PARTICIPANTS:
Central and Eastern European-American community
leaders including Albanian, Croatian, Czech,
Estonian, Macedonian, Hungarian, Latvian,
Lithuanian, Polish, Romanian, Slovakian, and
Slovenian-Americans.
This group is made up of individuals who
participated in the Little Rock ethnic discussion
during the President's campaign, individuals who
attended the Milwaukee meetings last January, some
individuals from the Cleveland area recommended by
the Mayor's office and other friends of the
Administration, and new found organization and
community leaders who represent a large
constituency or we thought would add to the
productiveness of the meeting.

PURPOSE:
To garner support and foster a better
understanding amongst American ethnics of the
Administration's efforts to aid Central and
Eastern Europe.
BACKGROUND:
This Roundtable Meeting is part of the White
House's ongoing effort to reach out to Ethnic-
Americans. Inviting these community leaders to a
Roundtable Meeting serves to underscore the
importance we place on their input and
participation in this Administration.
The meeting is a continuation of a dialogue we
have been encouraging over the past year and is a
logical follow-up to the very successful Milwaukee
meetings held on January 5 and 6, 1994 with the
Vice President, Sandy Berger and Alexis Herman.
Leaders of the Polish, Hungarian, Czech and
Slovak-American communities used that occasion,
just prior to the President's first Europe trip,
to express concerns about our approach toward CEE,
specifically their fear that we were conducting a
"Russia first" policy. Sandy Berger and Alexis
Herman spent over three hours with them, going
through the logic of the Partnership for Peace.
Meeting the next day with the Vice President, the
group was much relieved with our position on an
evolutionary approach to NATO membership for the
Visegrad countries. The time and candid
conversation built allot of good will.
Other events over the past year include:

Slovak-American leaders with the President,
Sandy Berger and Strobe Talbott in March 1994

Baltic-American leaders participated in the
President's trip to Rega, Latvia in July 1994

Polish-American leaders participated in the
President's trip to Poland in July 1994
*
Ambassador Madeleine Albright delivered an
Address and met with Polish-American leaders
in Buffalo in October 1994
*
Various organizations came to the White House
for briefings and met with National Security
Council staff.
We would like to focus the discussion on economic
and security issues that transcend the entire
region of Central and Eastern Europe. Issues we
expect to be brought up include:

and Eastern Europe

Resurgence of Russian nationalism
*
Extension of NATO/Partnership for Peace
*
Administration response to human rights
violations
*
An emphasis on education and training in
addition to investment and development
Specific issues which may arise include:

Bosnia and Croatia (ie: territorial
integrity)

World Bank/IMF Loans for reconstruction

Presence of former communist leaders in
"Reform" governments (ie: Romania)

