The Molokai-Lanai Reforestation project in Hawaii was begun in October 1996.
The main objective of this project is to plant trees in critical areas of watersheds in order to
reduce non-point source pollution and affect local hydrology. In order to use appropriate
species of trees, a considerable effort was made to collect and propagate seeds during the
first year. We now have a supply of approximately 5,000 seedlings waiting to be planted.
The prime planting season in Hawaii is December through February. It is imperative that we
resume our project now or we will have wasted a lot of effort and resources. Moreover, the
communities are expressing concern that this project is an example of broken promises and
mismanagement by the federal government. We are hard pressed to provide rational
explanations for the current situation.
Moreover, we have been stifled in our efforts to generate the community support necessary
to continue the effort over the long term without a formal Americorps project. It is our
intention to focus on this aspect during the second year of the project. Termination of the
project now would be a devastating blow to this purpose.

The Natural Resources Conservation Service Molokai-Lanai Reforestation AmeriCorps
Project recently successfully completed its 1996 year with six full-time members. Of
these members, John Mokiao, Linda Marie and Brian Valley fulfilled the number of
hours necessary to qualify for the full Educational Award. For various reasons, the
remaining three members were unable to complete the required number of hours.
The project has had difficulty in first of all, finding members to volunteer for the project.
Additionally, we have had difficulty in retaining the members we needed in order to
complete the objectives of the project.
Although Kelly Arlos (who began in January), Kalaniua Ritte and Chachleigh Clarabal
may not have had quite the number of hours required for a full Education Award (which
they do not expect), NRCS-HI believes that all members were instrumental in helping
AmeriCorps and their Molokai and Lanai communities to achieve the goals of a very
worthwhile conservation project. The project could not have concluded successfully
without their hours of work. We truly believe that Kelly, Kalaniua and Chachlcigh
deserve a partial Educational Award. Not rewarding these deserving members would be
an injustice and not in keeping with the AmeriCorps spirit of bringing communities
together.

While it is recognized that these members did not complete their term of service, I believe there
were extenuating circumstances. I would like to take this opportunity to explain those
circumstances and to take responsibility for the situation that now exists. I feel it would be unjust
to punish the AmeriCorps Members for mistakes made by management.
As you know, this was the first year that the Natural Resources Conservation Service (NRCS)
had an AmeriCorps project in Hawaii. As such, NRCS management personnel were not as well
versed as we needed to be in running such a project.
When faced with the problem of members failing to show up for work, the management team
sometimes chose to tolerate the behavior rather than terminate members. This decision was based
on several things.
To begin with our project had problems with recruitment. It was much more difficult to find
qualified people to serve as AmeriCorps Members in this remote and low-income community than
was anticipated.
Also the community was strongly committed to accomplishing as much of the project as was
possible. Thus my main focus was on the completion of the service activities. I believed that if
members were terminated, I would be unable to find replacements. My attitude was members
who were working between 65-85%, while not optimum, would still be able to provide vital
service to the community.
It was these reasons--recruitment difficulty, focus on project, and toleration for absences-- that
led to these three members not performing 1,700 hours of service. I do not think that
management sent a clear message to members that they would lose their education award if they
did not complete 1700 hours of service. At no time were members asked to make up their lost
time.
In view of these problems and the failure of management to enforce the 1700 hours of service, I
request that members be granted a 900 hour education award. All of these members performed
more than 900 hours of service. While members must accept some of the responsibility for not
completing their 1700 hours, I can't in all good conscience place all the blame on them.
Management must share this responsibility.
Your consideration in this matter is greatly appreciated.

have valid compelling reasons for this failure. Pro-rated awards
are granted only to those members who were unable to complete

Compelling personal circumstances are:
- sickness or critical illness of the member;
- death or critical illness of a member of the member's
immediate family;
- termination of a project site if reassignment to another
Project is not possible.

According to the information submitted by you to this office,
members did not have any of the above compelling circumstances.
If you or any of these AmeriCorps members have sufficient
documentation to justify the taskforce's reconsideration of this
