COMPONENTS OF OBJECTIVE STATEMENTS: Increase public awareness of the availability of an
environmental/water quality, voluntary assessment tool
called Home*A*Syst.
1. What work will be done? What service activities will your participants engage in?
Through one-on-one and/or group visits with individual homeowners located in 35 operational water
quality projects, members will work with NRCS and Conservation District I&E personnel to familiarize
local participants with Home*A*Syst program, review fact sheets and worksheets and assist homeowners
in performing site specific evaluations to identify water quality conditions and at risk situations.
2. What is the hoped for result of the work/activities described above?
Farmers/rural home owners within the 35 operational watershed project areas will be aware of the
availability of the Home*A*Syst program.
3. How will you measure the quality of your product or impact of your service?
Planned follow-up evaluation to assess satisfaction with the quality of the service provided and
understanding of the Home*A*Syst program.
4. By what standard will you gauge success?
400 or 66% of the farmers/rural homeowners who have been exposed to the Home*A*Syst program will
volunteer to participate.
5. How many individuals will receive the benefit of the work your participants perform?
Approximately 600 farms/rural homes, involving about 1200 people, will be made aware of the
Home*A*Syst program.

and communities on activities that impact the environment
and water quality.
1. What work will be done? What service activities will your participants engage in?
Provide assistance to the farmers/rural homeowners in conducting the voluntary risk assessments
related to activities within and around their homes. Review a series of fact sheets and worksheets
designed to help residents assess how effectively their homestead practices protect the environment
and the drinking water.
2. What is the hoped for result of the work/activities described above?
Farmers/rural homeowners who participate in the voluntary program will identify activities they are
engaged in that impact the environment and water quality.
3. How will you measure the quality of your product or impact of your service?
Planned follow-up evaluate to assess satisfaction with the quality of the service provided to assist
them identify farms/rural homestead practices or activities that are potentially damaging to the
environment.
4. By what standard will you gauge success?
180 or 50% of the participants will complete at least one work sheet and request assistance in
discussing or designing solutions to the problems that are identified as they complete the risk
analysis worksheets and assessments.
5. How many individuals will receive the benefit of the work your participants perform?
Approximately 360 farms/rural home, involving about 720 people, will be more knowledgeable about
activities that harm the environment and/or water quality.

COMPONENTS OF OBJECTIVE STATEMENTS: Assist Rural citizens and communities in implementing
management practices that will benefit the environment,
water quality, and public health.
1. What work will be done? What service activities will your participants engage in?
Provide assistance to the landowners in conducting the voluntary risk assessments related to
activities within and around their homes. Review a series of fact sheets and worksheets designed to
help residents assess how effectively their homestead practices protect the environment and the
drinking water. Assist residents in identifying proper corrective actions to minimize at risk
situations.
2. What is the hoped for result of the work/activities described above?
Farmers/rural homeowners will make plans to install corrective measures and/or take corrective
actions.
3. How will you measure the quality of your product or impact of your service?
Planned follow-up evaluation to asses satisfaction with the quality of the service provided to
assist them identify corrective farm/rural homestead practices or activities that are beneficial to
the environment and to water quality.
4. By what standard will you gauge success?
145 of the farmers/rural homeowners who identify at risk situations will make plans to install
corrective measures and/or take corrective actions, and will use additional worksheets to identify
other potential problems.
5. How many individuals will receive the benefit of the work your participants perform?
Approximately 145 farms/rural homeowners, involving 290 people, will be installing corrective
measures and/or taking corrective action. These people, as well as surrounding residents within and
downstream of the watersheds, will all benefit as a result of improved water quality.

Lot Program, in residential settings and establish 5 community gardens.
1. What work will be done? What service activities will your participants engage in?
Identifiy 10 abandon lots to be restored, cleaned of debris, old tree stumps and
establish an Adopt A Lot Program.
2. What is the hoped for result of the work/activities described above?
Increase community participation in restoring community lots and improving environmental
safety.
3. How will you measure the quality of your product or impact of your service?
The lots will be inspected during the removal of debris and tree stumps. At completion
a final assessment will be made to meet NRCS Standard and Specification.
4. By what standard will you gauge success?
Success will be gauged by the restoration of 10 lots through the Adopt A lot Program and
the installation.
5. How many individuals will receive the benefits of the work your participants perform?
Lot renovations will directly impact 200 residents or East St. Louis and the Metro-East
area.

