On May 11, 1999, President Clinton announced that this July he will take a bipartisan delegation of Chief Executive
Officers, Members of Congress, Cabiner Secretaries and other community leaders to economically distressed
communities throughout rural and urban America The trip will be modeled after the missions that Cabinet
Secretaries and CEO's often take overseas to Identify markets that help create jobs and expand economic
development The President will travel from July 5-8 to at lesst six undeserved sreas, highlighting new
opportunities being created in these communities and making announcements with private and public sector leaders
about new commitments and innovative initiatives.
We are pleased to invite you to join Lisa Green, Senior Advisor to the National Economic Council, and other
staff members of the Administration, on June 15, at 1:00 PM at the White House in the Roosevelt Room, for a
meeting of non-profit organizations involved in community and economic development to discuss the
President's trip. We need your assistance in identifying imovative investment initiatives and community
development activities throughout the country. The agenda will include a discussion of how your organizations may
want to be involved in the President's trip and any ideas you may have regarding the President's visits to
economically distressed communities

On May 11, 1999, President Clinton announced that this July he will take 2 bipartisan delegation of Chief Executive
Officers, Members of Congress. Cabinet Secretaries and other community leaders to economically distressed
communities throughour rural and urban America. The trip will be modeled after the missions that Cabinet
Secretaries and CEO's often wke overseas to identify markets that help create jobs and expand economic
development The President will travel from July 5-8 to at least six undeserved areas, highlighting new
opportunities being created in these communities and making announcements with private and public Sector leaders
about new commitments and innovative initiarives.
We are pleased to invite you to join Lisa Green, Senior Advisor to the National Economic Council, and other
staff members of the Administration, on June 15, at 1:00 PM at the White House in the Roosevelt Room, for a
meeting of non-profit organizations involved in community and economic development to discuss the
President's mip. We need your assistance in identifying innovative investment infuatives and community
development activities throughout the country. The agenda will include 1 discussion of how your organizations may
want to be involved in the President's mp and any ideas you may have regarding the President's visits to

Officers, Members of Congress, Cabinet Secretaries and other community leaders to economically distressed
communities throughout rural and urban America. The trip will be modeled after the missions that Cabinet
Secretaries and CEO's often take overseas to identify markets that help create jobs and expand economic
development. The President will travel from July 5-8 to at least six undeserved areas, highlighting new
opportunities being created in these communities and making announcements with private and public sector leaders
about new commitments and innovative initiatives.

The National Community for Latino Leadership, (NCLL) Inc. is a coalition
of local and national leadership development programs promoting the social and
economic advancement of the Latino community through 1) the development of
Latino leaders who are ethical, responsible and accountable to Latino community
interests, and 2) the research and dissemination of Latino leadership models,
resources and best practices.
Our efforts are made possible through support from the W.K. Kellogg
Foundation and the Ford Foundation. Established in 1989, NCLL moved from
Phoenix, AZ to Washington, DC in February 1999.
Among our membership organizations are: ASPIRA, Inc.; La Casa de Don
Pedro, Inc.; the Inter-University Program for Latino Research at UCLA, Chicano
Studies Research Center; the Community Foundation of Santa Cruz County, the
National Project. Urban Fellows, Inc.; and the Southwest Voter Registration Education
These organizations along with an extensive list of affiliated leadership
programs provide the network for a dialogue among Latino leaders and others.
Our objectives are:
- To provide targeted technical assistance and programs designed to
enhance the effectiveness and impact of established and emerging
Latino leaders and organizations.
- To identify and train an effective, community-based cadre of Latino
leaders, focusing on grassroots constituencies and individuals who
are demonstratively committed to Latino community work.
- To support applied research that identifies successful and replicable
models and definitions of Latino leadership that are consistent with
NCLL's organizational goals and mission.
- To review and widely disseminate key lessons gleaned from
successful Latino leadership development efforts across the nation.
NCLL is currently initiating a number of projects. Among them are a
national survey of Latino leaders from across the civic, artistic, intellectual,
religious, and business communities; an on-line directory linking community
members to leadership development programs nationwide; a Leadership
Calendar of Events, Programs, and Conferences; and other projects such as the
development of a Leadership Glossary and Annotated Bibliography, and a
comprehensive Directory of Latino Leaders.

