As per our telephone conversation of today, I am forwarding the
information we sent to Col. Gil Coronado, but unfortunately has
been misplaced, along with our letter to him of July 26, 1993.
The two issues we are addressing: The Armed Forces Expeditionary
Medal (Cuba, October 1962-May 1963) for those Cubans who served
in the U.S. Armed Forces during the Cuban Missile Crisis and a
plan for Humanitarian Aid to Cuba Post-Castro are very important
to the Cuban-American Community in the U.S. we are enclosing two
binders with information for your perusal, which you are free to
pass along to the appropiate officials as you see fit.
A confidential meeting with our Commander-in-Chief to further
discuss these two issues is extremely important. The Cuban-
American Veterans are highly respected by our community;
therefore, we could play a very positive and significant role in
the relationship of the President with this sector of the
American public which is well known for its work ethic, love for
freedom and loyalty to its true friends.

AGRADECIMIENTO AL PUEBLO AMERICANO
El Consejo Revolucionario de Cuba tuvo la feliz iniciativa de señalar eldía 22
de Febrero próximo como DIA DE GRACIAS AL PUEBLO NORTEAMERICANO, eli-
giendo esa fecha por ser el natalicio del Primer Ciudadano de esta Nación, el gran li-
bertador George Washington. Cuba demostrará, pues, su gratitud al gran pueblo estado-
unidense en ese día, por la forma tan generosa en que hemos sido acogidos en esta na-
ción, al huir de la barbarie comunista.
Varios actos se celebrarán en diversos lugares de los EE. UU., organizados
por un Comité Central, formado por Delegados de las Organizaciones que integran el
Consejo, y de otros sectores del exilio que han querido sumarse a esta iniciativa que
no tiene carácter partidarista ya la cual han sido invitados a colaborar todos los que
deseen testimoniar su gratitud a este gran pueblo hermano.
En Washington se han programado varios actos que presidirá el Dr. José Miró
Cardona, y a los que concurrirá también el Dr. Manuel A. de Varona, Director de Re-
laciones Públicas del Consejo, así como otros integrantes del mismo. Entre esos ac-
tos está la colocación de una ofrenda floral en la tumba de George Washington, en
Mount Vernon. También se colocará otra ofrenda floral en el acto en que se dedicará
el homenaje, al cual concurrirán representaciones oficiales de los Estados Unidos.

día en que tuvo inicio la gesta li bertaria que nos hizo nación independiente y sobe-

Dear Senator Mack:
We the undersigned, past members of the Armed Forces of the
United States of America who answered the U.S. call to arms
during the Cuban-Missile Crisis in October 1962, humbly request
your help, support and assistance in order to obtain the
necessary recognition from the Senate and Congress of the United
States of America and to be awarded the Armed Forces
Expeditionary Medal.
The great majority of the Cubans who served in the army at that
time had only refugee status and by volunteering into the Armed
forces we and our families back in Cuba, became immediate
targets for persecution by the Castro Regime. Nevertheless we,
who proudly volunteer into the Armed Forces, had only one goal
in mind; to Fight for Freedom and Democracy shoulder to shoulder
with other American Units against one common enemy, in the
spirit and tradition of great men, as Washington, Lincoln,
Grant, Lee, Eisenhower, Patton, and many others.
It is known, that the Armed Forces Expeditionary Medal for the
Cuban-Missile crisis was awarded to a number of units of the
Armed Forces. We, the Cuban-Americans who made up the Cuban
Unit During the Missile crisis (October 62- June 1963) deserve
to share the recognition.
In the past, the United States has recognized and awarded such
efforts. The Filipino Units which fought with the U.S. Armed
Forces against the Japanese Invasion during WWII are a perfect
example.
Many of the members of the Cuban Unit, later complemented by
returning 2506 Brigade soldiers from Cuban jails went on to
serve the United States in Vietnam, Central America, Europe,
etc.
Some of them are still active, such as Brig. General Eneido
Oliva; others died, as Capt. Felix Sosa Camejo (Vietnam).