PARTICIPANTS
Mr. Leonard Baldyga, Washington, DC (Polish-American)
Leonard Baldyga is a retired USIA foreign service career minister. He has been
decorated by President Lech Walesa for more than 30 years of work in supporting
exchanges between Poland and the United States. Mr. Baldyga is a supporter and
member of the Democratic National Committee. He currently serves as a consultant for
the International Research and Exchanges Board.
Dr. Carl Benutti, Cleveland, Ohio (Slovenian-American)
Carl Benutti serves as the Honorary Consul for the Republic of Slovenia. He has been a
long time leader in the Cleveland ethnic community. Through the years he has been
involved in both foreign and domestic ethnic issues.
Mr. Joseph Brigich, Pittsburgh, Pennsylvania (Croatian-American)
Joe Brigich is Vice President of the Croatian Fraternal Union of America (CFU), the
largest member organization of Croatian-Americans with 100,000 members. Mr. Brigich
is a former Democratic committeeman and a long time active community member. Also,
President of the local CFU lodge, he is well respected and has been honored in his local
community as "man of the year."
Ms. Ingrida Bublys, Cleveland, Ohio (Lithuanian-American)
Ingrida Bublys is President of her own firm, IB Communications. Ms. Bublys' firm
conducts trade with Lithuania.
Mr. James M. Craciun, Cleveland, Ohio (Romanian-American)
James Craciun is American President of the World Union of Free Romanians. He is a
strong supporter of a free and Democratic Romania. Jim Craciun is very supportive of
the President's efforts to promote trade and investment through this White House
Conference. He comes to us highly recommended by Mayor White's office in Cleveland.
Mr. George Dozsa, New Brunswick, New Jersey (Hungarian-American)
George Dozsa is President of the Hungarian Reformed Federation of America, a fraternal
life insurance society established in 1896. Mr. Dozsa is an active member of the New
Brunswick and Middlesex County Democratic Hungarian-American community.
Mr. Joseph C. Evanish, Imperial, Pennsylvania (Slovenian-American)
Joe Evanish is President of the Slovene National Benefit Society, the largest Slovenian-
American fraternal with 30,000 members.
Mr. Joseph S. Fornal, Westlake, Ohio (Polish-American)
Joe Fornal is President of the Cleveland Society of Polish Americans. Mr. Fornal was
recommended by Mayor White's office.
Ms. Stefanie Frease, Seattle, Washington (Croatian and Serbian-American)
Stefanie Frease has worked, since 1992, in the former Yugoslavia as a field officer with
the International Rescue Committee. She is a descendant of Yugoslav immigrants (her
grandfather was Serbian, her grandmother Croatian). Ms. Frease spent time in Zagreb,
where she helped establish a knitting project for 600 Muslim and Croat refugee women,
arranging to pay them for making woolens for children. Last June, Frease moved to
Sarajevo, where she organized sports programs for teens. At the age of 30, she is on
medical leave healing from a burn accident suffered in Sarajevo.
Mr. Skender Ghilaga, New York, New York (Albanian-American)
Skender Ghilaga is Director, International Operations for Syska and Hennessy, Inc. He is
responsible for international projects in development, engineering and construction.
Mr. Laszlo Hamos, New York, New York (Hungarian-American)
Laszlo Hamos is President of Hungarian Human Rights Foundation. He participated in
last January's Milwaukee meeting. Mr. Hamos is well known among human rights
activists. His organization encourages Hungarians to come to the United States to gain
democratic political experience.
Dr. Edward Keshock, Cleveland, Ohio (Slovak-American)
Edward Keshock is a Professor of Mechanical Engineering at Cleveland State University
and President of the Cleveland-Bratislava Sister Cities Organization. Dr. Keshock is
serving as Host for the Slovak Delegation for the Conference.
Mr. Frank Koszorus, Washington, DC (Hungarian-American)
Frank Koszorus is President of the Hungarian American Federation of Metropolitan
Washington, DC. Mr. Koszorus is an attorney. His father was a much-honored military
figure who gained popularity for his intervention to block an attempted Nazi coup during
World War II, and who later was forced to flee to the United States in the face of the
Nazi and Communist regimes.
Ms. Edith K. Lauer, Shaker Heights, Ohio (Hungarian-American)
Edith Lauer is President of the Hungarian American Coalition, an organization established
3 years ago as a channel for the more progressive Hungarian-American community. She
has a history of volunteer service and community involvement. Ms. Lauer participated in
the Milwaukee meetings, since that time we have built a strong relationship with her and
her organization.
Mr. Jaan Mannik, Toledo, Ohio (Estonian-American)
Jaan Mannik is President of Mannik & Smith, a civil engineering firm. Mr. Mannik
