Dear President Clinton:
I am writing today to urge your intervention to stop the extradition of Irishman Jimmy Smyth back to
the north of Incland. The Ninth Cucuit Court of Appeals' ruling overtuming Judge Caulfield's decision to
deny extradition was a travesty of justice and an awful blow to the Irigh-American community. I have met
with Mr. Smyth personally and studied his case, and 1 am convinced that by returning him to British hands,
the United States government will be aiding and abetting a terrible injustice.
Atter reviewing the tacts of his "trial" in Northern Ireland, 1 am satisfied that he could never have been
convicted under the American system of justice. All the physical evidence in the case exonerated Mr. Smyth.
The system used to try people in Northern Ireland is in total opposition to the American idca of duc
process.
In addition, the decision by the Court of Appeals just docsn't make sense. Judge Caulfield felt Mr.
Smyth proved that should he be returned in Northern Ireland he would face a threat to his life based on his
religious and political beliefs. That this is a controversial idea at all shows how ignorant most people are
about the situation of Catholics in Northern Ircland. The fact is, when Mr. Smyth was a techager, Catholics
were dying in Northern Ireland simply for the right to note. State-sponsored discrimination, harassment, and
terror against Catholic and nationalist citizens in the north of Ireland is well documented by groups such as
Amnesty International and, in the case of the Stalker-Sampson investigation, the British themselves. In order
to extradite Mr. Smyth, the Court essentially ignored the provisions of the Treaty.
I believe one of your campaign promises to the Inish-American community was that there would be no
more "Joe Dohertys." If Jimmy Smyth 16 handed back to British authorities, it will set a precedent making
him the next of many more "Joe Dohertys." Once again. 1 implore you to do everything in your power to
prevent this extradition from proceeding and send a message to the people of the world that the United
States will protect those seeking to ecape political and religious persecution.
