Dear Mr. President:
I am writing to ask that you reserve the morning of Sunday,
January 21, 1996, for a nationally televised exchange of
views with a random sample of 600 voting-age Americans,
drawn from all over the United States, who will gather
at The University of Texas at Austin. Sponsored by The
University of Texas at Austin and all eleven of the
nation's Presidential Libraries in association with the
Public Broadcasting System, the "1996 National Issues
Convention" will be the first event of its kind in the
United States. It will be built around a televised
"deliberative opinion poll' a technique designed by
UT Professor James Fishkin and successfully tested in
Great Britain.
The details of the event are set forth in the enclosed
press kit prepared by the Public Broadcasting Service which
will provide live television coverage of the candidate
appearances as well as a follow-on documentary a week
later. MacNeil/Lehrer Productions will be in charge of all
PBS coverage with Jim Lehrer as anchor. We are
particularly interested in your participation on Sunday
morning when we plan a two-hour live broadcast to be
repeated Sunday evening in prime time. We hope that a
major part of that broadcast will consist in your answering
the questions or ordinary citizens from our national sample
of 600. The same 600 citizens will have had an exchange of
views with Republican presidential candidates broadcast on
the preceeding Saturday evening. In addition, there will
be a prime time special broadcast several days later which
summarizes the proceedings and the results of the
"deliberative poll" on the issues.

A blue-ribbon national advisory committee chaired by
Newton Minow and Charls Walker is assisting in planning the
event. A special bipartisan review committee chaired by
former members of Congress Barbara Jordan and Bill Frenzel
will help make certain that all briefing material sent to
the "delegates" is accurate and balanced. The questions in
the survey instrument will be overseen by a Technical
Review Committee headed by Professor Philip Converse of the
University of Michigan, who is widely respected among
experts in survey research.
Here is a brief summary of the National Issues Convention:
Based on analyses of polls and focus groups, several
broad issue areas suitable for citizen deliberation will
be selected. We anticipate that there will be at least
four. One issue area will inevitably focus discussion on
the economy, and one will focus discussion on America's
role in the world. All the issues will define broad
topics which are so much a matter of public concern or so
intrinsic to the role of the Presidency that any leading
Presidential candidate or incumbent would naturally
expect to present a position on them.
In November 1995, the highly regarded National Opinion
Research Center at the University of Chicago (NORC)
will conduct personal interviews on these major campaign
issues with a national random sample of eligible
voting-age Americans.
600 of these respondents will travel to Austin for the
convention; in the interim they will receive briefing
materials on the major campaign issues, prepared by the
Kettering Foundation and the Public Agenda Foundation and
approved by the Frenzel-Jordan review committee. In
addition, you will be invited to provide us with
materials detailing your position on the major issues
facing the country. If you request, we will be glad to
relay those materials to the respondents before their
arrival in Austin.
On their arrival in Austin on Thursday, January 18, 1996,
the 600 delegates will be divided randomly into about
thirty small groups, each of which will discuss the
issues and select questions and questioners for the

meetings with candidates, convened by moderators from the
National Issues Forums, trained by the Kettering
Foundation.
With Jim Lehrer as anchor, delegates will discuss the
issues with candidates on Saturday and Sunday (all on
live national television); these live sessions may also
be repeated at other points in the weekend, greatly
increasing the number of hours broadcast beyond the
initial six hours.
On Sunday afternoon, before their departure, delegates
will be surveyed again, using the same questions as in
the original base-line poll in their homes.
Finally, a MacNeil/Lehrer produced summary of the
National Issues Convention and its significance will be
carried nationwide over PBS for at least one hour on the
evening of Friday, January 26.
What will this accomplish? We live in an era where
campaigns have been reduced to shrinking sound bites,
sensationalistic headlines and negative advertising. The
National Issues Convention will offer a new and substantive
departure for the campaign dialogue. Unlike other "town
meetings," its participants will be more than a haphazard
collection of citizens. Rather, they will be a scientific
sample representing the entire country in one room. And
unlike many other televised events, the questions will come
from citizens who have done the hard work of informing
themselves and deliberating about the issues together.
We believe this event will capture the public's
imagination. It offers you a unique, extended, forum for
communicating your positions to the American people in a
dialogue addressed to the concerns of ordinary citizens.
The deliberative poll will focus on the issues and on
candidate positions on the issues. It will not result in
candidate endorsements. We are not interested in "winners"
and "losers" but in engaging the public in the substance of
important issues while we conduct a unique experiment in
public opinion research.

