President Clinton's
Department of Education has issued landmark guidance that explains Federal standards against
sexual harassment and that prohibits sexual harassment of all students regardless of their
sexual orientation. At the White House Conference on School Violence last October, the
President ordered the Education Department's civil rights office to step up its enforcement of
anti- discrimination and harassment rules. That effort has resulted in, among other things, a
groundbreaking guide for use by school administrators and teachers titled: Protecting Students
from Harassment and Hate Crime. The Guide provides practical guidance for developing a
comprehensive approach to protecting all students, including gays and lesbians, from
harassment and violence.