immigrated to the United States from Estonia in 1950. Mr. Mannik is a Democrat and
active in local politics.
Mr. Melchior Masina, Hobart, Indiana (Croatian-American)
Melchior Masina is National President of the Croatian Catholic Union of the USA and
Canada, a fraternal organization of 10,000 members. He immigrated to the United States
from Croatia in 1970. Mel Masina is a respected leader in the Croatian-American
community. He is very supportive of the President's efforts shown through this
Conference.
Mr. Frank Nauratil, University Heights, Ohio (Czech-American)
Frank Nauratil is Dean of the School of Business, John Caroll University. Mr. Nauratil
was the leader of a USIA funded program that brought 15 Czech managers to Cleveland
to study American business practices in 1992. He is originally from Nebraska, one of the
largest Czech communities in the country.
Mr. Jan Nowak, Annandale, Virginia (Polish-American)
Jan Nowak is the National Director of the Polish American Congress. Mr. Nowak is a
retired government employee who remains active in Polish-American issues and maintains
strong ties to Poland.
Mr. Romuald Panfil, Parma, Ohio (Polish-American)
Romuald Panfil is President, local ouncil #6 of the Polish National Alliance. Mr. Panfil
was recommended by Mayor White's office.
Mr. Pando Pappas, Oregon, Ohio (Macedonian-American)
Pando Pappas is founder and President of the Bulgarian-Macedonian Cultural Society.
Mr. Pappas is a former Democratic Councilman and Vice-Mayor of Oregon, Ohio. He
was appointed by President Carter as the midwest delegate to the President's Commission
on Ethnic Affairs.
Mr. John Pikarski, Chicago, Illinois (Polish-American)
John Pikarski is a Boardmember of the National Advocate's Society, an organization of
Polish-American attorneys. He was the former Chair of Polish-Americans for
Clinton/Gore. Mr. Pikarski participated in the Milwaukee meetings and traveled to
Poland in July with the President.
Mr. George J. Pogan, Chagrin Falls, Ohio (Hungarian-American)
George Pogan is President of the Cleveland Hungarian Development Panel. Mr. Pogan is
health care consultant with 30 years of experience. He has traveled extensively in
Hungary and has met with the medical leadership of over 35 Hungarian hospitals, clinics
and institutes. Mr. Pogan is supportive of the Administration's health care reform efforts.
Mr. Algirdas Rimas, Arlington, Virginia (Lithuanian-American)
Algirdas Rimas is Chairman, Economic Affairs Council of the Lithuanian-American
Community, Inc. Born in Lithuania, he emigrated as a child refugee to the United States.
He is a former U.S. Army infantry lieutenant and former U.S. foreign service officer.
Mr. Steve Rukavina, Washington, DC (Croatian-American)
Steve Rukavina is National Treasurer of the National Federation of Croatian Americans.
Mr. Rukavina is a Democratic activist, a former congressional aide and former campaign
press secretary for Presidential candidates Carter, Dukakis and Mondale.
Mrs. Silvija Rutenberga, Painesville, Ohio (Latvian-American)
Silvija Rutenberga is a member of the Board of Directors, American Latvian Association.
Mrs. Rutenberga is the Director of the Cleveland Latvian School and serves on the board
of the Latvian Society of Cleveland.
Mr. Armand A. Scala, McLean, Virginia (Romanian-American)
Armand Scala is the President and co-founder of the Congress of Romanian Americans.
Mr. Juhan Simonson, Lakewood, New Jersey (Estonian-American)
Juhan Simonson is President of the Estonian American National Council. He was born in
Estonia and fled with his parents before the Soviet takeover in 1944. He is currently
involved in promoting contacts between the U.S. and Estonia and seeking humanitarian
and technical assistance to Estonia. Mr. Simonson was amongst the Baltic-Americans to
join President Clinton in Rega, Latvia this past July.
Honorable Peter S. Ujvagi, Toledo, Ohio (Hungarian-American)
Peter Ujvagi is a Toledo Democratic City Council Member and is involved in a sister city
project between Toledo and Hungary. He has been involved in our ethnic outreach
efforts since the Little Rock campaign days and has become trusted member of our ethnic
working group. Mr. Ujvagi attended the Milwaukee meeting and has been key in putting
together this meeting. Mr. Ujvagi's involvement in ethnic community issues goes back to
the work of Father Geno Baroni and the urban ethnic movement of the 1970's.
Mr. Donald V. Versen, Sr., Chicago, Illinois (Polish-American)
Donald Versen is President of the Columbia National Bank, a bank serving mostly the
Polish-American neighborhoods of Chicago. Mr. Versen participated in the Milwaukee
meetings last January and traveled to Poland in July with the President. Mr. Versen was
recently appointed to the Board of the Polish-American Enterprise Fund. He is very
supportive of the President and grateful for the opportunity to serve the Administration.

