Community Serv. Obj. #1: We propose to do self help repairs and rehabilitation of family dwelling by utilizing the labor of
family members to improve their dwellings. A community effort to involve all sectors of the comunity.
The coordination between the families, FmHA, AmeriCorps, local Countil of Government, teachers and
contractors to stretch tax dollars to the maximum limit in order to assist rural families in their
efforts to improve their living contitions. Will meet with Future Farmers and 4H Chapters to obtain
rural youth who wish to pursue their farm and ranch vocation.
We propose to implement the RH-504 and WD306 waste and water grants to assist the rural families within
our unit to provide them with acceptable bathroom facilities and kitchen plumbing facilities. We also
propose to assist those families that meet the program objectives for RH-504 loans and grants to
address the needs of the whole dwelling in order to provide these families with a dwelling which will
be safe and sanitary. The intent is to upgrade the living conditions of the dwelling for these rural
residents. Implement the Operating Youth program in the communities listed above to provide financing
for these sector of the community in gaining firsthand experience in a farming or ranching enterprise

which will provide them with some income should they decide to continue their studies in college.
In order to meet the above objectives we have developed a pre-interview and post-interview guidelines
in order to expedite the processing of program loans and grants. We are putting into place a plan that
will insure that not less than 20 families are assisted per month during the first year of the program.
The plan will provide for a monthly evaluation of the progress made each month in order to achieve the
success envisioned.
The standard of quality of life will be measured by the implementation of the program loan and grants
utilized in the above areas. The immediate impact will be the construction of the facilities and the
long term measurement will be realized in the decline of diseases associated with the disposal of waste
products from the home. The standard of success in the 0l Youth program will be measured annually by
reviewing the actual operating records that these youth will keep of their respective enterprise.
We propose to assist approximately 150 families with the above programs in order that the standard of
their dwellings be upgrated from substandard to standard dwellings. We propose to process 10 OL Youth
loans during the first year of the program.

that 502 loans and 504 loans/grants are made. Dimmit County - main focus is to see that any 502 home
loans needed in NHS subdivision are made. Also to make some 504 loans/grants in Bigwells, Catarina, or
Carrizo Hill.
In Zavala, by end of year one of AmeriCorps projects, our hopes are that construction has begun or been

OBJECTIVE STATEMENT:
To perform work on public lands to conserve, restore, and sustain natural habitats within various
ecosystems. To maintain, improve, and construct recreation facilities including camp sites, trails,
access points, etc. to benefit users of the National Forest System. To perform work that will improve
habitat for Threatened, Endangered, and Sensitive species and improve forest health through thinning
and restoration. To assist in restoring natural beauty in the national forests and assist in disaster
recovery efforts when requested.
COMPONENTS OF OBJECTIVE STATEMENT
1)
What work will be done? What service will your members engage in?
Restoration and enhancement of ecosystems for threatened and endangered sensitive species
throughout the Olympic National Forest. Projects would include the construction and
installation
of 200 bird and bat nest boxes, construction and installation of 20 structures in streams to
improve habitat for endangered salmon stocks. Projects would meet wildlife and fisheries
specialist guidelines. Habitat surveys for Marbled Murrelets forestwide.
Watershed restoration projects would include placement of erosion control matting, willow and
grass seed planting and fertilization for protection of municipal watersheds and salmon bearing
streams on over two miles of stream bed. Community development projects in cooperation with
State
of Washington and local counties with the aim of reducing the potential for listing of
threatened
salmon species would be completed. 80% of the projects would be completed in a time frame that

would be sensitive to the needs of individual species, but no later than September 1, 1995.
Guidelines would be developed by fisheries specialist and monitored for one year following
completion.
Complete rehabilitation and maintenance on campgrounds, picnic areas and other developed
recreation facilities on fifteen sites on the Olympic National Forest. Meet established
guidelines and universal access design guidelines as identified in the 1994 transition plan.
Work
may include removal of hazard trees, repair or replacement of tables, fireplaces, comfort
stations, water systems and parking barriers. Recreation specialist would approve final work
prior to the project sites being open to the public.
Construction and maintenance of 100 camp sites throughout the Olympic National Forest, to
regional
standards, as identified in the Forest Plan.
Construct one "front country" (non-wilderness) horse camp at a location on the Forest to
regional
standards, in order to lessen impact of stock use in Wilderness areas and on water resources.
Projects to be coordinated with Watershed Initiative.
Maintain approximately 100 miles of trails throughout the Forest and five Wilderness areas,
completing lower elevation work by June 1, 1995 and higher elevation work by September 30, 1995.
Maintenance would include the rehabilitate of trail structures including shelters, bridges,
puncheon, turnpiking, cribwalls, gabion, information boards, and signing.
Improve forest health by pruning 130 acres of timber and maintaining 110 acres of a seed
orchard.

