Dear President Clinton,
I am writing in regards to the Personal Responsibility Act that was
recently signed into law. As a Tribal leader, I am concerned that
there are not adequate support systems established to ensure the
success of Welfare Reform on Indian reservations.
Like you, I believe there is a need for supplemental programs that
will assist welfare recipients in their effort to achieve self-
sufficiency. The $3.5 billion dollars you plan to allocate for
incentives in the form of wage subsidies for private and public sector
employers and tax incentives for the employer could also include
Federal subsidized work programs for the Indian people on
reservations where there is no employment available.
Training is fine if there is employment at the end of that training. It
is also imperative that recipients have access to subsidized child care.
I'm sure that the need for child care funding will far exceed what is
currently available, even with the additional money allocated by
Congress. Transportation will also be a problem in rural and remote
areas. Funding should be set aside to establish rural transportation
systems.
