Role of the Special Envoy in the Coordination of the Follow-Up Process to the President's Caribbean Trip. As we get closer to the President's October trips, the interagency priorities and the media's interest will dramatically focus South. It is important to make the most of the goodwill evolved from the President's trips to assure the necessary support for the administration's domestic and international policies from the Caribbean governments and domestic constituents with interests in these countries. I have agreed to serve as a "Coordinator" for the Caribbean Summit follow-up within the context of my role as Special Envoy for the Americas. I do not intend to replace the interagency process currently chaired by the State Department. Rather, I want to compliment the ongoing process, seeking to better coordinate my efforts with the State Department's strategy. I would like to discuss with you a suggested strategy, that will increase the visibility of the interagency follow-up efforts. I have identified a series of events and engagements that I am considering to attend, where I hope to inform both domestic and foreign audiences on the Caribbean Summit and the Administration's successful follow-up to the commitments signed-on by the President. These events will also be an opportunity for us to address other policy areas such as CBI, fast track and SOA issues. 2 I have identified a sample of potential engagements that I wish to share and discuss with you toward the end of this meeting. II. State Department's Follow-Up Strategy: I appreciate the State Department's endeavors to coordinate the inter-agency efforts. Before I share with you a notional schedule of events that I plan to attend, I would like to better understand the follow-up process chaired by State. Please briefly describe for me: -- The process currently being followed by the Joint Committees (e.g., how many meetings and the level of participation). -- Main difficulties encountered in implementing the commitments signed -on by the President. -- Timetable for future meetings with Caribbean counterparts. A. Report on the Justice and Security Joint Committee. B. Report on the Finance, Development and Environment Joint Committee III. Coordination of Special Envoy and State Department Efforts I have identified a series of engagements that I believe will provide a higher visibility to the inter-agency follow-up process. I wish to briefly discuss this notional schedule and I am eager to hear your opinion as to how best we can coordinate follow-up efforts. Among the events I would like to attend includes: (Refer to draft schedule of events provided to participants.) visibiting Event: White House Briefing Date: July 16 Description: I am considering inviting Caribbean Ambassador's, interested legislators, their staff, and relevant NGOs to the White House for a briefing. Among the objectives of this event is to inform the participants on the status of the CBI legislation and a summary of the follow-up efforts by the two joint committees -- Event: Wisepersons meeting on Caribbean Issues Date: Late July Description: I regularly sponsor breakfasts for experts on different issues. I am considering convening a group of Caribbean experts to discuss the current political and economic situation in the Caribbean region. 3 Event: Meeting with Select Group of Caribbean Leaders at the margins of UNGA. Date: Mid/Late September or Early October Description: The main objective of this meeting would be to address any outstanding issues before I lead a delegation in November. This would be the first meeting between a high-level USG official and Caribbean leaders since the President's trip. Event: Briefings for Regional Ambassadors Date: Late October, and Mid January Description: I am considering chairing at least two briefings for Caribbean Ambassadors in Washington. I would schedule the briefings so that they would take place a couple of weeks prior to any travel to the region by a high-level U.S. delegation. Event: Leading Two U.S. Delegations Date: November 1997 and February-March 1998 Description: As a way of keeping the Caribbean region engaged until the SOA, I am considering leading two U.S. delegations to the region to meet with Caribbean leaders. The first delegation would travel in the mid-November time frame. Among the delegation members could include the chairs for the two Joint Committees who could report the status of the follow-up actions. Other individuals that could be added to the delegation include U.S. governors and legislators that have interests in the Caribbean region. This delegation could also include new U.S. Ambassadors if they have been confirmed. As for a venue for this meeting, one possibility would be meeting on U.S. soil that is considered part of the Caribbean (e.g., Virgin Island, St. Thomas, Florida, Puerto Rico). Prior to the April 1998 SOA, I suggest taking a second delegation into the region, to meet with Caribbean leaders. This team could travel in February or March 1998, and the purpose of this meeting would be to discuss the status of the follow-up actions and gain support for the upcoming SOA in Santiago. Event: End of Year Engagements Date: December Description: There are a couple of events in December that I would like to attend, including a yearly conference sponsored by the Caribbean/Latin America Action conference, which attracts a hemispheric-wide audience. I am also interested in chairing a meeting, also in December, with our Caribbean Ambassadors at the margins of the Chief of Missions conference. This notional schedule gives you a sense as to the increased visibility I would like to provide to the Caribbean follow-up process. As such, we have identified a series of events leading to the Santiago Summit where you can engage in a leadership role, and put our relations with the Caribbean on a more mature and productive footing for years to come. These events will also be an opportunity to highlight the Administration's strategy in other areas such as CBI, fast track and SOA issues. This strategy attempts to make the most of the goodwill evolved from the President's trip and assure the necessary support for the Administration's policies--not only from our Caribbean neighbors, but also from domestic constituents