PURPOSE
You called this meeting as a courtesy to the leaders of the AFL-CIO to let them know
we value their support. They are the first major constituency group you have met with
since becoming Chief of Staff.
II.
BACKGROUND
You should reiterate our desire to continue working closely with the unions of the AFL-
CIO, and thank Kirkland and Donahue for the support they have demonstrated --
particularly on health care.
The national leadership of the AFL-CIO has moved beyond NAFTA. The rank and file
may still be alienated, however, and the striker replacement loss has aggravated their
anger. Recent polling by Stan Greenberg shows the President is losing union member
support.
Several issues of concern to organized labor may come up in this meeting, though health
care will probably be the main topic of discussion. OSHA reform is taking on greater
importance to the unions. We support their position. On the maritime bill, we support
the revitalization of the industry. On Davis-Bacon, we support the union position on
raising the threshold. For your information, Kirkland takes a particular interest in
foreign affairs.
Kirkland, Donahue and other union leaders are actively working to demonstrate to their
members that the President worked hard to pass S.55.

Enclosed is a long biography of Lane, one that includes his appointments to
presidential commissions, his directorships and his previous awards.
Regarding his efforts to promote democracy throughout the world, you could
say that Lane Kirkland has led the AFL-CIO's program of assistance and support to
democratic trade union movernents in dozens of countries where dictators have
sought to suppress basic freedoms.
1.
Lane Kirkland was an early supporter of Lech Walesa and the Solidarnosc
movement in Poland. After the Poland's communist dictatorship declared
martial law, outlawed Solidarnosc and ordered the arrest of its leaders, the AFL-
CIO, under Kirkland's direction, provided Solidarnosc with financial and material
support that helped sustain the underground movement throughout the 1980s
and until the collapse of the communist government.

Under Kirkland's leadership and direction, the AFL-CIO provided support to
democratic workers' movements in other Central and Eastern European nations.
Those movements, in turn, were critical to the advance of democracy
throughout the region at the end of the 1980s.
3.
Under Kirkland, the AFL-CIO has provided money and materiel to the developing
free trade union movement in the former Soviet states during the transition
from communism to democracy.
4.
The AFL-CIO continues to provide support to free and democratic trade union
movements in Eastern and Central Europe and the former Soviet states in order
to help these organizations flourish and to enable them to fully represent the
aspirations of working people in these new democracies. After decades of
suffering under communist dictatorships, those workers now often find

themselves under assault from free market ideologues and "shock therapists,"
whose prescriptions bring new forms of misery to these people.

A quote from Lane Kirkland: "In the newly-emerging democracies, the task is
to rebuild civil society from the ashes of regimes that murdered society, and
then to sustain it by creating the institutions that make life tolerable to ordinary
citizens. That restoration is not achieved merely by democratic elections or the
doctrines of economic theorists, shock treatments and the tender mercies of
the free market.
It is achieved by building strong and free institutions that represent the
aspirations of people and defend their interests. And trade unions are foremost
among them. As statesmen and opinion makers ponder the course ahead and
frame their policies, they should ask themselves these threshold questions:
What prospect motivated those workers whose sacrifice of their lives is
memorialized on the wall of that shipyard in Gdansk? What aspirations moved
those young workers whose bodies are still being exhumed from unmarked
graves in a cemetery on the outskirts of Budapest? Should not their visions
now weigh heavily in the scales of decision? Have these true authors of the
democratic revolution not earned the right to say to the finance ministers of
this world, now ascendent, as was said by an embattled King of France
centuries ago:
'Go and hang yourself, brave Crillon. We fought and won at Arc, and
you were not there.'
Finally, I would remind you that amid the turmoil of national conflict --
at a time when divisions emerge between people -- trade unions are among the
few of these institutions that organize and unify people across all ethnic and
religious lines.
That's a role we take very seriously at the AFL-CIO. And
that's why we are resolved to continue our broad program of support for our
brothers and sisters who are on the front lines of the struggle to incorporate
strong and free trade unions into the democratic societies they have advanced
thus far with their courage and daring."

The AFL-CIO, under Kirkland, has also helped the South African trade union
federations COSATU and NACTU in their struggle for democracy and against
apartheid. The federation provided support for the Chilean free trade union
movement in its successful struggle for democracy in that country.
7.
The AFL-CIO is also currently assisting Chinese activists who are waging a
courageous struggle against brutal government oppression in an effort to create
a free trade union movement in the People's Republic of China and to give
Chinese workers a voice they can call their own.
8.
The AFL-CIO is assisting the struggle for basic human and trade union rights in
Vietnam, Burma, Malaysia and Indonesia.

Lane Kirkland was elected president of the AFL-CIO on November 19, 1979. He had served for ten years as secretary-treasurer,
the labor federation's second-highest office.

Kirkland was born on

He graduated in 1942 from the U.S. Merchant Marine Academy
in King's Point, Long Island, and served throughout World War II as a deck officer aboard merchant vessels carrying ammunition
and other war materials to both Atlantic and Pacific combat zones.
Licensed as a master mariner near the end of the war, Kirkland entered the U.S. Navy's Hydrographic Office in Washington, D.C.,
as a nautical scientist while studying at night at Georgetown University's School of Foreign Service, from which he received a
Bachelor of Science degree in 1948.
Shortly afterward, Kirkland joined the research staff of the AFL. Over a ten-year period in the AFL and AFL-CIO, he handled a
wide range of assignments.
He joined the International Union of Operating Engineers as director of research and education in 1958, and two years later returned
to the AFL-CIO as executive assistant to President Meany. a post he held until his election as secretary-treasurer in 1969. He was
elected president without opposition at the 1979 convention, and he has been re-elected at each biennial convention since that time.
Kirkland is a member of the International Organization of Masters, Mates and Pilots; president, Trade Union Advisory Committee,
OECD; and vice president. International Confederation of Free Trade Unions. He serves or has served on the following presidential