participate in the White House Conference on Trade and
Investment in Central and Eastern Europe to be held in
Cleveland, Ohio on January 12 and 13, 1995. Because of your
involvement as a community leader in issues related to Central

leaders from Albania, Bosnia-Herzegovina, Bulgaria, Croatia, the

On behalf of President Clinton, I want to thank you for making
arrangements to join us in Cleveland for the White House
Conference on Trade and Investment in Central and Eastern Europe
this Thursday, January 12 and Friday, January 13, 1995.
In addition to the official conference activities, we would like
to invite you to participate in a Roundtable Meeting with Senior
Administration officials. The purpose of this meeting is to
provide an opportunity for representatives of Central and
Eastern European-American ethnic communities to discuss U.S.
policy toward Central and Eastern Europe with Administration
officials.
The Roundtable Meeting is scheduled for Thursday, January 12
from 3:00pm - 5:00pm in the Van Aken Room, 4th Floor of the
Stouffer Renaissance Cleveland Hotel. We ask that you plan to
be in the Van Aken Room by 2:45pm so that we can begin the
meeting promptly at 3:00pm.
Alexis Herman, Assistant to the President and Director of Public
Liaison will lead the discussion. She will be joined by
Secretary of Commerce, Ronald Brown and Assistant Secretary of
State for European and Canadian Affairs, Richard Holbrooke.
Approximately 25 community leaders will participate.
We hope you will come prepared to participate in a dialogue on
both economic and security issues. To help us frame the agenda
for the meeting, please provide a brief explanation of the
issue (s) of most concern to members of your community regarding
Central and Eastern European policy. If you have specific
issues you would like raised in the meeting, please let us know
in advance so that we can plan the best use of the two hour
meeting time. Due to the limited meeting time, if you have any
extended recommendations, please provide them in writing. You
can fax your comments and suggestions to me at (202) 456-6218.
You are registered as an observer for the entire conference.
Upon arrival in Cleveland, you should pick up your registration

Update on Cleveland Constituent Briefings
I. TIME/LOCATION
The Briefing call time is 11am. The briefings will run from
11:25 - 12:30. An optional POTUS drop-by is scheduled from
12:35-12:50. The Briefings will be held in the Severance room at
the Stouffer Renaissance.
II. BRIEFERS
The following individuals have been contacted and have agreed to
participate in the briefings: Secretary Ron Brown; Ruth Harkin of
OPIC; Ken Brody of the Export-Import Bank; and Erskine Bowles and
Steve Ricchetti. Marsha has asked the participants to give
informal presentations on what they do in Washington and how
their work benefits the Ohio economy. There will not be a
political component to the briefings. The briefings will be non-
partisan.
III. INVITED GUESTS
Marsha and I have Worked with Linda Moore, IGA and Marilyn
DiGiacobbe to come up with an invite list of approximately 130
people, with an expectation that 110 people will attend. The
list is a combination of early supporters, OPL constituents, and
both Democratic and Republican electeds. The calls are in
progress and should be completed by Thursday morning. At that
time I should have a final list which I will forward to you.

