Just so I don't forget, this e-mail is to confirm
Overall Program: The BusinessLINC program, until now has been a private/public sector effort to
encourage and support mentoring programs and relationships between large corporations and small
businesses, with only a few areas of the country and a few companies involved. It's been somewhat of a
pilot program, and their is no funding mechanixm currently in place to support the program. The new
funding would help expand the program on a national level.
Budget Dollars: There is no money in the FY 99 budget for BusinessLINC. The $3 million being
requested the President's FY 2000 budget would be used to fund soft programs to support the program,
i.e. technical assistance to startup local coaltions; websites; public outreach, etc.
Treasury Ideas for a Roundtable: I believe Michael Barr has spoken with Gene directly about Treasury's
idea for the event. Michael is on vacation so I could not confirm, but I spoke with someone from his staff.
Their ideas is to have a roundtable with Dana Mead, the head of the Business Roundtable and other
CEOs, such as the new national chair for BRT's BusinessLINC program, who is Peter Bjorn from Texaco,
as well as small business owners who have benefitted from BusinessLINC. I think this is actually a good
idea it gives us the opportunity to have more people speak without it being too boring. This format
seemed to have worked well when Treasury did the New York Business LINC event.
Treasury Plans to Submit a Scheduling Request: I have asked them to holdoff on this.

For Gene's reference the following is a quick update regarding New Markets efforts. When time permits,
it would be great to discuss some of the items below in more detail with Gene.
Followup from Principals Meeting
Ongoing Interagency Working Group Meetings: Per the request of the Principals, we are holding
regular, standing meetings of the Interagency Working group. Last week we had a tremendous
turnout of more than 35 people for the first of these meetings following the trip. Our regular standing
meeting is on Tuesday's at 3:00. Tomorrow's meeting will focus on the need for each agency to
provide information for the Master Calendar.
Master Calendar: At last week's meeting we requested that each agency provide information for a
master calendar on New Markets activities/announcements/events. I expect to have a first draft for
tomorrow's meeting, although we have not received a lot of response yet back from the agencies. I
hope to enlist the help of Cabinet Affairs on this.
New Markets Definition: I am working on an initial definition, but would like Gene's input. We
committed to provide a defining statement for New Markets that would be used to insure consistency
among all of the agencies.
Legislation
New Items: 1 think Gene is probably up to date on Legislative issues from my prior e-mails. The only
new item that has surfaced since I returned, is that Joel Wiginton and I will be meeting with Kennedy's
staff this week.
Outstanding Items: In terms of outstanding legislative issues there are several: Haster Letter, Plans
for Legislative Event, Wellstone/McGovern propsoal for Community Development Venture Capital
Companies, New Dems meeting,etc. When time permits these are probably the most critical issues I
need to discuss with Gene. Also Jackson's conflict with the proposed date for our Legislative Event
needs to be resolved as soon possible.
National Governors Association
Conference: As Gene knows, the President will address this group on August 8.
Resolution: I am working on a draft resolution in support of New Markets for Gene's review. IGA has
also asked that Gene place a call to Governor Patton (KY) and Governor Underwood (WV) to help
secure the support of the group for the resolution. Melissa, I will forward you contact information if
you could please include on Gene's call sheet.
Correspondence
Followup Letter from Gene to Corporations: I believe this letter went out last week, although 1 would
like to talk with Gene about a strategy for followup to the letter (phone calls?) and on how we will
coordinating with OPI and agency efforts.
Followup Meeting with Nancy Hernreich: Last week, Nancy held a meeting to discuss what personal
notes and photographs need to be written and signed by the President (as opposed to autopen). I
can provide Gene a copy of the list (which includes selected CEOs, elected officials, and important
participants). There will also be personalized photo albums for some CEOs and congress people, per
the President's request. Lastly, autopenned photographs and notes will be sent to a much larger
group. FYI I did request that a personalized photo be sent to Gene per the President's closing
remarks I indicated to Marilyn Jacanin from Photograph, that the New Markets trip and Initiative would
not have taken place without Gene Sperling).