COMPONENTS OF OBJECTIVE STATEMENTS: Provide environmental/education training for 5
community groups and K thru 12 grade students.
1. What work will be done? What service activities will your participants engage in?
Provide environmental education to community groups and to public school students. Plans
for the activities will be developed with approval of the Ecosystem Council Assessment
Committee, State Community College, local school districts, local professionals and other
partners.
The participants will assist the community and support projects in lot restoration,
renovation, landscaping, community beautification, urban tree forest nurseries, planting
of urban forest and windbreaks, and the development of vegetable and flower gardens within
the community of East St. Louis and Lovejoy.
2. What is the hoped for result of the work/activities described above.
Increase the awareness of community groups and school children about the importance of
conserving natural resources, secondly increase their appreciation for environment and
community service.
3. How will you measure the quality of your product or impact of your service?
Pre - post test will be administered.
4. By what standards will you gauge success?
Sucess will be measured by increasing environmental appreciation of 90 students and 25
citizens reprsenting 5 communities with and Adopt A Lot Program.
5. How many individuals will receive the benefit of the work your participants perform?
This will impact a minimum of 90 students and 25 citizens who will be trained to carry out
environmental education in these communities.

COMPONENTS OF OBJECTIVE STATEMENTS: Improve the condition and public use of 3 city parks.
1. What work will be done? What service activities will your participants engage in?
Tree removal, planting, lawn maintenance, lake enhancement. Our team will work with 25 or
more members of the community to develop a trained cadre. They will carry out park
improvement.
2. What is the hoped for result of the work/activities described above? Parks to be
restored and renovated will have increase safety and recreation for residents, and improve
neighborhood asthestics.
3. How will you measure the quality of your product or impact of your service?
Assessment and plans will be conducted and then assigned specific duties, and a final
assessment conducted by the needs team. Trees will be planted according to technical
quide standards.
4. By what standard will you gauge success?
The 3 park will be restored or renovated and pass the minimal standards set by the needs
team. Approximately 400 acres will be carried out an improvement will be made on at least
30 acres.

COMPONENTS OF OBJECTIVE STATEMENTS: Improve urban forestry in metro cities of East St.
Louis, Alorton, Centreville, & Lovejoy.
1. What work will be done? What service activities will your participants engage in?
Develop plans, do surveys of urban forestry, meet with community leaders, develop
partnerships, and plant trees.
2. What is the hoped for result of the work/activities described above?
To improve air quality and reduce air pollution by increasing the number of trees within
the cities and eventually gain the designation of Tree City USA.
3. How will you measure the quality of your product or impact of your service?
The present forestry status will be surveyed by our team while training members of the
park service techniques for identifying projects. We will measure success by evaluating
the park district performance on the above sites.
4. By what standard will you gauge success?
The team director and the Ecosystem Council will do and assessment of the project to
determine the level of success. Our team will gauge success by training five members of
the park district board and members of the work crew to plant 500 to 700 trees in nursery
at Kenneth Hall Park, and 100 trees in other communities.
5. How many individuals will receive the benefit of the work your participants perform?
The trained community groups and 2,000 - 3,000 local residents will benefit.

COMPONENTS OF OBJECTIVE STATEMENTS: Develop an inventory of community assets & resources
that can be matched with community needs when requested and
educate community about those resources and how to gain
access to them.
1. What work will be done? What service activities will your participants engage in?
Develop a database of local community assets and resources, such as available natural resources like
plants and trees, available labor force, technical support, etc., prepare fact sheets about these
assets & resources, develop a guide on how to access these resources, oganize & conduct a minimum of
four community workshops to inform the community about the database and conduct needs assessment in
order to match needs with resources. A major focus will be on locating local sources of plant
materials for use in the community.
2. What is the hoped for result of the work/activities described above?
For community residents to be able to locate the resources to match their individual needs and to be
more independent. The hope is to match local resources with local needs and reduce the residents
dependence on outside agencies for assistance. Also encourage residents to utilize available plant
materials to beautify their natural environment and support of urban forestry and maintenance of
vacant lots in greenery.
3. How will you measure the quality of your product or impact of your service?
Pre and post surveys to determine community knowledge. 60% of people informed about the database
will make use of its information.
4. By what standard will you gauge success?
A 60% improvement in awareness of available resources. 100 community leaders will show a 60%
improvement.

COMPONENTS OF OBJECTIVE STATEMENTS: Conduct workshops for community control & utilization of
vacant lots for green space
1. What work will be done? What service activities will your participants engage in?
Organize community training sessions for groups that develop & implement action plans to develop
urban agriculture & green/safety sites. These training sessions include sharing of existing natural
resource courses in a customized curriculum to meet the needs of specific communities. Members
along with invited experts from partner agencies will conduct the workshops. See Objective 1.
2. What is the hoped for result of the work/activities described above?
To develop local expertise among community residents to establish & maintain urban green space.
Also to increase AmeriCorps' impact on the community.
3. How will you measure the quality of your product or impact of your service?
Feedback from the community & display of motivation to implement action plans.
4. By what standard will you gauge success?
Development of natural resource curriculums for each of the 5 communities. The completion of at

