AUGUST 23, 1996
Good evening. I am so sorry I cannot attend tonight's 25th
Anniversary Gala Celebration. As Honorary Chair of the
International Children's Festival, I wanted to take a moment to
talk about how fortunate we all are to be part of such a special
event for children and their families. This year's Festival is
testimony to the outstanding work and achievement of the Arts
Council of Fairfax County and their commitment to children around
the world.
Over the past twenty-five years, the Festival has built an
impressive history. From the very beginning in 1971 when the
Festival reported 7,000 attendees to this year's crowd of 30,000,
the Festival has grown to attract not only more visitors, but
also the very best children's performing groups in the world.
The level of enthusiasm and professionalism of these
international performers is hard to beat. Twenty-five years from
now, we will see many of these faces again as members of the
Kirov Ballet, the Martha Graham dance company or even enrolled in
the Ringling Brothers and Barnum and Bailey Clown College.

not have been possible without the generous support from the
community and countless hours donated by all of the volunteers

Purpose
You have agreed to serve as honorary chair of the International Children's Festival.
While you are not able to attend the Gala Dinner to be held September 14, 1996, this
video enables you to further associate yourself with children's issues and this Festival
which furthers cultural exchange and international understanding. Most importantly, the
video sends your personal thank you to the many volunteers, coordinators and sponsors
who have worked so hard to make this year's event possible. Additionally, the video
expresses your thanks for having been named honorary chair.

Background
The International Children's Festival, held annually at Wolf Trap Farm Park for the
Performing Arts, will celebrate its 25th anniversary on September 14-15, 1996. The
festival will be held from 10:00 am to 4:30 pm each day. Helping the Festival celebrate
will be host Bob McGrath, "Bob" of Sesame Street, the 1996 graduates of the Ringling
Bros. and Barnum & Bailey Clown College and student performing groups from
Argentina, Hawaii, South Africa, Sweden, Taiwan, R.O.C. and Uzbekistan. The Festival
is produced by the Arts Council of Fairfax County, a private non-profit organization in
Northern Virginia, in cooperation with the Wolf Trap Foundation for the Performing Arts
and the National Park Service. Since 1988, the Festival has been ranked one of the "Top
Twenty Events in the Southeast" by the Southeast Tourism Society. Approximately
25,000-30,000 people attend the festival each year. Visitors watch the performances,
visit the Arts\Technology Pavilion to experience arts and computers. Over 11,000
Washington metropolitan area high-school students participate in an electronic field trip.
The first Gala Reception was held at Meridian House in 1981. In 1982, the Gala moved
to Wolf Trap. Due to a fire in 1983, the Gala took place at the Barns of Wolf Trap. From
1985-1988, the Gala was held at the Kennedy Center. In 1989, the Gala moved to its
current location at the McLean Hilton at Tysons Corner, Virginia, where all the
performers were housed.

First Lady Hillary Rodham Clinton
Good Evening. I regret I am unable to attend tonight's 25th Anniversary Gala
Celebration. As Honorary Chair of the International Children's Festival, I wanted to take
a moment to share how fortunate we all are to be part of such a special event for children.
This year's Festival is testimony to the outstanding work and achievement of the Arts
Council of Fairfax County and their commitment to children around the world.
Over the past twenty-five years, the Festival has built an impressive history.
From the very beginning in 1971 when the Festival reported 7,000 attendees to this year's
crowd of 30,000 visitors, the Festival has grown to attract not only increased attendance
but also the very best children's performing groups in the world. The level of
professionalism and enthusiasm of these international performers is immense. Twenty-
five years from now perhaps we will see these faces again as members of the Kirov

Barnum & Bailey's Clown College.
Of course, twenty-five years could not have been possible without the generous
support from the community and countless hours donated by all of the volunteers and