Arkanasas/Mississippi Delta Efforts
Meeting on the President's Trip to Arkansas: Last week, Maria and Nancy Hernreich held a meeting
about the President and Vice-President's planned trip to Arkansas in August. The outcome of the
meeting was that the August trip would not focus on New Markets. Instead the trip would include a
"listening session" with a selected group of leaders in response to two different letters sent by
Arkansas constituencies criticising the President for the lack of economic progress in Arkansas during
this adminstration. For this meeting, the President will be provided with a list of public sector
investment and commitment to the region by the federal government. Cabinet Affairs was assigned
this task. Another outcome of the meeting was the recommendation that sometime this Fall the
President should return to Arkansas (perhaps but not definitely as part of a second New Markets
Tour) to announce new investment deliverables (similar to those announced in Mississippi as part of
the New Markets Tour) and to present the results of the Delta Report: Beyond 2000 which an
interagency working group should finish by October. NEC was assigned the task of identifying
existing types of New Markets activities in Arkansas (i.e. CDFI activity) and working with agencies to
mobilize new investment commitments.
Meeting on the Delta Initiative: I attended an interagency working group meeting last week on the
Mississippi Delta. The major goal of the group which is being led by Transportation is to produce a
report as a followup to the Delta Commission report Delta Report: Beyond 2000, which is expected to
be completed by October. There is a section on economic development in the report that talks about
New Markets which I will make sure to comment on.
Specific Followup Events for New Markets
BusinessLINC: I believe Gene is more up to date than I am on issues related to the proposed August
10th event and the VP's interest in holding the event on his own. I also understand that Treasury may
have some concerns about whether the event is feasible with only the VP attending?
CDFI Fund Award Announcements: The CDFI Fund will be ready to make its 1999 award
announcements at the end of August. I need Gene's guidance on whether we would want this event
to be a Presidential or VP followup to the New Markets trip. There is a great deal of flexibility on
where and when this event could be held. FYI, there will probably be a rather signficant award made
to at least one CDFI in Arkansas. The timing window is from the end of August through the middle of
September. I have not mentioned the possibility of an event around the award announcements to
anyone. CDFI has also not put in an official scheduling request they are waiting for an initial
response on the idea from NEC first. If there continues to be an issue around the BusinessLINC
event, maybe we could use the CDFI announcement to our advantage and have one Principal make
an announcement in DC about one program while the other Principal makes an announcment in
another part of the country about the other program??
Miscellaneous Items
OPL: Marybeth had planned to do a followup event this week for Washington Reps in conjunction
with the Legislative Event. I am trying to confirm whether OPL still plans on holding an event
sometime this week or whether they will wait until August 5th. Does Gene have a preference? I think
we shouldn't wait too much longer for this type of followup from the trip, so that we sustain
momentum.
Erskine Bowles/North Carolina Rural Prosperity Program: I spoke with Bowles last week and have
been trading calls with the North Carolina point person about this program. The state department of
commerce is developing a new economic development program which fits well with the New Markets
Initiative. Orszag and I are working together to develop a briefing (similar to the ARC briefing held in
April) with presentations by several agencies for the task force that Bowles is heading. If Gene wants
more information, I can provide detail on the program and the plan that Orszag and I are developing.
Coalition Request for a Meeting: The Community Development Tax Credit Coalition has requested a
meeting with Gene about two concerns with with the legislation. The coalition is a member group that
includes some of the more signficant community development players such as LISC, Enterprise,
Shorebank, etc. By itself, the Coalition is not a major player. They have however, been very
supportive of the New Markets Initiative and do appear to have some influence with important
congressional members for the legislation. They are building a sign on letter that has more than 1,000
groups at this point and they are also planning a day of action on August 3rd which will involve a
phone call campaign to several congressional offices. I have recommended to Peter that Gene have
a courtesy meeting with representatives from the Coalition.
I think that's all. Hopefully, there will be time to meet with Gene later today or this evening.

Subject: One More New Markets Item
One more thing I need to add to the list of updates for Gene about New Markets.
As Gene knows, there is a subgroup of the New Markets interagency working group that is focussed on
collecting and identifying Data/Market Research that could help the private sector evaluate investment
opportunities in New Markets. The group met regularly prior to the trip, with the hope of finalizing an
Executive Order to formalize the group and create an interagency task force charged with collecting data
and publishing a report (similar to the Child Welfare statistical report). Per Gene's request from some
time ago, the group includes individuals like Orszag and Lee Price as well as the usual suspects such as
representatives from CEA, HUD Policy Research,et Carl has been instrumental in coordinating the
group.
The group has a meeting scheduled for this Wednesday at 3:30. We are still moving forward with the
intent of obtaining an Executive Order that makes the group official and focusses the group on a work
product. Gene had raised an issue about who would pay for the ultimate published report. At the
moment, Treasury is recommending they would head up the interagency task force, which I presumes
means they would pay for it. Our suggestion (Carl's and mine) is that the task force be led by a more
objective party, such as the BEA (Bureau of Economic Analysis). We need Gene's guidance on this
issue. Also there are some members of the Task Force, who are beginning to feel that this effort is not of
importance to the Administration. Prior to the trip, Gene had indicated he would like to attend one of
these meetings to show his support for this aspect of our New Markets activities. Is there anyway he
would be able to attend the beginning or end of the meeting for just a few minutes?