The Cuban Unit that was organized for the Liberation of Cuba,
was instructed since the first day the use of weapons, and it
was only after the end of the crisis, that it began regular army
training of marching, military courtesy, etc.
Also our unit, was distinguished from regular U.S. Units, by our
serial numbers. Which all began with the initials, UC instead
of US.
We Free Cuban-Americans, veterans of the missile crisis, and who
have lived in Freedom in the United States, have and always be
unconditionally committed to the defense and preservation of
Democracy and the Constitutional value of the United Stated of
America.
Almost 30 years have elapsed since crisis and we still feel very
proud of the historical moment, when we answered the call of the
United States and volunteer to serve in its Armed Forces.

Armed Forces Expeditionary Medal to be awarded to Cuban veterans
who served our country during the Cuban missile crisis.
As you know, I have always been supportive of our veterans.
I realize that our veterans have sacrificed their lives for freedom
and democracy and that some have been denied the benefits and
honors which they deserve.
However, you need to elaborate more on the facts pertaining
to the situation. In your letter, you stated that your unit "was
distinguished from regular U.S. units by [your] serial
numbers
which began with the initials U.C. instead of U.S." If
you could provide me with the branch and division numbers of the
units involved, as well as any other pertinent information which
will assist me in furthering this effort, I would be very
appreciative. I need factual information with supporting
documentation.

Dear Commander:
I wasn't aware, how close we came to a nuclear war, until I was
recently watching, several documentaries regarding the Cuban
Missile Crisis. As such, I have decided to write to you, in
order to find out the procedures, to claim my right to the ARMED
FORCES EXPEDITIONARY MEDAL: CUBA-OCT. 24, 1962 - JUNE 1, 1963.
It is my understanding that such an award, including The
Navy/Marine Corps. Expeditionary Medal, Cuba Operation, from
January 3, 1961 - October 23, 1962. Were given to a number of
units that participated during the missile crisis.
I volunteered to the Armed Forces of the United States-Cuban
Unit, which was being organized in October 1962, as a force ready
to go, to fight and liberate Cuba from Castro's Communism. Our
serial numbers, were different from regular US units, in which
they all started with the letters UC, instead of US. My number
for example was UC-

I would like to start the necessary paper work, in order to claim
that medal, and also the National Service Commendation Medal,
which I have been told, should have been awarded also. My
request, is not only for myself, but for all my comrades in arms,
who volunteered to the Cuban Unit during the missile crisis.

It is with great pleasure that we write to you, to thank you for all your work and support
in behalf of the passing and signing of the new law for "Democracy for Cuba".
Senator in the last few weeks, the world has been exposed to many news reports in how
close the world came to near nuclear destruction, during the October 1962, Cuban -
Missile Crisis. But, what many don't know, is that several thousand young Cuban
refugees answering the call to arms by the US. Government, volunteered into the Armed
Forces, joining the recently formed Cuban Unit, which was created as an invasion force
for the Liberation of Cuba.
In our organization C.A.V.A., there are many of those Cuban-Americans veterans, and
they are asking; why our unit and ourselves were given not the proper recognition? 23 was
given to other units and soldiers who received the Armed Forces Expeditionary Medal:
Cuba - Oct 24, 1962 to June 1, 1963. In addition, the unit and the individual soldier
did not receive the National Service Commendation Medal, nor the good Conduct Medal.
As a point of interest, a distinguishing feature that the unit had, was that our serial
numbers began with the letters U.C., instead of the regular US. for regular US
servicemen..
Senator, many members of the unit went on to fight in other wars and conflicts that the
United States have been involved in the last 30 years such as; Viet-Nam, Dominican
Republic, etc... fighting and dying for the preservation of democracy and freedom.
Many of our comrades in arms are now US citizens, and have remain loyal to the
principles of Americanism and Democracy for which this nation stands for. That is why we
would like for you to help us in obtaining this forgotten recognition, of the day we all said
as one "Present and Accounted for