ALFRED RAMIREZ
Alfred Ramirez is the President of the National Community for Latino Leadership
(NCLL), Inc., a coalition of local and national leadership development programs. NCLL
promotes the social and economic advancement of the Latino community through
collaboration, research, and dissemination of knowledge.
A native of East Los Angeles, Mr. Ramirez attended New York's Columbia University,
received a bachelor's degree in political science and urban studies, then became a faculty
advisor and assistant director for admissions and minority recruitment for Columbia
University.
As a National Urban Fellow, Mr. Ramirez completed graduate courses in public
administration at Bernard M. Baruch College in New York, and was chosen as Special
Assistant to former Mayor of San Antonio, Henry Cisneros. He has also been a human
resource specialist and corporate recruiter; managing director for Inroads Los Angeles,
where he trained and developed young minority leaders; president of the 2000 Regional
Partnership, a non-profit coalition focusing on public safety, housing, environmental
growth and government accountability; and Executive Director of the Institute for
Educational Leadership's initiative, Hand in Hand: Parents, Schools and Communities
United for Kids.
Mr. Ramirez has worked for the White House as Special Assistant to the President and
Associate Director of Presidential Personnel; Senior Advisor at the Corporation for
National Service; and Executive Director of the White House Initiative on Educational
Excellence for Hispanic Americans.
Mr. Ramirez was selected by the W. K. Kellogg Foundation as a National Leadership
Fellow, and he has been recognized by Hispanic Business Magazine as one of the "100
Influential Hispanics."

The National Community for Latino Leadership, (NCLL) Inc. is a coalition
of local and national leadership development programs promoting the social and
economic advancement of the Latino community through 1) the development of
Latino leaders who are ethical, responsible and accountable to Latino community
interests, and 2) the research and dissemination of Latino leadership models,
resources and best practices.
Our efforts are made possible through support from the W.K. Kellogg
Foundation and the Ford Foundation. Established in 1989, NCLL moved from
Phoenix, AZ to Washington, DC in February 1999.
Among our membership organizations are: ASPIRA, Inc.; La Casa de Don
Pedro, Inc.; the Inter-University Program for Latino Research at UCLA, Chicano
Studies Research Center; the Community Foundation of Santa Cruz County, the
National Urban Fellows, Inc.; and the Southwest Voter Registration Education
Project.
These organizations along with an extensive list of affiliated leadership
programs provide the network for a dialogue among Latino leaders and others.
Our objectives are:
- To provide targeted technical assistance and programs designed to
enhance the effectiveness and impact of established and emerging
Latino leaders and organizations.
- To identify and train an effective, community-based cadre of Latino
leaders, focusing on grassroots constituencies and individuals who
are demonstratively committed to Latino community work.
- To support applied research that identifies successful and replicable
models and definitions of Latino leadership that are consistent with
NCLL's organizational goals and mission.
- To review and widely disseminate key lessons gleaned from
successful Latino leadership development efforts across the nation.
NCLL is currently initiating a number of projects. Among them are a
national survey of Latino leaders from across the civic, artistic, intellectual,
religious, and business communities; an on-line directory linking community
members to leadership development programs nationwide; a Leadership
Calendar of Events, Programs, and Conferences; and other projects such as the
development of a Leadership Glossary and Annotated Bibliography, and a
comprehensive Directory of Latino Leaders.

ALFRED RAMIREZ
Alfred Ramirez is the President of the National Community for Latino Leadership
(NCLL), Inc., a coalition of local and national leadership development programs. NCLL
promotes the social and economic advancement of the Latino community through
collaboration, research, and dissemination of knowledge.
A native of East Los Angeles, Mr. Ramirez attended New York's Columbia University,
received a bachelor's degree in political science and urban studies, then became a faculty
advisor and assistant director for admissions and minority recruitment for Columbia
University.
As a National Urban Fellow, Mr. Ramirez completed graduate courses in public
administration at Bernard M. Baruch College in New York, and was chosen as Special
Assistant to former Mayor of San Antonio, Henry Cisneros. He has also been a human
resource specialist and corporate recruiter; managing director for Inroads Los Angeles,
where he trained and developed young minority leaders; president of the 2000 Regional
Partnership, a non-profit coalition focusing on public safety, housing, environmental
growth and government accountability; and Executive Director of the Institute for
Educational Leadership's initiative, Hand in Hand: Parents, Schools and Communities
United for Kids.
Mr. Ramirez has worked for the White House as Special Assistant to the President and
Associate Director of Presidential Personnel; Senior Advisor at the Corporation for
National Service; and Executive Director of the White House Initiative on Educational
Excellence for Hispanic Americans.
Mr. Ramirez was selected by the W. K. Kellogg Foundation as a National Leadership
Fellow, and he has been recognized by Hispanic Business Magazine as one of the "100
Influential Hispanics."