Purpose
To acknowledge the input and participation of ethnic community leaders in the
Administration's work, particularly the Administration's efforts to aid Central and
Eastern Europe.
II.
Background
We invited a group of Central and Eastern European-American community leaders
including Albanian, Croatian, Czech, Estonian, Macedonian, Hungarian, Latvian,
Lithuanian, Polish, Romanian, Slovakian and Slovenian-Americans to participate as
"Observers" at this Conference. The group of thirty-one community leaders includes
individuals who participated in the Little Rock ethnic discussion during your campaign,
individuals who attended the Milwaukee meetings last January, others from the Cleveland
area recommended by the Mayor's office and other friends of the Administration, and
new found organization and community leaders who represent large constituencies or who
have a history of involvement in the issues of Central and Eastern Europe.
The ethnic leaders were also invited to participate in a Roundtable meeting with Senior
Administration Officials on Thursday afternoon. Alexis Herman moderated this
discussion focused on economic and security issues of Central and Eastern Europe.
Secretary Ron Brown, Ambassador Richard Holbrooke, Nick Burns and Dan Fried laid
out the policies of our Administration, fielded questions, and engaged in a very
productive dialogue for over two hours. The Roundtable meeting was meant to help
garner support and foster a better understanding amongst American ethnics of the
Administration's efforts to aid Central and Eastern Europe.
Overall, NATO and European security where the issues of most concern to the
participants. Individual country concerns where raised ie: Hungarian minorities,
Albanian Enterprise Fund, Romanian treatment of Hungarian minority, the Bosnian issue.
Chechnya was not raised directly, but was referred to in a context of overall concerns
about Russia. The most distinguished participant, Jan Nowak, said our initial silence on
Chechnya was troubling, but that we had corrected it recently which had pleased him.
The Roundtable meeting is part of our ongoing effort to reach out to ethnic-americans.
Inviting these community leaders to the Conference and Roundtable serves to underscore
the importance we place on their input and participation in this Administration.
It is a continuation of a dialogue we have been encouraging over the past year
and is a logical follow-up to the very successful Milwaukee meetings held on January 5
and 6, 1994 with the Vice President, Alexis Herman and Sandy Berger. Other events
over the past year include:

National Security Council staff.

