Finally, where statutory language permits, I believe we have worked hard to consult with States on the implementation of policies--as promised. Our work on the drug rebate program, home and community-based services waivers, and issues in health care reform are prime examples of these collaborative efforts. As in the past, we will continue to be as flexible as we can in helping States implement this law. We have made considerable strides in allowing State flexibility and will continue to work toward this end in assisting States in their efforts to comply with the law. I appreciate your concerns, but we must move forward to carry out the Congressional mandate to provide Medicaid support to women who are victims of these terrible abuses.