Issues Convention next January in Austin, Texas. I want to give this invitation
the strongest possible endorsement.
My reasons are as follows:
1. The organizers of the event are experienced, dedicated Americans who have
come together across party lines with no agenda other than the revitalization of
citizenship in our country.
2. This Issues Convention is a perfect example of the cause that the President
has been advancing so effectively in recont months--involving citizens in the
search for common ground through a serious, non-ideological, well-informed
discussion of the most important issues we face as a nation.
3. The format-questions from informed citizens about key policy questions--
suits the President very well. And the issues to be discussed-the economy, the
U.S. role in the world, and the future of the American family-would enable the
President to highlight his most important accomplishments and plans for the
future.
4. The moderator, Jim Lehrer, is consistently skilful and fair-minded.
5. This would not be a candidate debate. The President would appear by

You may or may not have seen the enclosed letters from University of Texas president Robert
Berdahl and Les Crystal of MacNeil/Lehrer Productions to President Clinton -- that you were
not "copied" is an oversight for which I take responsibility. I am asking that, if you haven't
read them, to do so and then meet with me to discuss the event at your earliest convenience.
What I want to talk personally to you about is whether you agree that this event -- with the
President given considerable time to respond to questions from an informed microcosm of
voting-age Americans (moderated by Jim Lehrer) -- is right down the President's alley. It is
a perfect example of the more civil public discourse he advocated in his excellent Georgetown
speech. If so, then an early meeting with us planners of the project, including key
MacNeil/Lehrer people, should and can be arranged.
Note: The PBS publicity kit on the project is not attached. Assuming that we can get
together soon, I'll bring it with me, plus a tape of an earlier British experiment with the
technique that proved to be highly interesting and successful.
We hope to get Bill Galston very much involved in this project. He has been an enthusiastic
supporter of and advocate for it since its inception a few years ago. He agrees that this is

On behalf of the Public Broadcasting Service, The MacNeil/Lehrer
NewsHour is honored to join University of Texas President Berdahl in
this invitation to the 1996 National Issues Convention.
The National Issues Convention (NIC) will provide you and the major
Republican candidates for nomination to be President an unparalleled
opportunity to have a separate dialogue with citizens, one that will be
given extended prime-time coverage across the nation on PBS. It will
make a real contribution to the discourse between candidates and
citizens at an early stage of the 1996 election campaign, before the heat
of the primary battle overwhelms the airwaves and dominates public
discussion.
I would like to describe some of the key elements of the National Issues
Convention and our plans for television coverage.
Jim Lehrer will host the sessions between candidates and
convention delegates. As illustrated in 1992 when he hosted two
Presidential debates, and, of course, nightly on the NewsHour,
Jim has the often-demonstrated ability to insure fair treatment
and even consideration for all participants in multi-guest
situations.
The two-hour broadcast at the NIC will be Sunday morning,
January 21st. It will be a live session with repeat feeds available
for PBS rebroadcast on Sunday night, January 21st.
This will not be a debate in the classic sense, but rather a
dialogue between the candidates and the citizens-participants.
We will, however, firmly honor equal time considerations
between candidates.

There will be a three-hour Republican party segment which will
air live Saturday night, January 20th. It will be available for
PBS station rebroadcast on Sunday afternoon.
The Friday after the Austin event, we will air a special program
focusing on the process of public deliberation and the results of
the deliberative poll.
The sessions between participants at the National Issues
Convention and the presidential candidates will be held on the
stage of the Bass Concert Hall at the University of Texas in
Austin campus. While plans are not finalized, we are
considering closing the hall to the general public to insure all
candidates are treated equally and respectfully by the audience.
The National Issues Convention will hold to the strictest of
standards of fairness and objectivity. The NewsHour's
involvement in the NIC was predicated on our deeply held
conviction that the National Issues Convention organizers at
the University of Texas, on its national steering committee, and
at the eleven presidential libraries are single-minded in their
dedication to open and unfettered dialogue. The organizers
have taken a number of steps to insure the integrity of the
National Issues Convention in its many stages. These include:
establishment of a bipartisan committee to review
NIC briefing papers.
involvement of the Kettering Foundation, widely
known for its nonpartisan efforts to stimulate
public discussion of the issues of the day, in the
drafting of NIC briefing papers and the training of
the small group moderators.
creation of an review committee of academic and
press polling experts to certify the integrity and
validity of the National Issue Convention's
Deliberative Poll. This will not be a candidates
preference poll but will, instead seek to determine
views on underlying issues and values of public
concern.