This replies to your letter pertaining to Jorge O.
Fenton.
In response to a previous request in Mr. Fenton's
behalf he was advised that the Armed Forces Expeditionary
Medal is awarded for service in certain geographical
locations on or after July 1, 1958. A review of his
records failed to show he served in the required areas
during the periods in question. Therefore, his request
for the award cannot be favorably considered.
Enclosed for Mr. Fenton's information is an excerpt
from Army Regulation 672-5-2, regarding the award of the
Armed Forces Expeditionary Medal.

requirements for the medal, but there are extenuating circumstances,
which make us (The Cuban Unit), meritorious of such great award, and to
name a few, such as;
1) October 1962, the missile crisis is threatening the world, and America,
calls for cuban refugees to join the Armed Forces in a unit which was being
formed for the Invasion of Cuba. (All the members of the unit were
Cubans).
2) We were all refugees, and did not have permanent status in the U.S.
3) By joining the Armed Forces, automatically We were made direct
enemies of the Cuban government. (Our names were published in Cuban
newspapers, jeopardizing family and friends).
4) We were a fighting unit ready to go, eager to re-estabiish the principles
of Democracy as learned in the United States.
5) The area of operations, was global, the United States itself, as many
units were mobilized to Key West during the crisis.
Senator, my status in the United States, at the time of the Crisis, was
"Indefinite Voluntary Departure", as in Limbo, regardless, after
graduating from High School, I had registered myself with the Selective
Service, (even though it was not required for me). And in the morning of
10/24/1962. I visited the Selective Service Officer in Manhattan, to see
what was going on regarding Cuba, and the Selective Service person told
me, Son, there is a National emergency, and as a Cuban, you are now
being Inducted Into the Armed Forces of the United States, you have the
rest of the day to put your affairs in order. You must be at the Whitehall
Induction Station tomorrow at 07;00 Hours, the rest is history.
To me. with less than 2 years in the U.S., every thing was like "Chinese",
but It was may duty to go, and I went, like many other Cuban-Americans
that were eager to liberate Cuba from the communist dictatorship of Fidel
Castro.
Perhaps Senator, you can obtain Congressional approval, to have this
medal given to those Cuban-Americans, that participated in the Cuban Unit,
during the October Missile Crisis. In addition to the recognition, it would
have a tremendous Impact on the welfare of the community.

Dear Congresswoman Ros-Lehtinen:
This replies to your letter pertaining to Jorge O.
Fenton.
To qualify for a military decoration or unit
citation during past wars and conflicts, specific
requirements had to be met. First, Mr. Fenton's unit
had to distinguish itself by heroic actions, meritorious
service or meritorious achievement. Even then, awards
and decorations were not automatically considered or
approved. Second, someone having knowledge of the units
deeds had to submit an award recommendation into military
channels. Finally, after review by the chain of command,
the award had to be approved by a senior field commander
and announced in General Orders issued by that command.
No entitlement to any military decoration occurred until
all of these requirements were met.
The time limitations for citing units for service in
Cuba from October 24, 1962, to June 1, 1963, has expired.
Citations not previously issued can only be authorized by
issuance of an Executive order. In the absence of such
an order Mr. Fenton's request cannot be favorably
considered.

This replies to your letter pertaining to Jorge O.
Fenton.
We have authorized the U.S. Army Support Activity to
forward the National Defense Service Medal shown on the
enclosed form to Mr. Fenton. It may be 30 days before it
is received. If he has not received it by the end of
this period, he should forward a copy of this letter and
the enclosed DA Form 1577 to the U.S. Army Support
Activity, Attention: STRAP-SEI, Post Office Box 13460,
Philadelphia, Pennsylvania 19101-3460.
The Armed Forces Expeditionary Medal is awarded for
service in certain geographical locations on or after
July 1, 1958. A review of Mr. Fenton's record failed to
show he served in the required areas during the periods
in question. Therefore, his request for the award cannot
be favorably considered.
Enclosed for Mr. Fenton's information is an excerpt
from Army Regulation 672-5-2, regarding the award of the
Armed Forces Expeditionary Medal.
