service is self confidence. The groups and individuals I have encountered have been extremely supportive of me and my ideas. They have offered a hand when needed, showed me kindness, demonstrated confidence in my abilities, encouraged me when I failed, pushed me to excel through their constructive criticism and gave me positive feedback for a job well done. Their actions have given me confidence as a professional and as an individual. At the end of my service, I hope I will be able to take what they have given me and share it with someone else as I embark on my next path. I have developed a sense of patriotism and pride in the USA for reaching out to Americans of all ethnic, social and economic status through the AmeriCorps National Service Program. Y51E - Since becoming an AmeriCorps member, I have developed a stong sense of my interpersonal abilities. The opportunity to work with individuals forging partnerships with various agencies and volunteers has helped me to be more at ease with people. My writing activities have become stronger and more creative. I have had the opportunity to use my communication skills to interpret information and relate it to the general public while increasing my own level of understanding. I have been given the chance to attend conservation and recycling conferences that provided training on volunteer development, media, and education projects such as project wet, wild, and learning tree. I have enjoyed each opportunity because each session was geared to personal, career or organizational development. 18. Sucess Stories: Y51C - I believe the greatest sucess story to come out of my worksite would be the Staunton River Battlefield State Park. This park is important to the community because most of the locals' ancestors fought in this battle. AmeriCorps has been with this battlefield since the beginning. Last year's members worked with a state agency to prepare the Visitor Center and historical information. The old Dominion RC&D provided the Foundation with assistance to gain non-profit status. AmeriCorps was an essential part of the grad opening of the battlefield in June 1995. This year we provided historical research on the battlefield and surrounding landmarks. The information was compiled and catalogued for visitors and historical signs were posted along the trails. An AmeriCorps project landscaped the fron the Visitor Center and worked with thelocal Lions Club and Ruritan club who built benches for the park. AmeriCorps has been able to lead the Foundation in their progress for a better park. 10-21-1996 15:04 804 2871737 SCS STATE CONSVT. P.20 Virginia Cont'd. - 5 Y51D - The Grassroots Conservancy has been improving the Riverwalk in Marion. The last section of trail runs parallel to a residential area. The Conservancy has been having problems with residents opposing the plans for the past two years, which stopped the improvements. Neither party was able to constructively with with the other. I had a chance to talk with residents concerning the plans. After long hours of listening and explaining, I was able to get the residents and Grassroots Conservancy members to compromise on the plans and improvements are now moving forward again. 19. Difficulties Faced by the Program: Y51C - I believe most of the problems that occurred this year were administrative. It took CNS six months to register me as a member. 20. National Identity Activities: Y51A - Beachgrass planting and picnic tables at Gloucester Point; tree planting on riparian corridor of Quantico Creek in Dumfries, Va. Y51B - Volunteered one week along with 2 other AmeriCorps members to be a camp counselor at Youth Conservation Camp at Virginia Tech in Blacksburg, Va. During the week I interacted with a variety of kids from throughout the state, taking them to seminar classes, playing volleyball, canoeing, and doingcamp activities. The most important thing I gained from the experience is the ability to talk to and learn from the younger generation. Despite their weird hairstyles and funky clothese, they have a lot to teach even adults. It is an AmeriCorps experience I will always remember and cherish. Y51B - Renovation project for Appalachian Trail; spent one week with five other AmeriCorps members doing trail repairs on one of the nation's most well known footpaths. This included installing water bars, rock bars, stone and timber steps, removing roots and levelling an edge to make the trail more enjoyable for users. It was very hard work but a valuable learning experience. Y51C - In Clover, Virginia, worked with volunteers to landscape the Visitor Center of the Staunton River Battlefield State Parl. During statewide volunteer conference in Virginia Beach which was attended by more than 200 AmeriCorps members, helped organize a service project to install public access trail at Seashore State Park. Also represented USDA AmeriCorps and chaired Virginia's first InterCorps Council. This group comprised representatives from all the AmeriCorps programs in Virginia. Discussed projects, problems, put out newsletters, and helped publish a directory for all the programs in. the state. As a 10-21-1996 15:05 804 2871737 SCS STATE CONSVT. P.21 Virginia Cont'd. - 6 Council member, attended City Year Annual Conference in Boston to discuss and compare programs. I believe the InteCorps Council would be a benefit to any state. I believe it made the programs in Virginia stronger because all programs were aware of each other and were available to each other when in need. 21. No significant changes in organization and/or structure. 22. Organizational improvements: Satellite downlink conference at beginning of fiscal year to introduce national AmeriCorps Directors and promote sense of national team identity. Provide members with forms with greater turnaround time. Report forms mailed 30 days in advance. Make logistical areas clearer: quarterly reports, tavel planning/authorization. 23. Training and Technical Assistance Needs: Y51A - Orientation for members before projects start. Easy access to computers at work stations. Y51B - Maybe a short course on office procedures like timesheets, filing. Y51B - Most important training is a good orientation session at time of member recruitment. I also believe that group projects, cluster and state, are very important for allowing members to interact and get to know each other, despite distances that often exist. More money should be allocated to this type of training and community service. Y51C - An orientation program for new members is needed. Our director and supervisors have been very supportive to all of the members. We have been able to attend the training session we needed. I am fortunate to have been able to work with such a great organization and group of people. Y51C - I had a rather unique mission during my term. As a landscape architect, I had the task of taking my profession into rural areas where this type of planning did not usually exist. Going where landscape design isn't traditionally found means there are few opportunities for training/guidance from established professionals in the field. It will be difficult to foster any relationship with experienced professionals unless they are officially connected with the projects or members. Y51E - More cluster projects or opportunities to brainstorm together; more educational sessions; orientation at beginning of service, provide an AmeriCorps Leader position to facilitate 10-21-1996 15:06 804 2871737 SCS STATE CONSVT. The bridge which is five feet wide and 47 feet long provides pedestrian passage for the Riverwalk. This effort brought together many members of the community to prepare the site and build the bridge to improve use of the Riverwalk for relaxation and recreation. In addition to building the bridge, the local high school is working on a Riverwalk coloring book for educational purposes to be used in grades K-5 so the students can understand and learn about the Riverwalk. The event received local TV and print coverage. Virginina Second Quarterly Report Continued As an AmeriCorps cluster project, the group took on a special community project to help with improvements to a local park in Gloucester, Virginia. The group spent the morning planting beach grass on a tenth of an acre site to reduce erosion and stabilize the area. In the afternoon, they helped construct picnic tables to be used for recreation by local residents. The event not only benefitted the community, but provided some training and skills to AmeriCorps members.
