Sir:
I have to acknowledge the receipt of your letter of the
21st instant, relating to the resolution before the Board ap-
pointed to consider the matter of a reorganization of the
personel of the Navy. that no more appointmentsbe made in the
Corps of Civil Engineers.
I have presented the letter to the Board for its consid-
eration.