Mr. Leonard Baldyga, Washington, DC (Polish-American)
Leonard Baldyga is a retired USIA foreign service career minister. He has been
decorated by President Lech Walesa for more than 30 years of work in supporting
exchanges between Poland and the United States. Mr. Baldyga is a supporter and
member of the Democratic National Committee. He currently serves as a consultant for
the International Research and Exchanges Board.
Dr. Carl Benutti, Cleveland, Ohio (Slovenian-American)
Carl Benutti serves as the Honorary Consul for the Republic of Slovenia. He has been a
long time leader in the Cleveland ethnic community. Through the years he has been
involved in both foreign and domestic ethnic issues.
Mr. Joseph Brigich, Pittsburgh, Pennsylvania (Croatian-American)
Joe Brigich is Vice President of the Croatian Fraternal Union of America (CFU), the
largest member organization of Croatian-Americans with 100,000 members. Mr. Brigich
is a former Democratic committeeman and a long time active community member. Also,
President of the local CFU lodge, he is well respected and has been honored in his local
community as "man of the year."
Ms. Ingrida Bublys, Cleveland, Ohio (Lithuanian-American)
Ingrida Bublys is President of her own firm, IB Communications Ms. Bublys' firm
conducts trade with Lithuania.
Mr. James M. Craciun, Cleveland, Ohio (Romanian-American)
James Craciun is American President of the World Union of Free Romanians. He is a
strong supporter of a free and Democratic Romania. Jim Craciun is very supportive of
the President's efforts to promote trade and investment through this White House
Conference. He comes to us highly recommended by Mayor White's office in Cleveland.
Mr. George Dozsa, New Brunswick, New Jersey (Hungarian-American)
George Dozsa is President of the Hungarian Reformed Federation of America, a fraternal
life insurance society established in 1896. Mr. Dozsa is an active member of the New
Brunswick and Middlesex County Democratic Hungarian-American community.
Mr. Joseph C. Evanish, Imperial, Pennsylvania (Slovenian-American)
Joe Evanish is President of the Slovene National Benefit Society, the largest Slovenian-
American fraternal with 30,000 members.
Mr. Joseph S. Fornal, Westlake, Ohio (Polish-American)
Joe Fornal is President of the Cleveland Society of Polish Americans. Mr. Fornal was
recommended by Mayor White's office.
Ms. Stefanie Frease, Seattle, Washington (Croatian and Serbian-American)
Stefanie Frease has worked, since 1992, in the former Yugoslavia as a field officer with
the International Rescue Committee. She is a descendant of Yugoslav immigrants (her
grandfather was Serbian, her grandmother Croatian). Ms. Frease spent time in Zagreb,
where she helped establish a knitting project for 600 Muslim and Croat refugee women,
arranging to pay them for making woolens for children. Last June, Frease moved to
Sarajevo, where she organized sports programs for teens. At the age of 30, she is on
medical leave healing from a burn accident suffered in Sarajevo.
Mr. Skender Ghilaga, New York, New York (Albanian-American)
Skender Ghilaga is Director. International Operations for Syska and Hennessy, Inc. He is
responsible for international projects in development, engineering and construction
Mr. Laszlo Hamos, New York, New York (Hungarian-American)
Laszlo Hamos is President of Hungarian Human Rights Foundation. He participated in
last January's Milwaukee meeting. Mr. Hamos is well known among human rights
activists. His organization encourages Hungarians to come to the United States to gain
democratic political experience
Dr. Edward Keshock, Cleveland, Ohio (Slovak-American)
Edward Keshock is a Professor of Mechanical Engineering at Cleveland State University
and President of the Cleveland-Bratislava Sister Cities Organization. Dr. Keshock is
serving as Host for the Slovak Delegation for the Conference.
Mr. Frank Koszorus, Washington, DC (Hungarian-American)
Frank Koszorus is President of the Hungarian American Federation of Metropolitan
Washington, DC. Mr. Koszorus is an attorney. His father was a much-honored military
figure who gained popularity for his intervention to block an attempted Nazi coup during
World War II, and who later was forced to flee to the United States in the face of the
Nazi and Communist regimes.
Ms. Edith K. Lauer, Shaker Heights, Ohio (Hungarian-American)
Edith Lauer is President of the Hungarian American Coalition, an organization established
3 years ago as a channel for the more progressive Hungarian-American community. She
has a history of volunteer service and community involvement. Ms. Lauer participated in
the Milwaukee meetings, since that time we have built a strong relationship with her and
her organization.
Mr. Jaan Mannik, Toledo, Ohio (Estonian-American)
Jaan Mannik is President of Mannik & Smith, a civil engineering firm. Mr. Mannik
