I am writing to formally request that you investigate the activities of the Office of the
Mayor Pro Tempore
Independent Counsel, the Independent Counsel Kenneth Starr, and any other federal

agencies that may have grossly misused their official offices to investigate issues that
have no relevance to the Whitewater inquiry.

The Independent Counsel's recent questioning of a former high-ranking, openly-Gay
Councilmember
White House official (Bob Hattoy) about his efforts and successes in assisting Gays
and Lesbians in securing high ranking administration jobs trespasses all reasonable
standards of propriety and undermines public confidence in the investigation
specifically and the Justice Department generally.
There could not be clearer evidence that the Independent Counsel Kenneth Starr and
his investigation are out of control. As an openly-Gay elected official, I am alarmed
by this blatant fishing expedition and witch hunt which seeks to link the Gay and
Lesbian community with alleged criminal activity. Does Mr. Starr intend to assert
that gay and lesbian administration appointments may have some relevance to the
Whitewater criminal investigation? Or is this an unauthorized attempt to intimidate
federal employees? Or is it, in the view of Mr. Starr's critics, an act of desperation?
What ever the case, to imply that Gay and Lesbian appointments are analogous to
criminal wrong-doing is an insult to Gays and Lesbians and all fair-minded
Americans.
Mr. Starr should either reveal the nature and reason for such outrageous inquiries or
apologize for his misuse of office.
Based on your own respect for the standard of integrity that you have established as
Attorney General, I respectfully encourage you to publicly comment on this breach of
common sense and decency. I look forward to your reply.