meet with at least 250 farmers with irrigation systems. Members will outline irrigation
scheduling and system evaluation programs and explain the environmental benefits of
irrigating according to the scheduling program and system evaluation. Members will
help farmers sign-up for these programs at the Mason County SWCD Office.
b.
What is the hoped for result of the activities described above? At least 10% of the
irrigating farmers will sign contracts with the Mason County SWCD office to utilize
these services.
c.
How will you measure the quality or success of the service provided? It is
expected that at least 10% of the farmers contacted will utilize these programs which
promotes the efficient use of irrigation, thereby reducing contamination of the water
supply.
d.
By what standard will you gage success? All farmers will be surveyed at the end of
the members presentation. The number of contracts signed with the Mason County
SWCD office will be monitored and compared with the number of contacts made.

work with Public Aid, Public Housing and Senior Citizen Group officials to identify
at least 15 needed families. Members will work with the Manito Area Regional
Economic Corporation, contracting companies and local growers the gleaning. Ten
volunteers will be recruited and assisted by the members on gleaning and distribution
of the vegetables.
b.
What is the hoped for result of the activities described above? At least 15 limited
income families will improve their diets through the voluntary distribution of gleaned
fresh vegetables.

How will you measure the quality or success of the service provided? Families
that receive the benefits of the program will be surveyed. Officials of all groups that
participate plus volunteers will also be surveyed. At least 75% will have a positive
opinion of the program.

COMPONENTS OF OBJECTIVE STATEMENTS: To assist landowners in developing wetland restoration plans
inclusion in the wetlands reserve programs and in doing so
have a positive effect on the environment and surrounding
communities.
1. What work will be done? What service activities will your participants engage in?
-Meeting landowners to develop Emergency Wetlands Reserve Program (EWRP) and Wetlands Reserve
Program (WRP) restoration plans and contract document.
-Surveying and assisting in the design of wetland restoration plans including engineering and
seeding practices.
-Develop informational and educational materials for the project areas.
-Develop Geographic Information System (GIS) data layers for the Iowa River Corridor Project.
2. What is the hoped for result of the work/activities described above?
1-Over 70 landowners will have EWRP & WRP easements filed.
Over 4,000 acres of wetlands & adjacent lands will be restored.
2-Over 80 landowners will have EWRP & WRP easements filed.
Over 6,000 acres of wetlands & adjacent lands will be restored.
3-Over 65 landowners will have EWRP & WRP easements filed.
Over 2,500 acres of wetlands & adjacent lands will be restored.
The general public will learn of the success and benefits of the restored area.
3. How will you measure the quality of your product or impact of your service?
- The number of easements filed within the established time frame.
- The number of acres of retired wetlands and adjacent areas.
- Number of communities served and reports of benefits received.
4. By what standard will you gauge success?
In addition to item 3, long term success will be measured by the effect the projects will have on
the communities adjacent to the project areas.
5. How many individuals will receive the benefit of the work your participants perform?
1. Between 70-100 landowners initially with upwards of 150 additional during the rest of the year.
2. Between 150-400 landowners initially with upwards of 600 additional during the rest of the year.
3. Between 65-100 landowners initially with upwards of 125 additional during the rest of the year.

COMPONENTS OF OBJECTIVE STATEMENTS: The planning and design for flooded rural communities and
landscapes in Iowa including protection, excessive soil
loss, habitat restoration and enhancement and outdoor
education and recreation.
1. What work will be done? What service activities will your participants engage in?
a. Meeting landowners and community leaders to assist them in determining their community &
resource needs.
b. Conducting surveys to be used in resource development plans.
C. Develop informational and educational materials for the project area.
d. Develop landscape architectural materials for the presentations.
e. Develop schematic plans for rural beautification.
2. What is the hoped for result of the work/activities described above?
a. 100 requests for assistance are received.
b. Members will provide alternatives to community leaders by using landscape architecture
techniques, planting plans and schematics. They will provide informaton for the decision
making process as well as being a part of the implementation process.
C. 40 requests will be completed.
d. The general public will learn of the success and benefits of the activity through information
and educational activities.
e. Geographic Information System information will be entered on data bases to identify various land
cover characteristics for use by planning professionals in resource management.
3. How will you measure the quality of your product or impact of your service?
a. The number of requests received and projects completed within the established time frame.
b. The number of quad sheets of data layers developed within the established time frame meeting the
required quality standard.
C. Number of communities served and reports of benefits received.
4. By what standard will you gauge success?
In addition to item 3, long term success will be measured by the effect the projects will have on
the communities being served.
5. How many individuals will receive the benefit of the work your participants perform?
Potentially 5,000 persons annually will benefit from this activity.