immigrated to the United States from Estonia in 1950. Mr. Mannik is a Democrat and
active in local politics.
Mr. Melchior Masina, Hobart, Indiana (Croatian-American)
Melchior Masina is National President of the Croatian Catholic Union of the USA and
Canada, a fraternal organization of 10,000 members. He immigrated to the United States
from Croatia in 1970. Mel Masina is a respected leader in the Croatian-American
community. He is very supportive of the President's efforts shown through this
Conference.
Mr. Frank Nauratil, University Heights, Ohio (Czech-American)
Frank Nauratil is Dean of the School of Business, John Caroll University. Mr. Nauratil
was the leader of a USIA funded program that brought 15 Czech managers to Cleveland
to study American business practices in 1992. Ha is originally from Nebraska, one of the
largest Czech communities in the country.
Mr. Jan Nowak, Annandale, Virginia (Polish-American)
Jan Nowak is the National Director of the Polish American Congress. Mr. Nowak is a
retired government employee who remains active in Polish-American issues and maintains
strong ties to Poland.
Mr. Romuald Panfil, Parma, Ohio (Polish-American)
Romuald Panfil is President, local ouncil #6 of the Polish National Alliance. Mr. Panfil
was recommended by Mayor White's office.
Mr. Pando Pappas, Oregon, Ohio (Macedonian-American)
Pando Pappas is founder and President of the Bulgarian-Macedonian Cultural Society.
Mr. Pappas is a former Democratic Councilman and Vice-Mayor of Oregon, Ohio. He
was appointed by President Carter as the midwest delegate to the President's Commission
on Ethnic Affairs.
Mr. John Pikarski, Chicago, Illinois (Polish-American)
John Pikarski is a Boardmember of the National Advocate's Society, an organization of
Polish-American attorneys. He was the former Chair of Polish-Americans for
Clinton/Gore. Mr. Pikarski participated in the Milwaukee meetings and traveled to
Poland in July with the President.
Mr. George J. Pogan, Chagrin Falls, Ohio (Hungarian-American)
George Pogan is President of the Cleveland Hungarian Development Panel. Mr. Pogan is
health care consultant with 30 years of experience He has traveled extensively in
Hungary and has met with the medical leadership of over 35 Hungarian hospitals, clinics
and institutes. Mr. Pogan is supportive of the Administration's health care reform efforts.
Mr. Algirdas Rimas, Arlington, Virginia (Lithuanian-American)
Algirdas Rimas is Chairman, Economic Affairs Council of the Lithuanian-American
Community, Inc. Bom in Lithuania, he emigrated as a child refugee to the United States.
He is a former U.S. Army infantry lieutenant and former U.S. foreign service officer.
Mr. Steve Rukavina, Washington, DC (Croatian-American)
Steve Rukavina is National Treasurer of the National Federation of Croatian Americans.
Mr. Rukavina is a Democratic activist, a former congressional aide and former campaign
press secretary for Presidential candidates Carter, Dukakis and Mondale.
Mrs. Silvija Rutenberga, Painesville, Ohio (Latvian-American)
Silvija Rutenberga is a member of the Board of Directors, American Latvian Association.
Mrs. Rutenberga is the Director of the Cleveland Latvian School and serves on the board
of the Latvian Society of Cleveland.
Mr. Armand A. Scala, McLean, Virginia (Romanian-American)
Armand Scala is the President and co-founder of the Congress of Romanian Americans.
Mr. Juhan Simonson, Lakewood, New Jersey (Estonian-American)
Juhan Simonson is President of the Estonian American National Council. He was born in
Estonia and fled with his parents before the Soviet takeover in 1944. He is currently
involved in promoting contacts between the U.S. and Estonia and seeking humanitarian
and technical assistance to Estonia. Mr. Simonson was amongst the Baltic-Americans to
join President Clinton in Rega, Latvia this past July.
Honorable Peter S. Ujvagi, Toledo, Ohio (Hungarian-American)
Peter Ujvagi is a Toledo Democratic City Council Member and is involved in a sister city
project between Toledo and Hungary. He has been involved in our ethnic outreach
efforts since the Little Rock campaign days and has become trusted member of our ethnic
working group. Mr. Ujvagi attended the Milwaukee meeting and has been key in putting
together this meeting. Mr. Ujvagi's involvement in ethnic community issues goes back to
the work of Father Geno Baroni and the urban ethnic movement of the 1970's.
Mr. Donald V. Versen, Sr., Chicago, Illinois (Polish-American)
Donald Versen is President of the Columbia National Bank, a bank serving mostly the
Polish-American neighborhoods of Chicago. Mr. Versen participated in the Milwaukee
meetings last January and traveled to Poland in July with the President. Mr. Versen was
recently appointed to the Board of the Polish-American Enterprise Fund. He is very
supportive of the President and grateful for the opportunity to serve the Administration

