Conservationist This letter is in regard to the assistance provided to the Seneca Nation of Indians by the Natural Resource Conservation Service. The Seneca Nation holds title to three reservations. The Cattaraugus Reservation is approximately 22,013 acres and located in Erie, Cattaraugus and Chatauqua Counties. The Allegany Reservation is located in Cattaraugus County in its entirety and is approximately 30,984 acres. The Oil Spring Reservation is comprised of 640 acres, and situated within Allegheny and Cattaraugus Counties. Our correspondence and planning of projects is coordinated in conjunction with Erie, Cattaraugus and Allegany Counties. To date our projects include: CATTARAUGUS COUNTY/Joanne Kurtis, Paul Puglia Estimation of soil erosion on logging trails. Assistance in grant writing. Streambank erosion control. Assistance in forestry development projects. Identification of flood zones. Collection of data for the EIS for Proposed Rt. 219. CAF is staffed by an AmeriCorps Volunteer. Funding for our AmeriCorps Volunteer was provided during federal fiscal year 1996 by a grant from the National Service Corporation (NSC), a federally chartered corporation, through the Rural and Economic Development Administration (RECDA) of the U.S. Department of Agriculture. The federal appropriations act for 1997 does not allow National Service Corporation funds to be administered by federal agencies. Unfortunately, we were not informed of this by the RECDA in time to apply to the National Service Corporation for funding for fiscal year 1997. I am asking for your support in acquiring modest funding to continue our program in 1997. You should know that there is no overhead for administrative staff or rent in connection with CAF. Our only expenses are a modest salary for Mr. Hal Marchand, our projects director, and for occasional in-state travel, copy costs, and long distance communications. We estimate we will need about $20,000 to continue through FY 1997. PROGRAMMING During FY 1996, CAF has been involved in three major activities. 1. CAF wrote the infrastructure reorganization plan which was submitted to the New Mexico Highway Department and the Governor. This plan recommended the shifting of all engineering and construction related programs of state government into the New Mexico Infrastructure and Transportation Department. This is the only state department which has the people, the process, and the structure to carry out construction-related infrastructure projects. They are their OWN fiscal agent. If adopted, this plan will affect the daily lives of hundreds of thousands of New Mexicans. 2. CAF has acquired through the New Mexico Department of Health and Human Services a $230,000 grant for the community of Vallecitos, New Mexico. CAF is now working to qualify residents for connection to a new water system. CAF has initiated a Neighborhood Environmental Guardian program along the model of a very succesful similar program in El Paso. The Neighborhood Guradian program is structured around senior community members will walk their neighborhoods in search of environmental problems. They will then contact appropriate government agencies for response. CAF has built a strong and broad coalition of organizations which will participate in this effort including the New Mexico Office of the Natural Resources Trustee, The Environment Department, and the State Engineer's Office. In El Paso, the Neighborhood Guardian Program and the AmeriCorps effort saved the city and state thousands of dollars. The program can be expanded into other areas to help deter residential crime. Training will be provided to volunteers by agencies of state and local government, the university community, and law enforcement authorities. This program will have its first meeting on October 7, 1996 at the North Fourth Community Center in Albuquerque. The Neighborhood Environmental Guardian program will ultimately use volunteers, private funding and sweat equity. It will not use paid staff and it will not bc attached to any unit of government The volunteers in the program who will own the program. This project does not replicate the work of state or federal agencies but rather augments it at the grass roots level through community-building, citizen involvement CONCLUSION In conclusion, CAF is asking for your written support of our application for funding Corporation. from the NSC through the New Mexico State Commission for National Service Dr. Nelk William M.