How are you? I hope well. I spoke with Karen Finney who suggested that I
submit this request through you. I hope you can help.
As you know, the First Lady has agreed to be the Honorary Chair for this year's
International Children's Festival which will be held at Wolf Trap Farm Park from
September 10-15, 1996. The event planners of this not-for-profit event respectfully
request:
a no-more-than-three minute video message from the First Lady that speaks to
the reason why she has agreed to serve as Honorary Chair that would be viewed at the
event's Gala Dinner;
an additional 15-second video clip for inclusion in a promotional video that will
be shown to volunteers, other staff and new participants of the Festival to acquaint them
with the goals and flow of the events.
Could we possibly have both taped at your next scheduled video taping
session? We are more than willing to prepare the scripts as we did for Tipper Gore last
year when she served in the same capacity. However, I have attached some background
information for your guidance. I hope this information is helpful. Please feel free to give

Lastly, there will be six children's dance delegations of approximately 20
students each coming to Washington, DC, to participate in the festival activities. The

children in for a tour at the same time. Do you think the The First Lady and, perhaps,
Chelsea could greet them during their visit?

to share how fortunate we all are to be part of such a special event for children. Over the
past twenty-four years, the International Children's Festival has witnessed many changes
in the nation's capital. Even more impressive, is the progress the Festival itself has made.
Each year, the Festival has become more prominent and has earned the reputation and
respect needed to transformr itself from a weekend of family entertainment to a week full
of education for schoolchildren throughout the area. Some other Washington institutions
should take notice! The International Studies Enrichment Program, which has been
integrated into the Fairfax County Public Schools this year, is an excellent opportunity
for area fifth graders to experience different cultures and communicate globally on the
Internet with pen pals abroad. As the mother of four children, I know first-hand how
important it is to teach young people about the interesting differences and the surprising
similarities of people throughout the world.
As you are able to see from tonight's gala performances, the participating
children's groups are highly enthusiastic and very entertaining. With a performance line-
up as interesting and diverse as this year's Festival, it is no wonder Washington Parent
Magazine voted The International Children's Festival the "Number One Children's Event
of the Year," rivaling the White House Easter Egg Roll. In fact, the Festival is the only
one of its kind which brings together children's groups from around the world.
Of course, achievements as promising as this could not be accomplished without
the hard work and patronage of all of you here tonight. A network of 1,200 volunteers
from corporations, schools, civic organizations and arts groups have donated their time
talents and energy to the Festival. This has been a wonderful community service! I
would like to recognize everyone who has helped to make this festival such a great
success for more than two decades.
As a photographer, I am especially sorry I will not be able to attend the Festival
and capture all the smiling faces, colorful costumes, and unique performances on film.
For those of you at tonight's gala who have not yet had a chance to attend the Festival,
gather your picnic baskets and cameras and take your children to Wolf Trap this
weekend.

As Honorary Chairpersons, we hope that the First Family could attend and
offer remarks at the Gala Dinner on Saturday evening, September 14, at the
McLean Hilton at Tysons Corner in McLean, Virginia. We also hope that the color
and excitement of international children's stage performances would be an ideal
backdrop for the First Lady and Chelsea to join the young performers for their
traditional network morning show coverage on Thursday, September 12, at Wolf
Trap.
For the past 25 years, the International Children's Festival has drawn more
than 30,000 participants. In 1994, the Festival grew from three to six days and
added an enrichment program for local students which involved a trip to Wolf Trap
as part of their curriculum and global communications between the students
through Internet.
Your efforts over the years to foster educational growth and community
service not only in the Washington metro area, but nationwide, are well known.
We would be thrilled to have your family participate as our Honorary Chairpersons

The International Children's Festival will be holding their
Silver Anniversary Festival at Wolf Trap Farm Park from September
10th-15th, 1996. As you know, you have been named honorary chair

The International Children's Festival is a non-profit, annual
event that unites children from countries all over the world in a
setting that promotes the exchange of customs, tradition, and
artistic endeavors with Washington-area students. The highlight
of the event is the two-day Festival on September 14th and 15th
where children and families participate in hands-on workshops and
watch student performers from countries around the world
performing simultaneously on numerous stages. The entire event
is produced by the Arts Council of Fairfax County in cooperation
with Wolf Trap Farm Park for the Performing Arts and the National
Park Service.
