DAILY NEWS 6170223 P.01 Rim Hopper 7929 GOVERNOR PETE WILSON September 9, 1993 FILE: Immigration The President The While House Washington, D.C. 20500 Dear Mr. President: On August 9, 1993, I wrote you on behalf of the people of California to urge your support of comprehensive steps to reduce incentives for illegal immigration and reduce the cost of providing welfare and other public assistance to illegal immigrants. I am encouraged by supportive comments from members of your Cabinet, especially Housing and Urban Development Secretary Henry Cisneros, who have recognized that the lure of government benefits -- in his words -- "serve as a magnet attracting people here from other countries." I am also encouraged by recent newspaper reports that your Administration is considering establislment of a tamper-proof identification card. As you are aware, various forms of identification cards and verification systems Have been under debate in the Congress for many years and any number of proposals have been advanced or reviewed by federal agencies. In my August 9 letter to you, I urged you to ask Congress to create a legal resident eligibility card that would be required as proof of eligibility for all legal residents who seek government benefits. I am writing today to ask you to direct your Administration immediately to begin the design and implementation of a tamper-proof identification card to be presented as proof of legal residency and eligibility for employment, and for benefits requiring legal residency) and that you designate California as the LESL state in = pilot project, Lesting the use of the card for such purposes.