What is the hoped for result of the activities described above?
That the projects will be completed in a timely and quality manner and that the recreation
facilities will be used extensively by the general public and forest users. That Threatened,
Endangered, and Sensitive plant and animal species habitat will be maintained or improved to the
point that someday they can be delisted. That watersheds will be restored to improve anadramous
fisheries habitat.

promote the markets to the local community through various methods
of outreach. They will assist in the setting up, staffing and

markets.

AmeriCorps members will assist in marketing and promotion of four
existing neighborhood farmers markets that provide fresh,
affordable produce in low income neighborhoods. They will work in
collaboration with the Rainbow Farmers Cooperative. The physical
set-up of the markets will be improved and signage for the markets
will be installed. Participants will work with the community
organizations and groups operating the market. They will jointly
develop and implement on outreach and promotion campaign for the
markets.

The number of market customers will increase by 50% from the
beginning to the end of the market season.

What work will be done? What service activities will your
participants engage in?
AmeriCorps members will establish 2 community gardens in targeted
neighborhoods to provide fresh produce to the gardeners and
neighborhood residents. They will work in collaboration with the
Rainbow Farmers Cooperative and existing neighborhood organizations
and groups. A portion of each of the gardens' produce will be sold
at the newly established neighborhood farmers markets. Each of the
gardens will grow at least two specialty items to meet the special
needs of the ethnic/racial groups located in the garden's
neighborhood.

What are the hoped for results of the work/activities
described above?
Two community gardens will be established where none currently
exist. A portion of the produce grown will be sold in the newly
established farmers markets. Specialty produce items will be grown
and made available.

A community atmosphere of sharing and education will exist. Residents and marketgoers will enjoy a
diverse experience, learn about other cultures, and increase pride in their own cultures.

AmeriCorps members will develop a link between city and suburban communities by recruiting 2
suburban churches to become partners with 2 neighborhood gardens or farmers markets. Each church
will recruit church members to assist with the gardens or be customers for the markets. AmeriCorps
members will be involved in the outreach and recruitment of the churches and will actively assist to
build
the relationships between the suburban and urban communities.
2. What are the hoped for results of the work/activities described above?
Two suburban churches will become partners in the neighborhood garden or market project. Each church
will recruit volunteers. They will recruit 10 customers for the market or will find people with
gardening
expertise to work in the gardens.

The markets will be more successful because of an expanded customer base. The gardens will be more
productive because of the gardeners' experience. There will be a linkage made between the inner city
neighborhood organizations. There will be mutually beneficial cross-cultural and cross-economical
relationships.

Interviews will be conducted with all of the participants to evaluate partnership results/benefits and

AmeriCorps members will be placed in emergency food programs to
increase the programs' capacity to provide direct emergency food
services. AmeriCorps members will be place in either food pantries
or meal programs. They will assist with food pick-up and
distribution, pantry maintenance, client intake and referral, and
volunteer recruitment and training.
2. What is the hoped for result of the work/activities described
above?
Ten emergency food pantries and meal programs will have an
increased capacity to serve their targeted populations. At least
3 new volunteers will be recruited for each pantry.
3. How will you measure the quality of your product or impact of
your service?
Increased capacity of the emergency food pantries and meal programs
will result in recipients of the service being served in a more
timely and professional manner. The facilities' maintenance will
make for a more pleasant atmosphere. Increased volunteers and work
by the AmeriCorps members will allow current staff and volunteers
of the programs to offer a higher quality of service and in some
cases provide other necessary services.
4. By what standard will you gauge success?
A minimum of 2 interviews, one before and one after the completion
of the project, will be conducted with the pantry coordinators or
meal program sites to measure the quality of the work performed and
the impact of the improvements to pantry or meal site operations.

participants engage in? AmeriCorps members will assist Hunger Task
Force of Milwaukee to collect, sort, inventory, and distribute
donated and purchased foods to food pantries in the Emergency Food
Pantry Network. They will participate in 2 major food drives, sort
foods, and work with volunteers on these tasks. They will assist
in the development of a systematic warehouse maintenance and
distribution plan.

What is the hoped for result of the work/activities described
above?
Millions of pounds of donated or purchased food will be collected,
sorted, inventoried, and distributed to 75 pantries in the
Emergency Food Pantry Network. There will be a minimum of 25 food
sorting sessions involving a minimum of 30 volunteers.
3.
How will you measure the quality of your product or impact of
your service?
The assistance of AmeriCorps members will increase the capacity and
efficiency of the Hunger Task Force of Milwaukee to provide
nutritious food to food pantries in the greater Milwaukee area.
The warehouse will have a better maintenance and distribution plan.
The volunteers and the AmeriCorps members will enjoy a good working
relationship.

An evaluation report will be completed based on interviews with
food program staff and volunteers from the Hunger Task Force of
Milwaukee.

performed by members of the SHARE program.