The Executive Order is of interest/urgency at the moment, because Communications is looking for
additional deliverables to announce at the legislative event. The announcement of this Data/Market
Research group would be a nice followup from the trip and could fit in well with a legislative event for New
Markets. It is an example of government doing its part to help the private sector make investments in
New Markets. Patrick has a communications meeting tomorrow on New Markets, and it would be
helfpul to have Gene's perspective beforehand.

Subject: New Markets Legislative Event
There are several issues that we should get Gene's perspective and guidance on related to the event
prior to tomorrow's 11:45 AM Communications Meeting:
Speaking Program
Members of Congress -- We have asked Leg Affairs to make a recommendation for what MOCs
would speak. This is a challenge given that there are three bills (so we have a minimum six potential
lead sponsors: Sarbanes and possible Leach/LaFalce on APICs; Velazquez and Kerry on Small
Business; Rangel and Rockefeller/Robb on Tax Credits). If Gene has a preference for Rangel or
someone else speaking, Patrick should be armed with this information at tomorrow's Communications
meeting. At what point Legislative Affairs had suggested that we have no sponsors speak and
instead ask the Leadership to speak. They may recommend this option, and we should have a
position on this alternative as well.
CEO - Jay Dunn had suggested we ask Hugh McColl, which I agree is a great idea. However, it may
be difficult given the short notice. OPL is reluctant to extend an invitation to McColl until we no next
week's date is firm
"Real Person" - I had suggested Ray Montcrief from Kentucky Highlands Investment Corporation,
although we may want to think instead about having a small business owner speak someone who
has benefitted from CDFI or SBIC financing such as Jerry Weaver from Mid-South Electrics. Does
Gene have a strong preference? Again, Patrick should have a sense of what Gene thinks is best,
before heading into the Communcations meeting.
Other Principals - Are there others we should ask to speak. The First Lady's office has expressed
an intereste in Mrs. Clinton being on the speaking program to talk about those parts of the initiative
that don't require new legislation, such as CDFI, Micro-Lending and BusinessLINC expansion. Ruby
Shamir or Nicole Rabnir from the First Lady's office, will more than likely attend tomorrow's
communciations meeting. Also I haven't heard anything yet on whether the VP wants to or would be
able to attend. His office has been in on all of the meetings where this event has been discussed and
they have not requested a role for him.
Participants
I would recommend that we have as many of the initial sponsors as possible in attendance, flanking
the President. This is probably about 30 people, whom would be invited by Leg Affairs. Because
members are so busy we can't be assured of a signficant turnout, but we would be able to include all
of the initial sponsors in our press paper.
Also we would invite the primary Cabinet Secrataries to participate -- Cuomo, Alvarez, and Summers,
but they would probably not have a speaking role, so it is unclear if they would definitely attend. They
would also be part of the group flanking the President. We need Gene's guidance on whether or not
other Cabinet members, not involved in legislation, but who participated on the trip need to be invited.
Cabinet Affairs has not voiced an opinion on this yet.
Audience
Corporate Representatives - Jay has provided a list for corporate invitations. The list includes
mostly Washington Reps and some industry representatives (i.e. Chambers of Commerce types,
etc.). OPL also intends to do a separate breakfast briefing prior to the official event with the
President.
Non Profits/Community Development Venture Capital Grousp - We expect to invite some
members of the Community Development Tax Credit Coalition, a group that has been very supportive
of the entire New Markets Initiative, and particularly helpful on the Tax Credit. We will also make sure
that LISC is invited.
Agencies - We will obviously invite key agency staff that have been involved in moving forward the
legislation.
Others -- Any one else we should be sure to include in the Audience?
Location
There was talk today that the Residence will be closed/off limits next week and that we could not have
an event in the Rose Garden or in the East Room. I think this is a problem and I believe that Leg
Affairs would not be supportive of an event in the Roosevelt Room or the Indian Treaty Room. It
would present logistical difficult as way as the fact that it might be percieved as a slight for Members
of Congress. Remember that they did not have a role in the CEO Roundtable program and Rose
Garden Announcement of the trip in the Rose Garden this past May. We should probably insist on
Rose Garden or East Room setting.