with interests in these countries. It would compliment and give direction to the ongoing process currently chaired by the State Department, seeking to coordinate better our inter- agency efforts and increase the visibility of the Administration's follow-up actions. An important component of this strategy would include an aggressive public affair's approach, including contact with domestic and international press and increase publication of op-eds and articles. We suggest you consider leading two delegations to the region, prior to the SOA in April 1998, participate in an event and/or chair one meeting a month, increase your availability to address audiences interested in the Caribbean region and continue to pursue Caribbean Basin enhancement initiatives, including CBI. Based on the premises described above, we have identified a sample of potential engagements for your consideration: 1. Event: White House Briefing Date: July 16 Venue: White House Description: The objectives of this event include: 1) Highlight and kick off your role as the President's coordinator for the Caribbean Summit follow-up process. 2) Brief on status of CBI legislation and other relevant trade initiatives. 3) Summarize follow-up efforts by the two Joint Committees. 1 Invitees to this event would include Caribbean Ambassadors; State, OPIC, USTR officials; relevant NGOs; and interested legislators and their staff. We would coordinate this event with the publication of a series of op-eds pieces and press/media interviews. 2. Event: Wisepersons meeting on Caribbean Issues Date: Late July Venue: White House. Description: You might consider convening a group of Caribbean experts to discuss the current political and economic situation in the Caribbean region. 3. Event: Meeting with Select Group of Caribbean Leaders at the margins of UNGA. Date: Mid/Late September or Early October Venue: New York Description: The main objective of this meeting would be to address any outstanding issues before you lead a delegation in November and brief on the status of the implementation and follow-up of the Caribbean Summit. If the Ambassadors express interest in addressing a particular issue, you can invite officials from relevant agencies to address their specific concerns. 5. Event: Meeting with Caribbean Leaders Date: November 1997 and February 1998 Venue: Possible sites for the November meeting include St. Thomas, Miami, Virgin Island, San Juan or D.C. The February 1998 meeting would take place in a site suggested by Caribbean leaders. Description: As a way of keeping the Caribbean region engaged until the SOA, we suggest that you lead two U.S. delegations that would meet with Caribbean leaders. The first trip would travel in the mid-November time frame. Among the members of your delegation could include the chairs for the two Joint Committees who could report the status of the follow-up actions. Other individuals that could be added 2 to your delegation would be U.S. governors and legislators that have interests in the Caribbean region. This delegation could also include new U.S. Ambassadors if they have been confirmed. As for a venue for this meeting, one possibility would be meeting on U.S. soil that is considered part of the Caribbean (e.g., Virgin Island, St. Thomas, Florida, Puerto Rico). We would coordinate with the affected governor, since we would require their assistance and logistical support. D.C. is also an alternative site. As a follow-up to your November meeting, and prior to the SOA, we suggest you lead a second U.S. delegation. This team would travel to the Caribbean in early February 1998, and meet with Caribbean leaders. The purpose of this meeting would be to discuss the status of the follow-up actions and gain support for the upcoming SOA in Santiago. We could also coordinate this meeting to support the Government of Chile's efforts to meet with hemispheric leaders and discuss SOA issues. If Secretary Albright decides to travel to the region during this time frame, we would coordinate with her office so that USG's efforts would not overlap. 6. Event: C/LAA Annual Conference Date: Early December Venue: Miami Description: This yearly conference sponsored by the Caribbean/Latin America Action attracts a hemispheric-wide audience. This conference will provide an excellent stage to highlight the importance this Administration has conferred in 1997 to the Caribbean and Latin American Region and recap the steps taken to follow-up on the President's trips. 7. Event: Chief Of Missions (COM) Conference Date: Early December Venue: Miami Description: You might consider chairing a meeting with our Caribbean Ambassadors at the margins of the COM conference. Street DRAFT 2 3 The White House Office of the Press Secretary 200 On his trip to Central America and the Caribbean last month, the President met with the various leaders and discussed ways to make a difference in the lives and livelihoods of our respective peoples. They emphasized the need to increase trade and investment as a way of building regional prosperity. In this way, our nearest neighbors might be better able to resist organized crime and the illegal trafficking in narcotics and guns. In making good on the promises articulated, today the President is happy to announce that the Overseas Private Investment compare Corporation is setting-up a $150 million Caribbean Basin Fund (CBF) which would draw additional investment capital to the to other region and assist U.S. exporters through financing expansion. Ane as The CBF would make investments in projects that promote the free Niopic flow of goods and services as well as making investments in telecommunications, power distribution, safe drinking water, clused agribusiness, micro-enterprises and sustainable development. Such leadership by OPIC uniquely blends our economic strategy of spreading private enterprise and stable economies with our foreign policy goals of bolstering our security against the new threats of drugs and illegal immigration. On behalf of all our citizens, many of whom have relatives living in the region and some of whom will be investing in this private equity fund, the President applauds the work of OPIC and looks forward to extending the economic partnership begun last month in San Jose and Bridgetown.