The National Issues Convention will be highly publicized across the
nation by PBS and by the organizing committee. As the preliminary
press indicates, the National Issues Convention is likely to receive

The couches and chairs had been moved out of the Oval Office and
the portable podium installed in front of the fireplace. After
the pool had set up, President Clinton entered the room,
accompanied by Chief of Staff Leon Panetta and John Koskinen,
deputy director of management at OMB. Clinton delivered his
remarks and then answered questions for a while; all this was fed
on the mult, carried on CNN and will be available on Federal
Transcript Service. Clinton was wearing a resolute and determined
look, and also a red and blue patterned tie. After Clinton left,
Koskinen answered a few questions, also carried on the mult. He
said the Veterans Administration would recall 1,700 workers, out
of 13,000 who do this kind of processing work on new benefit
applications, and more than 50,000 Social Security workers, out
of 66,000 who process applications.

Dear Ms. Rivlin:
In response to the President's request for a review of agency shutdown plans in light of the
unprecedented shutdown of the Federal government, we have determined that SSA must begin
implementing Phase II of its contingency staffing plan on Monday morning, November 20, 1995
in order to begin accepting and processing claims. SSA is taking this action in order to
appropriately administer the trust funds.
In addition to continuing benefit payments under the Social Security, Supplemental Security
Income (SSI), the Federal Coal Miners Health and Safety ("Black Lung") programs, Phase II will
involve recalling sufficient staff from furlough to administer these programs, including the taking
of new applications. This action is essential for the SSA to carry out its responsibilities to the
public to administer the trust funds for which it is responsible, and is consistent with the
Department of Justice's advice concerning activities authorized during a lapse in appropriations.
Social Security disability, retirement and survivor's benefits are funded through an indefinite
appropriation which does not require annual appropriations legislation. Funds for SSI and Black
Lung Benefits have been appropriated through December 31, 1995. Although funds for the costs
necessary to administer these programs have not been appropriated, the Department of Justice
opinions indicate that continued appropriations for the benefit payments "necessarily implies"
lawful continuation of such administration. An appropriations lapse which lasts for more than one
to two weeks would cripple SSA's ongoing ability to properly administer its trust funds, and
could irreversibly impair its capacity not only to distribute accurate payments to current
beneficiaries of all of its programs, but also to process new claims and appeals "in the pipeline."

Phase II of SSA's contingency staffing plan would operationalize SSA's field facilities, including
the reopening of SSA's toll-free telephone service, and State DDS facilities. Under Phase II, SSA
would take and process new applications for SSI and Social Security benefits, and the agency
would resume processing appeals. Under Phase II, however, SSA would not process applications
for Social Security numbers, personal earnings and benefit estimates and annual wage reporting
activities. Employees whose primary duties are staff support would continue to be furloughed.
Approximately 49,715 staff will be recalled from furlough to ensure the payment of benefits to
individuals who are eligible under our programs. Total staffing under Phase II of the contingency
staffing plan will be 54,495. 11,700 employees will continue to be furloughed.

EXAMPLES OF REDUCED GOVERNMENT SERVICES
November 16, 1995
A.
No new OASDI and SSI benefit applications are being processed.
1.
On an average day, SSA receives 28,000 applications for retirement,
survivors, or disability benefits for OASDI and SSI. In addition, it handles
200,000 calls through its 800 telephone service, which is closed during the
shutdown.
2.
On an average day, SSA receives 60,000 requests for new or replacement
Social Security cards and receives 75,000 visits to local field offices.
B.
No new applications for Veterans benefits are being processed.
1.
On an average day, VA processes 1,613 new claims for compensation and
pension benefits and 8,074 claims actions from existing beneficiaries for
adjustments to their benefit amount.
2.
On an average day, VA processes 883 original claims for Montgomery GI Bill
and other veterans education benefits and 4,570 claims for adjustments from
current beneficiaries.
3.
If an appropriation is not enacted by November 21, over 3.3 million veterans
and survivors will not receive their benefit checks.
C.
No new applications for Medicare are being processed.
1.
On an average day, HHS processes 10,000 new Medicare beneficiaries.
D.
Head Start services are threatened.
1.
Within several days, 60,000 Head Start children will lose services and 11,000
Head Start staff will be without funding.
E.
"Deadbeat Dads" are getting a holiday through the shutdown.
1.
The Federal Parent Locator Service to which on average, 20,000 cases per day
are referred is closed.

