Having already done memoranda and charts on the broad positioning that different groups and sectors have in the health debate, I decided it would be useful to go into more detail on charts outlining the various supportive coalitions that are out there on our behalf. I have done three charts: one for business-led coalitions, one for proposed business-led coalitions, and the other for "base group" coalitions. Labor, consumer, pro-reform provider groups Tactics: 1. Co-ordinate grassroots activities in targeted districts 2. Paid advertising, primarily in targeted districts Lead Consultant: Bob Chlopak 2. Campaign for Health Security (otherwise known as single payer coalition) Goals: 1. To come as close to single payer as possible 2. To provide us with a vigorous left flank Members: 1. Our organizing around the health plan should be driven by the following baseline assumptions: 1. Our success will depend in large part on what happens in three key committees: House Ways and Means, House Energy and Commerce, and Senate Finance. 80% or more of your efforts at outreach and education should be focused on the districts of swing votes in those committees. We hope for votes in those committees by early May. 2. Legislatively, we must win some version (even if not the 80-20 split currently in our plan) of the employer mandate to achieve universal coverage: it is the linchpin around which the bill is built. We must get even the constituencies who do not have a direct stake in that issue to help us win that battle. (The best way to do that is to remind them that the things they want in the bill will not happen, because there will be no bill without an employer mandate.) 3. Our job in OPL, working with the DNC, other administration staff, and outside groups, has two basic components: educating, motivating, and energizing the groups that should be our base at the grassroots: the constituencies that gain the most from health care reform. These include labor, seniors, African-Americans, Hispanics/Latinos, women, the disability rights community, consumers, and traditional liberal Democrats. working top priority constituencies who are the "swing voters" in this campaign: seniors business (both large and small) health care providers If we do these two broad things well over the next ten weeks, at the targeted district/state level. we will have made a huge contribution to winning the health reform fight. Structurally, in order to help keep us focused on those two goals, I would like to begin weekly meetings of two new inter-departmental staff teams (in addition to the business team we already have): The base: Alexis, me, Doris, Debbie, Ben, Suzanna, Joe Velasquez, Heather Booth, Minyon Moore, Polly Baca. Seniors: Alexis, me, Debbie, Fernando and his staff, Sara Ehrman, Heather Booth. There are four major activities that I would like to see OPL do in the next ten weeks around those two broad goals: 1. Constituency Lunches With the President. Both the seniors brunch and the physicians event we did in December were successful on many different levels, as have been the on- going series of CEO lunches. I am strongly recommending to Harold Ickes and the health care team that in addition to continuing to do frequent CEO lunches, that we do several other group leaders lunches (or breakfasts or brunches) on health care, including: -- consumer groups African American leaders -- disease groups -- church leaders -- labor leaders -- disability group leaders 2. District or State Opinion Leader Meetings. The proposed schedule is attached. 3. Constituency Briefings. Obviously, this is what we do all the time. Again I would remind people to focus invited for your briefings from targeted states and districts. I would like to have a comprehensive calendar of such briefings developed by our office. 4. Strategy Sessions. I will be running a series of strategy sessions with outside groups. There will be three types of strategy meetings: general meetings, where I invite the broader coalition that is with us. These will happen every 2-3 weeks. We have already done one of these and it was fairly successful. provisional meetings, where I bring together groups that care about a given provision in the bill (i.e. mental health, employer mandate, etc.) I plan to do nine of these in the next couple of weeks. constituency focused meetings, where I bring in all of the key groups from a given constituency for a strategy session on their issues in the health bill. Right now, I am only doing this with seniors groups, but if any of you wants to schedule such meetings with a constituency you work with, I would encourage it. Debbie will make sure everyone gets a list of when these various meetings are scheduled so that you can attend any of them you want. We want to combine these four kinds of events into a comprehensive calendar for OPL that we can give to the White House health care team. We have taken into consideration the targets which Mike laid out in our meeting last week. I. FRIENDS AND SUPPORTERS A series of 8 White House briefings geared to small business friends and supporters in key states. The briefings will be conducted by Erskine Bowles and are as follows: Thursday, March 3 Pennsylvania Monday, March 7 Virginia and Connecticut Thursday, March 17 New York and New Jersey Thursday, March 24 Arkansas Thursday, March 31 California Thursday, April 7 Oklahoma and Kansas Thursday, April 14 Texas Thursday, April 21 Michigan and Wisconsin II. STATE OPINION LEADERS We will plug the following types of people into OPL's overall state opinion leader series: * Local Chamber of Commerce presidents * Board members, lay leaders, and chapter presidents of associations who are supportive or have high membership in that region * Members of supportive associations including those we have recently met with (see attached list of 40 associations) III. TRADE ASSOCIATIONS We will continue to bring in groupings of trade association presidents/representatives to meet with Erskine Bowles as well as Glenn Hutchins. IV. ERSKINE BOWLES DISTRICT VISITS Erskine Bowles is traveling to a district a week. We have discussed with SBA the possibility of incorporating a meeting of friends and supporters to each of these district visits. V.