Vicki Mongiardo is a former aide and ethnic community liaison for President
Carter. Ms. Mongiardo worked with Monsignor Geno Baroni on the urban ethnic
agenda of the '70s and is a former Catholic nun. She has been a trusted advisor
and key to our efforts in conducting outreach to the ethnic communities.
Ms. Zenka Gast, New York, New York (Croatian-American)
Zenka Gast is an executive with Conweld Company, a company specializing in
bridge building. She is very well connected in the Croatian-American community
and Croatia.
Talking Points:
U.S. committed to integration of CEE democracies with the West.
This conference advances economic integration: trade, investment, good for U.S., good
for region.
My Administration has started process of NATO expansion. Proud of U.S. lead,
commitment to Central European stability and security. This year, NATO will examine
the "why" and "how" of expansion; will discuss this with CEE and Russia, too.
Will consult with CEE's as well as allies as we consider next steps.
Russian reform and democracy in American and CEE interests. U.S. realistic about
obstacles to Russian reform, weight of the past. Will keep fighting for reform without
sacrificing CEE interests.
I value the dialogue with your communities, it helps us by testing our assumptions,
bringing in fresh perspective. We'll keep it up.

On the attached schedule I proposed two receptions. The smaller
reception is the suggestion of both Jim Lyons and Mike Driver.
Lyons has also spoken with Bruce Lindsay and John Emerson about
this. The smaller group (15-20 people) would consist of both old
and new supporters who will be a significant help to the
President in the reelection campaign. People like Norm
Brownstein, Merle Chambers (co-chaired October 1992, million
dollar day luncheon) and Ralph Peterson, (significant contributor
to Governor Roemer Campaign and Chaired 1994 WH Conference on
Science and Technology). None would attend without a strong
commitment to be helpful. The other reception would be a larger
group of supporters.

Happy holidays. All my best to you and your family.
I called your office last week to see if we could get together to
have lunch this week. I am in a bind that hopefully you can help
me with. At a minimum, any advice you might have would be
greatly appreciated.
I am about to be moved from my current position as Deputy
Assistant Secretary for OSHA and probably assigned to the Office
of Policy. The timing and the exact nature of the job has yet to
be defined, but my replacement from the Hill has been hired and I
am seeing Tim Barnacle this week to discuss my future. According
to Tom Glynn and everyone else that I know of, I am not being
moved because of the quality of my work but because my boss no
longer feels that I can provide him with the counsel he feel he
needs. Its more complicated than that, but the result is the
same -- I am odd man out and find myself in the untenable
position of looking for a job.
Needless to say my current situation is somewhat disconcerting,
and I am at a loss about what I should do. This move is not
something that I welcome but I need a job and may have no choice
but to go along with it. If placed in Policy, I will continue to
work as hard as I can for this Administration, and be a team
player. However, going to Policy is like returning to where I
was during the Carter Administration and I can't help but wonder
if there is something else that I might be able to do that makes
use of my skills and talents.
I have talked to several senior minority and hispanic appointees
in the department about my situation. One proposal which they
would enthusiastically support is for Reich to promote me to the
position of Associate Deputy Secretary to advise him on minority
and hispanic issues, help communicate the Department's
accomplishments and message to these communities, and begin to
build support for the Administration for the '96 election. Steve

Rosenthal currently holds such a position on behalf of the
unions.
Admittedly, such a job would be different from positions I have
held previously, but as we have discussed previously this needs
to be done. I have not been bashful about taking on challenges
in the past and wouldn't mind giving it a shot assuming that I
can't better serve Bill Clinton in some other capacity. More
importantly, this idea has not yet been broached with Tom Glynn
or the Secretary who might not be amenable. I would very much
appreciate hearing your thoughts on this proposal or ways that
you might be able to help orchestrate. Any suggestions you might
have about other ways that I could serve this administration (or
positions that I could fill in the public or private sector)
would also be most welcomed. I sent a copy of this letter to
Alexis but she is probabably away for the holidays.

annual operating budget of over $300 million. Directs OSHA's technical support

As this city and our new mayor prepare to meet broad and critical challenges, our citizens are
