Instead, I hoped to identify some significant concerns raised by the White House Counsel's Office which highlight the difference between the use of real footage in "Forrest Gump" and that used in "Contact." In the case of, "Forrest Gump," the film producers secured the approval of all the former presidents or their relatives prior to using their image. In "Contact," the film-makers did not receive the President's approval. There is a difference when someone uses the President's image, which is his alone to control, to lead a viewer to imagine that he said something that he really did not say, and using the President's image in merely a satirical manner. The use of the President's image and words to make a fictional point in a plot unrelated to the context in which the President made real remarks is disturbing and has some elements of real concern to the Legal Counsel. I hope this helps you understand the White House's objection to President Clinton's portrayal in the movie, and that you continue to stay involved. We would have liked to do the December 4 announcement of the foreign policy team in the East Room as an open press event. However, due to the holiday season, we had to use the Oval Office. Given the size of the office and the number of people involved in the announcement, space was rather tight. While we did admit the wire and the news magazine photographers, they are always part of an expanded pool which also includes the daily newspaper designated for the day. We had at least a dozen requests to become part of the expanded pool and we had to turn people down. In hindsight, we probably had enough space to accommodate the New York Times photographer as we try to do on a regular basis. As you are aware, the White House press office has provided The New York Times' photographers, particularly Paul Hosefros, exceptional access to not only Presidential events, but to the President himself.