F.
Vital legal and law enforcement functions are shutdown or delayed.
1.
FBI training of agents and state and local law enforcement officers has ceased.
2.
The FBI's liaison function with state, local, and international law enforcement
has been canceled.
3.
Federal law provides that only the Attorney General may authorize a Federal
Prosecutor to seek the imposition of the death penalty. Processing of these
requests -- in violent crime and narcotics cases -- will be substantially delayed.
4.
All civil litigation has been postponed to the extent possible. This exposes the
United States to significant liability and means that lawsuits which could be
filed on behalf of the government against, for example, elderly fraud
operators, will not be filed. The effects will be felt by the taxpayer in general
and by victims in particular.
5.
Investigations of employment discrimination on the basis of race, sex, religion,
or national origin are suspended.
6.
Processing of prison grant applications is slowed down. Appropriated funds to
assist states in constructing and bringing on line new prison facilities is
delayed.
7.
Collection activities by Justice's Civil Division have ceased. The cessation of
collection activities means that the Treasury receives less income and thus the
deficit actually grows. In addition, individuals who owe the government
money can withhold payment without any particular penalty.
G.
FHA mortgages are halted.
1.
On an average day, the Federal Housing Administration processes 2,500 home
purchase loans and refinancings totaling $200 million worth of mortgage loans
for moderate-and low-income working families nationwide. The shutdown has
halted these activities, delaying home ownership for those who have played by
the rules.

Reduced funding to public housing authorities.
1.
On an average day, HUD provides $25 million in operating subsidies and
modernization funds to the 3,400 local housing agencies who in turn provide
public housing and services to 1.4 million low-income households. Shutoff of
this funding will potentially prevent public housing authorities from paying
utilities, providing basic maintenance needs, or paying staff.
I.
Reduced funding for homeless services.
1.
A one-day shutdown of HUD's Line of Credit Control System could prevent
the delivery of essential housing and emergency services provided to at least
32,000 homeless persons.
J
Many protections for American workers are suspended due to the shutdown of
much of the Labor Department. For each day of the shutdown:
1.
95 percent of workplace safety complaints are going unanswered.
2.
170 workplace safety and health inspections are not being performed.
3.
190 worker complaints of minimum wage and overtime violations would
remain unresolved.
4.
500 requests for information and assistance from pensioners participating in
plans with $3 trillion in assets are going unanswered.
K.
National Park Services facilities are closed.
1.
On an average day, 726,000 people visit National Park Services facilities.
2.
On an average day, 55,000 people visit National Park Services facilities in the
National Capital Region, such as the Washington Monument, Ford's Theater,
the White House, and Great Falls Park.
3
L.
The Smithsonian museums, Kennedy Center, National Zoo, and National Gallery
of Art are closed.
1.
On an average day, 80,000 people visit the Smithsonian Museums on the Mall
and the National Zoo.
2.
On an average day, 12,400 people visit the National Gallery of Art.
3.
On an average day, 6,900 people visit the JFK Center for Performing Arts.
(This does not include individuals who pay to attend performances, for which
the Kennedy Center will continue to be open.)
M.
Applications for passports are not being processed and new passports are not being
issued.
1.
On an average day, the State Department receives 23,000 applications for
passports.
2.
On an average day, the State Department issues 22,000 passports.
N.
No recruits to join the armed forces are being processed or inducted.
1.
On an average day, over 700 members of the armed forces are enlisted.
O.
The Federal Employment Information System is closed.
1.
On an average day, 24,000 Americans will be denied access to job
information including veterans transitioning from active duty to civilian life,
disabled veterans seeking information about special hiring programs, college
students seeking careers in public service, and displaced federal employees
seeking outplacement.
P.
Hiring for Law Enforcement Positions has been interrupted.
1.
Hiring of up to 400 new Border Patrol Agents has already been delayed by the
cancellation of two recruitment cycles.

Assistance to Small Businesses has been interrupted.
1.
On an average day, over 260 small businesses will not receive SBA
guaranteed financing totaling over $40 million of loans.
2.
On an average day, over 90 small businesses will be prevented from bidding
on government contracts because they will be unable to receive SBA
guaranteed bid bonds which allow them to bid on those contracts.
3.
On an average day, 1,200 small business owners will not receive SBA-

sponsored training and counseling normally available to them.

American exporting businesses are being disadvantaged during a shutdown.
1.
On an average day, over 30 export licenses with a value or $30.5 million that
would otherwise have been approved by the Bureau of Export Administration
are not being acted upon.

On an average day, over 2,500 telephone calls and faxes from U.S. businesses
seeking export advice, information and counseling are not being responded to
by the Bureau of Export Administration or the International Trade
Administration due to the shutdown.

