GOVERNOR
The President
The White House
1600 Pennsylvania Avenue
Washington, D.C. 20500
Dear Mr. President:
As co-chair of the Appalachian Regional Commission, I applaud your efforts
to attract new investments to economically distressed counties in the area.
On the day you made your initial announcement, several corporate
executives flew with you to Atlanta as a symbol of corporate support. One such
executive was Martin Grass, CEO of Rite Aid Corporation, which enjoys extensive
drug and liquor business in West Virginia.
At the very time he appeared with you in Atlanta, he announced plans to
close a distribution center in Putnam County, West Virginia, and move it to an
Enterprise Zone in the Baltimore area. This move will cost us 600 Teamster jobs. I
fail to understand the logic of his dual directions.
I solicit your help to prevent this movement of good jobs out of a depressed
region by those who claim to support new investments in these areas. I shall be glad
to work with any of your economic advisers to correct this pending problem.
Very sincerely,
Cecil H. Underwood
