That letter specifies\nin detail the matters to which you should direct your testimony.\nI expect that Republican members of the Committee may use the\nopportunity of the Oversight Board hearing to pursue their stated\ninterest in extraneous matters, including Madison Guaranty Savings\nand Loan. Any questions regarding Madison Guaranty Savings and\nLoans, matters that are the subject of pending investigations by\nSpecial Counsel Fiske or other law enforcement authorities, or\nother extraneous matters not specifically set forth in section\n21A (k) (6) of the Federal Home Loan Bank Act or the March 3, 1994\ninvitation will not be considered pertinent at the hearing and need\nnot be answered by you.\nI was the primary sponsor of the provision to require the\nOversight Board to appear on a semiannual basis so that the\nCommittee could oversee its activities. The recent appropriation\nof funds to the RTC, the management reforms, and FDIC-RTC\ntransition measures required under Public Law 103-24 clearly\nrequire the complete and full attention of the Committee in order\nto have a successful Oversight Board hearing.