A recent Gallup Poll found that some 39 percent of those surveyed consider themselves to be either
"born-again" or "evangelical" Christians. In November, self-identified evangelical Christians made
up 33 percent of the electorate.
To help you better understand the values and beliefs of this large group of Americans, many of
whom are awakening with a start to their duties as Christian citizens, I am sending along recently
tallied results of the 1995 Coral Ridge Ministries State of the Nation Survey. This annual write-in
poll, sent to our friends and supporters nationwide, gauges the opinions of evangelical Christians
on various social and moral issues.
Abortion emerges as a salient issue for this group in their consideration of candidates for public
office. Fully 88 percent of those responding would not vote for an office-seeker who is "well-
qualified in every aspect, but supports federally funded abortion." Further, abortion ranked second
only to religious liberty as their issue of primary concern.
And, perhaps not surprisingly, those responding registered almost complete agreement when asked
about matters such as taxation, government-controlled health care, pornography, homosexuality,
and educational choice. Nearly all agreed that: "American families are weakened by over-taxation,"
government-controlled health care is consistent with biblical principles, "there is a link between
pornography and sexually violent crimes," homosexuals should not be "granted special rights in
housing and employment" and "education choice enhances religious freedom."
I hope you will bear in mind these responses, supplied by more than 30,000 people. While the
survey results are unscientific and cannot be extrapolated to the general public, they nonetheless
offer insight into the attitudes and concerns of evangelical Americans, a constituency often not well
understood. Complete survey questions and results are enclosed for your examination.

I understand you are President Clinton's Frees Secretary.
Please tell me you are not the person who decided to place
George Stephenopolis against the leader of the Christian
Right, and Robert Rubin against Phil Gramm on the
SundayMorning talk shows.
Both choices were really dumb! First of all, Stephanopolis
is & nice Bid and realiv bright, but he's no match for the
fire breathing demogogery of the Christian Right. He
literally got eaten alive. Just look at the tape and figure
out how much air time the President got in that interview
compared to the Coristian Coelition. ! can tell you
without even looking because of one simple fact reporters
ask the most questions to the most interesting interviewee!
Anyone who's ever worked in the media (and 1 have 20 years
of print and television experience> knows that. Stupid
misteke!
Secondly, Bob Rubin is & nice guy and we Like him, but HE
DOES NOT SPEAK ENGLISH! I'm & college graquate, and I had
trouble understanding his remarks, Even David Brinkley had
to *** him to repeat one of his answers. Therefore, on one
of the mest important issues to this Administration, the
President lost points to PHIL GRAMM! Do you think anybody
in Bastrop, Louisana sat glued to their sets while Bob
expoused the values of whatever he said? NO. Do you think
they understood Phil Gramm who continued to oromise them
that they could keep more of their money and still get a tax
break? Absolutely!
Now. Mr. McCurry you must be & smart man or the President
wouldn't like you so much. But, you (1f you did this) gotta
stop doing stupid stuff Or) the President is going to (once
again) lose the public relations battle on an issue that
should be & norbrainer. That's all I have to say, and since
it's my opinion it doesn't mean a hill of beans to you big
shots in Washington,
But, I will Bay this. Ask any major news organization why
the media is so powerful, and this will be your response :
The media knows and operates from the onemise that Americans
understand at & sixth grade level. If you don't teach the
President's men (including A1 Sore who is the world's worst)
to talk at a sixth grade level the way Peter Jennings, Dan
Rather, Tom Brokew and all the Republicans do .1 12 you can all
kiss 1996 good-by.

Keep the peace
President Clinton, speaking before Par-
liament in England, said, "America will nev-
er turn to isolationism again." I hope not. I
remember the fervent isolationists and
"America First" zealots just before we were
attacked by the Japanese in 1941. They
thought we could ride out the war in Europe,
but were proved wrong.
The atrocities and terrible cruelty in Bos-
nia have gone on unchallenged for too long. I
am happy America brokered the peace and
will try to help keep the peace. Blessed are
the peacemakers.

Read with much interest about President Clinton traveling
to Bosnia. The comments by two Bosnians in my newspaper
were quite interesting. In Sarajevo Zlatan Pasic said
"If the people here will listen to somebody, it defin-

itely be him". Nijas Cracic said "I don, t think he actual-
ly cares about us, he needs more votes to be elected again"
I was a W.W.2 B-17 co-pilot who flew several missions
from Mendelsham, England to targets in Germany. One mission
was to Munich, Germany. Yugoslavia was only a couple hund-
red miles south of Munich and we in the 8th Air Corps had
heard of the Bosnian Partisans who were friendly to U.S.
downed airmen.
I do not think President Clintons trip to Bosnia is
purely political. I think he has deep feelings of sympathy for
the Bosnian people just as I have. It took a lot of courage
because even the V. F. W. is against American involvement.
Enclosed is my personal letter to my local paper here
at Sarasota, Florida dated Dec. 9, 1996 endorsing President
Clintons decision. Blessed are the peacemakers.
